SUMMARY
The approved operating budget for the Chula Vista Nature Center for FY0911 0 included no
revenue, and limited funding on the expenditure side. Through an agreement reached with
the Friends ofthe Chula Vista Nature Center (Friends) subsequent to the budget process, the
facility was operated at full capacity, generating unanticipated revenue. Council has
approved three previous appropriations of revenue tlus fiscal year, and this final
appropnation is from revenue generated during the last 3-4 weeks of operations prior to the
fornlal transition of Nature Center management and operations to the Chula Vista Nature
Center Foundation on February 6, 2010
ENVIRONMENTAL REVIEW - The Environmental Review Coordinator has reviewed
the proposed activity for compliance with the California Environmental Quality Act
(CEQA) and has determined that the activity, approval of a resolution to appropriate
funds, is not a "Project" as defined under Section 15378 (b)(4) of the State CEQA
Guidelines because it does not involve a physical change to the environment; therefore,
pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject
to CEQA. Thus, no environmental review is necessary.
RECOMMENDATION
City Council approve the resolution.

DISCUSSION
The appmved operating budget for the Chula Vista Nature Center for FY09/1 0 included no
revenue, and limIted funding on the expenditure side. Through an agreement reached with
the Fnends of the Chula Vista Nature Center subsequent to the budget process, the facility
\Vas operated at full capacity, resulting in expenditures and generating unanticipated
revenue. City Council has approved three previous appropriations of revenue this fiscal year
to offset operational expenses; $163,400 on October 20,2009, $198,500 on December IS,
2009, and $149,000 on February 2, 2010. This final appropriation is from revenue
generated dunng the final 3-4 weeks of operations, prior to the formal transition of Nature
Center management and operations to the Chula Vista Nature Center Foundation on
February G, 2010.
DECISION MAKlm. CONFLICT
Staff has reviewed the property holdings of the City Council Members and has found no
such holdings within 500' of the properties which are the subject of this action.
CURRENT YEAR FISCAL IMPACT
This final appropriation of unanticipated revenue will offset a portion of the operational
expenses incuITed by the City prior to the transition of operations to the Nature Center
Foundation on February G, 2010. Revenue from operations at the Nature Center, in
addition to donations received by the City to support the Center offset all non-funded
operational expenses at the facility this year, resulting in no negative impact to the
General Fund, and no appropriation of general fund reserves.

WHEREAS, The approved operating budget for the Chula Vista Nature Center for
FY0911 0 included no revenue, and limited funding on the expenditure side; and
WHEREAS, through an agreement reached with the Friends of the Chula Vista Nature
Center (Friends) subsequent to the budget process, the facility was operated at full capacity,
generating unanticipated revenue; and
WHEREAS, Council approved three previous appropriations of revenue this fiscal year:
$163,400 on October 20,2009, $198,500 on December IS, 2009, and $149,000 on February 2,
2010; and
WHEREAS, this final appropriation is from revenue generated during the tinal 3-4 weeks
of operations, prior to the formal transition of Nature Center management and operations to the
Chula Vista Nature Center Foundation on February 6, 2010.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby appropriate $21,446 in unanticipated revenue from the Chula Vista Nature
Center as follows: $19,446 to Personnel Services, and $2,000 Supplies d Servi
