1. APPROVAL OF MINUTES: MSUC (Helton/Chantengco) (7-0-0) to approve minutes of March 24, 1993.

BAYSCENE MOBILE HOME PARK
Ms. Rogers explained the background of the Bayscene Mobile Home Park acquisition project. A major component
of this process is the selection of a non-profit organization which will be responsible for owning and operating the
park. A request for proposals was sent out and proposals were received from COACH, Southbay Conunnnity
Services (SBCS) and California Corporation for Caring Conununities (CCCC). Ms. Rogers explained the strengths
and weaknesses of each proposal and requested conunents of the conunittee.
Discussion centered on the need for the City to continue to promote homeownership which the proposal did not fully
provide, but given the fact that the project provides the opportunity for tenants to gain control over the future of
the park, committee members supported the concept. The COACH and CCCC organizations were deemed to have
the most experience with SBCS identified as having strong social service and organizational strengths. MSC
(Chantengco/Dennison) for committee to establish a priority ranking of the proposals. Ranking resulted as follows
1. COACH 2.CCCC 3. SBCS

Mr. Arroyo requested conunents regarding the proposed ordinance to establish the conunission. All conunittee
members did not make any changes to the proposed ordinance, Mr. Arroyo will forward the ordinance to City
Attorney Department for final review before sending it to City Council.
4. APPLICATION FOR CDBG FUNDING - HOUSING PROJECTS
Mr. Harris reported that the Conunnnity Appearance Program budgeted at $27,000 the SBCS - Conununity
Development Project at $57,025 and the San Diego Fair Housing proposal at $29,000 were being submitted to
Council for CDBG funding consideration. MSC (Delgadillo/Chantengco) (7-0-0) favor of funding.

7. STAFF COMMENTS - Mr. Arroyo reported that the Veterans Home proposal was still alive and that the
Veterans Home Commission would be meeting May 6 in Perris, California to make their final ranking
recommendations. Mr. Arroyo reported that City Council bad voted to pay for the access road and will waive some
development fees in order to increase the City's chances of being selected. Mr. King recommended that the Mayor,
Council Members and other elected officials be encouraged to attend the next May 6 Commission meeting.
