SUMMARY
The fiscal year 2010-11 operating budget for the City of Chula Vista was approved by the
City Council on June 8, 2010. The adopted budget authorized a Senior Council Assistant in
the Mayor's Office. As a result of increasing responsibilities and changes in job duties,
reclassification of this Senior Council Assistant position to Constituent Services Manager is
recommended by the Mayor. Sufficient budgetary savings within the budget of the
Department of Mayor and Council to offset the expense of this reclassification have been
identified in the fiscal year 2010-11 budget, resulting in no net impact to the General fund as
a result of this action.
ENVIRONMENTAL REVIEW
The Environmental Review Coordinator has reviewed the proposed actIVIty,
reclassification of a Senior Council Assistant position, for compliance with the California
Environmental Quality Act (CEQA) and has determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because it
involves only the allocation of funding; therefore, pursuant to Section 15060(c)(3) of the
State CEQA Guidelines the activity is not subject to CEQA.
RECOMMENDA nON
That Council approve the resolution reclassifying the position.

DISCUSSION
It is recommended that the Senior Council Assistant assigned to the Mayor's Omce be
reclassitied to Constituent Services Manager. The scope of assigned duties and responsibilities
has changed and expanded signiticantly. The demands and responsibilities of this position reflect
the assih'llments comparable to the Constituents Services Manager job classification. The duties
currently assigned to the current staff include serving as liaison between the Mayor and the
Mayor's Roundtable on Education, Cities in Service, Chula Vista Centennial Steering Committee,
and grant fundraising for the City, including the Nature Center and Animal Care Facility, and
advice and assistance to individuals and groups including following up on issues. The incumbent
is also responsible for speaking on the Mayor's behalf.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500 foot rule found in California Code of
Regulations section 18704.2(a)( 1) is not applicable to this decision.
CURRENT YEAR FISCAL IMP ACT
The proposed reclassitication will take effect in fiscal year 2010-11. There is no impact
in the current fiscal year.
ONGOING FISCAL IMPACT
The adopted fiscal year 20 I 0-11 budget for the Department of Mayor and Council
includes funding for a Senior Council Assistant of approximately $62,000 (salary and
benetits). Reclassifying the Senior Council Assistant in the Mayor's Office to
Constituent Services Manager will increase the costs associated with this position to
approximately $89,000 (salary and benetits), an increase of $27,000. Sufficient savings
have been identified within the department's fiscal year 2010-11 budget to offset these
additional costs.
Options to ensure that the reclassitication continues to have no net tiscal impact will be
considered in the preparation oflhe City's operating budget for fiscal year 2011-12.

WHEREAS, the fiscal year 2010-11 operating budget for the City of Chula Vista was
approved by the City Council on June 8, 2010; and
WHEREAS, the adopted tisca1 year 2010-11 budget authorized a Senior Council
Assistant position in the Mayor's Oftice; and
WHEREAS, as a result of increasing responsibilities and changes in job duties,
reclassitication of a 1.0 FTE Senior Council Assistant position to a 1.0 FTE Constituent Services
Manager is recorrunended; and
WHEREAS, sufficient budgetary savings to ot1set the additional expenditures associated
with the reclassification have been identified, resulting in no net impact in fiscal year 2010-11 as
a result of this action.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby reclassify a 1.0 FTE Senior Council Assistant position to a 1.0 FTE
Constituent Services Manager in the Mayor's Office.
