MINUTES OF THE CHARTER REVIEW COMMITTEE July 11, 1988 Council Conference Room 7:00 p.m. ------------------------------------------------------------------- Members Present: Chairman Campbell, Members Susan Fuller, Jack Blakely, Sharon Reid, Mary Frances Click Members Absent: Carlos Batara Staff Present: City Attorney Tom Harron Chairman Campbell called the meeting to order at 7:00 p.m. MSUC (Fuller/Reid) to approve the minutes of the June 27, 1988 meeting. COUNCIL COMPENSATION Chairman Campbell stated that he talked with people at the County about an "indicator". The County, in setting salaries for the Board of Supervisors, uses an indicator which is 80% of a judge's salary. The Chairman suggested that we could use the Board of Supervisors' salary as an indicator for the Mayor. Both positions involve policy makers. It is hard to corne up with many other positions which have a similar relationship. Member Fuller questioned why the County used judges. Chai rman Campbell said it is because judges' salaries are set independently from the County, i.e., they are set by the State. He suggested that using the Ci ty Manager is open to cri ticism because the City Manager salary is set by Council. The Board of Supervisors currently make approximately $61,000 a year. Member Reid felt there was merit to using the Board of Supervisors as an indicator. She raised the question as to what percentage to use. She suggested that 60% would be approximately the current equivalant to the Mayor's salary. She noted that the important thing is that this issue get out of the political arena in the future. Member Reid moved that the Committee adopt an indicator for the Mayor's salary which is 60% of the salary of the Board of Supervisors. Member Fuller seconded and the motion passed 5-0. '. po ( ( . Charter Review Committee Minutes of July 11, 1988 Page 2 COUNCILMEMBERS' COMPENSATION Member Blakely noted that 40% of the Mayor's salary would be $14,400 and would constitute a $6,000 raise from the current compensation. Member Reid suggested that the Committee focus on the principle that the City Council puts in 40% as much effort as the Mayor and it is reasonable upon that basis. Chairman Campbell felt that the 40% is reasonable. He suggested that the Committee should not be afraid to recommend a reasonable amount because this may be a tough subject to sell to the voters. Member Reid moved that the salary of the councilmembers be based on 40% of the Mayor's salary. Member Blakely seconded and the motion passed 5-0. HOUSEKEEPING . City Attorney Harron explained that the present provision in the Charter dealing wi th special meetings is merely a copy of the provision in State law and is not necessary. State law preempts the City in this matter. For that reason, it is recommended that we delete this provision from the Charter. The other procedural changes have to do wi th the adoption of ordinances and thei r publication. The amendments would streamline this procedure and authorize the adoption of other codes, for example, the Building Code, Fire Code, etc., by reference wi thou t the need to publ i sh the entire text. Member Reid moved for approval of the housekeeping amendments. Member Fuller seconded and the motion passed 5-0. There was group discussion of the previous action to require members of Boards and Commissions to be residents of the City and electors. It was decided that the term n registered voter n be used instead of the term "elector". There was a group discussion of the issue of Planning Commission compensation. There was no action to take any change in the Committee's prior position at this time. CAMPAIGN CONTRIBUTIONS The Chairman noted there was no need to finalize this prior to the information being placed on the ballot for the November election. Member Reid noted that the Council would like to have something available to it before the actual vote. City Attorney Harron noted that the League of Cities is placing an agenda item at its October meeting discussing the effect of the passage of . . . . / ( ( ~ Charter Review Committee Minutes of July 11, 1988 Page 3 the recent statewide initiatives on the League's model ordinance. Member Reid asked Attorney Harron to contact the League to see if we could get a preview of its revisions to its model ordinance, as a result of the passage of the statewide initiatives. The Committee directed Attorney Harron to prepare a report to be forwarded to the Council including all of its recommendations for the November ballot. The meeting adjourned at 7:55 p.m. 4391a
