HOUSING ADVISORY COMMITTEE MEETING
Wednesday September 29, 1993
3:30 P.M.

1. APPROVAL OF MINUTES (Helton/Dennison) (3-0-2 Casillas, King absent) to
approve August 25, 1993 minutes. (Helton/de Jesus Chantengco) (3-0-2 Casillas,
King absent) to approve Dennison excused absence for the meeting of August 25,
1993 due to other comndtments. (Helton/Dennison) (3-0-2- Casillas, King absent
to approve King and Dennison excused absences for the meeting of September 22,
1993, King was out of town and Dennison had other comndtments.
2. COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY - DISCUSSION
Juan Arroyo stated that the focus of the meeting today was to review the
Comprehensive Housing Affordability Strategy (CHAS) plan and get the comments
and opinions of the committee members. There is a process in place after this
committee has reviewed it, it will go to Council for public hearing and then
there will be a public review period. The Committee will have a second
opportunity to review the plan before it goes to Council for final approval.
Member Helton mention that there should be a designated committee member that
should attend the public hearing. Member Helton volunteered to attend, and
member de Jesus Chantengco also mention that he will try to make it as well.
In the last meeting the committee requested a progress report from staff on
the Housing Element activities. Staff compiled the current progress on the
Housing Element. Mr. Martinez pointed out in the plan how many units have
been completed or are definitely approved and near completion. Member Helton
asked if the At-Risk units are going to sell or raise rents? Juan Arroyo
stated that there has been some progress in a positive direction, staff
recently received two letters of intent to remain affordable.
J.R. de Jesus Chantengco made a comment on Section 8, he would like to see
the new Section 8 vouchers go over and beyond the projection made by Sandag,
and also he asked whether the City will be getting new Section 8 certificates?
Juan Arroyo mention that the Section 8 certificates are ongoing and new
certificates are assign to people within the City. The program still remains
within the County jurisdiction as far as administration.
Ben Martinez explained that currently Community Development and Planning staff
are working with Sandag and State HCD to develop county wide standard
definitions of affordability for every jurisdiction for the Housing Element
report. Each jurisdiction will use the same definition, that is if Sandag and
HCD approve it. Mr. Martinez pointed out on page 28,29, & 30 of the CHAS
report regarding projections. In the City of Chula Vista 3 out of every 4

very low income renters pay more than 50% of their income for housing. Census
data shows that black and hispanic families are specifically struggling due to
the lower median incomes. Large family renters show a disproportion
percentage of over crowding. Member Helton asked what was the time line to
become a Housing Authority of our own? Juan Arroyo responded that the time
line is two years starting from April of this year.
Ben Martinez reported that the rehabilitation program is going well. Member
Helton had a question regarding where did EastLake put their low-income
housing? Juan Arroyo responded that the plan is to build them within. Salt
Creek Ranch and Salt Creek I are for low-income families in the EastLake area.
Member Helton would like to see an education program for the low-income
families to educate them on budgeting and how to buy a home. Member Helton
asked what can be done to control rent increases for mobilehomes. Juan stated
that the City has an ordinance that recently staff has put some more teeth
into. If a mobilehome park owner increases the rent higher than the CPI
Index, the City has to be notified and the tenant has the right to take it to
arbitration either to a private arbitrator or to the Mobilehome Rent Review
Commission.
