APPROVAL OF MINUTES: None 2. BAYSCENE MOBILEHOME PARK ACQUISITION Alisa Duffey Rogers gave a presentation on the proposed Bayscene Mobilehome Park acquisition. Three proposals from non-profit organizations were submitted to the City in response to the Request for Proposals. The proposals were from COACH, CCCC, and SBCS. A selection committee of three persons will review the proposals and make a recommendation. A presentation by each of the non-profits was made to the Bayscene residents. Ms. Helton was upset that the HAC members had not been invited to this meeting and stated that this happens all the time. Mr. Casillas has talked to the Mayor about the need to have at least a couple HAC members at various housing-related presentations so that they can bring back information to the Committee. Mr. Googins suggested that staff mail out a schedule of relevant meetings on a monthly basis. Mr. King expressed his dismay with the Council for ignoring the HAC recommendation on the short-term housing project. Ms. Duffey Rogers asked for input from the Committee prior to May 11 th, which is the tentative date for the Bayscene item to go to Council. She stated the fiscal impact ($250,000 pledge toward 50% of debt service) and the benefits of the project (rent stabilization and spaces for displaced trailer park residents). No Bayscene residents will be displaced as a result of the acquisition. Mr. Googins suggested that deed restrictions be imposed to keep the Bayscene property affordable in perpetuity. Mr. Casillas expressed concern about perpetuating low-income enclaves and reminded members of the balanced communities concept. He will call a special meeting of the Committee for April 28th. Ms. Duffey Rogers will get copies of the proposals and selection criteria to the members ASAP 3. SAN DIEGO AFFORDABLE HOUSING COALITION (SDAHC) Craig Meyer, director of the for-profit SDAHC, made a presentation to the Committee on his affordable homeownership program. He acquires 2 on I and 3 on I properties in older neighborhoods, rehabilitates the units, files a condominium map, and sells the units to low-income families. Most of his projects have been located in Logau Hts., Southeast, and East San Diego- 34 units completed last year, 40 units now under way. . . . MAAC Project performs the rehab on his units. Fannie Mae has approved his projects, so many lenders are now interested in providing funding to his buyers. For each buyer, SDAHC pay the non-recurring closing costs and a $2,000 gift certificate to Jerome's Furniture. Home Depot is setting up a program for his buyers on home maintenance. Mr. Meyer has opened escrow on a 2 on I property located at Woodlawn and Sea Vale in Chula Vista. The seller is the U.S. Marshall's Dept. The City has an extensive condominium conversion ordinance which will delay his project. He would like the requirements to be reduced or waived. San Diego has a simplified process which Chula Vista should consider. Ms. Helton suggested the condo ordinance be waived for this project. Mr. Thompson suggested that the Committee endorse the concept of reducing the requirements and ask the Planning Departtnent and Planning Commission to review the condo ordinance. Mr. Casillas was concerned how changing the condo ordinance would affect the balanced communities concept. He suggested the Committee get an analysis from the Planning Dept. before making a recommendation. 4. VETERANS HOME The proposed Veterans Home is a 400-bed, $31 million facility. The four finalists for the Veterans Home are Lancaster, 29 Palms, Brawley, and Chula Vista. The Governor's Commission will meet May 6th to rank the priority sites and will select two sites. The City is soliciting support from our Congressional delegation and is lobbying the Commissioners (3 of the 12 are from the San Diego area). 5. ORAL COMMUNICATION - None 6.
