VETERANS HOME Lancaster was selected as the site for the next Veterans Home by offering $15 million in financing. The City offered to put in the access road and to waive development fees. The City is trying to come up with a competitive financing plan, in which case the Commission may select both sites. The final recommendation by the Governor's Commission will be made on July 1. The City is lobbying the legislators. 3. BAYSCENE MOBILEHOME PARK ACQUISITION The City is still negotiating with COACH to become the non-profit owner and manager, but some significant problems have emerged. 4. PARK VILLAGE APARTMENTS Five displaced trailer park households have moved into the Park Village apartments. Three other households have applied and their applications are still being reviewed. A grand opening is expected in June. 5. CRAS TIMELINE . New HUD regulations require the City to submit a new Comprehensive Affordability Strategy (CHAS) , utilizing the 1990 census data. Staff has developed a time1ine for the drafting, review and approval of the new CHAS. Mr. Casillas requested that the draft CHAS be submitted to members at least 2 weeks before the July meeting. 6. SAN DIEGO AFFORDABLE HOUSING COALITION (SDAHC) South Bay Community Services and SDAHC have acquired a property with 2 units at Woodlawn and Sea Vale which they intend to rehab and then sell to 2 low-income families. They are requesting a $10,000 pre-development loan from the City. If the City provides HOME funding to the project, then it will probably trigger the resale restrictions; this could be a problem. . MSC (King/Dennison) (4-0-3 Helton (Excused), Delgadillo, Chantengco Absent) To recommend to the City Council to approve a $10,000 pre- development loan to SBCS/SDAHC from HOME funds if HUD will waive the requirement for resale restrictions; or, as an alternative, the City could loan funds from its CDBG allocation to SBCS. 7. ORAL COMMUNICATION - Mr. Hart Klein introduced himself and thanked the Committee for not approving the homeless shelter proj ect . He bel ieves neighborhood opposition is growing. He distributed written materials to the members and claimed that the value of the property at 17 and 31 Fourth Avenue has decreased by 20% to 25%, and therefore, SBCS is paying a premium price for both properties. 8. STAFF COMMENTS - The Council did not approve the $150,000 of CDBG funding for the short-term housing proj ect because staff recommended that the Agency provide a similar amount of Housing Set-aside funds from a completed project. 9. MEMBERS COMMENTS - Alan King announced that he was retiring at the end of the school year from his job and that he is celebrating his 40th anniversary. Glen Googins announced that, at a recent conference, Craig Meyer of the SDAHC was named Developer of the Year". affordable housing "Affordable Housing Joe Casillas asked about the status of the at-risk HUD section 236 units. He suggested that tenant ownership, which is being done with at-risk units in Los Angeles, should be pursued. Staff explained that SBCS and California Housing Partnership (CHP) , the City's consultant, are exploring that and other options. Mr. Casillas requested a report on CHP, including their scope of work and how much has been spent. . . 10.
