SUMMARY
In order to increase the quality of landscape services provided to four (4) Community Facility
Districts, a contract with new terms including a minimum staffing requirement was developed and
the CFDs was advertised on March 26, 2010.
ENVIRONMENTAL REVIEW
The Environmental Review Coordinator has reviewed the proposed activity for compliance with
the California Environmental Quality Act (CEQA) and has determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because the proposal
consists of continuing maintenance activities, which will not result in any adverse physical
changes to the environment. Therefore, pursuant to Section 15060(c)(3) of the State CEQA
Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.
RECOMMENDATION
Council adopt the resolution.

DISCUSSION
Bids trom seven (7) landscape maintenance firms were received at a public bid opening on April 19,
2010. Blue Skies Landscaping was selected as the lowest responsive and responsible bidder for all

and Phase 2.

DECISION MAKER CONFLICT
Staff has reviewed the property holdings of the City Council and Mayor and has found no
property holdings within 500 feet of the boundaries of the property, which is the subject of this
action.
CURRENT YEAR FISCAL IMPACT
There is no direct fiscal impact to the General Fund from approving this resolution in that funds
expended for this contract are maintained within existing Special Tax Assessment District
budgets. Sufficient revenues are available with the Special Tax Assessment District budgets to
support planned expenditures. Purchase orders will be issued as authorized departmental
requests are received.

WHEREAS, Blue Skies Landscaping was selected as the lowest responsive and responsible
bidder for all four (4) CFD's: Village 7 McMillin, Village 7 Otay Ranch, Otay Ranch AM, Village
II Phase I and Phase 2.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Chula does
hereby award landscape maintenance contracts in four (4) Community Facility Districts to Blue
Skies Landscape for Village 7 McMillin, Village 7 Otay Ranch, Otay Ranch AM, Village II Phase
I and Phase 2 for the period rrom July 1,2010, through June 30, 2011; and authorizing the
Purchasing Agent to renew the agreement for five (5) additional, one (I) year option periods.
