HOUSING ADVISORY COMMI'ITEE

The meeting was called to order at 3: 35 P. M.

1. APPROVAL OF MINUTES: MSC (Helton/King)(5-0-1 Kearney Absent) to approve August 26,1992
minutes (Mr. Chantengco arrived late and did not vote on this motion)
Mr. Casillas requested that larger type be used for copies of the minutes.
2. PROPOSED HOUSING ADVISORY COMMISSION
David Harris reviewed the types of members for the proposed Housing Advisory Commission based on the
discussion of Ms. Helton, Mr. Chantengco, and Mr. King at the previous HAC meeting (at which there was no
quorum). The suggested types of members were: one lender or mortgage broker, one developer or real estate
broker, one non-profit developer, four community representatives, and ex-officio members.
Mr. Arroyo discussed how the formation of the proposed Housing Authority might affect the composition of the
Housing Advisory Commission. Under State law, a Housing Authority and Redevelopment Agency can form a
Community Development Commission, which might include the City Council plus two tenants or the City Council
and advisory commission with two tenants.
The committee members discussed the number and types of Commissioners. Ms. Delgadillo suggested nine voting
members including two tenants. Ms. Helton suggested seven members as this is the number on most other
commissions. Mr. Casillas suggested that at least one member be from the Planning Commission to provide a direct
linkage between the two Commissions. The members agreed on the following composition:
1 Lender/Mortgage broker
1 Developer/real estate broker
1 Non-profit staff or board member

2 Community representatives

The members discussed the Goals of the proposed commission and agreed upon the following:
1. To assess the housing needs of the residents of ChuIa Vista and to identify new directions for the City's
housing programs in order to meet changing needs;
2. To review and make recommendations concerning housing plans and annual reviews of housing plans
(including the Housing Element and CHAS);
3. To review and make recommendations on all assisted housing developments and on housing developed
under the City's Affordable Housing Program, including such housing in SPA plans, tentative maps, fmal
maps, and housing cooperation agreements;
4. To review and make recommendations regarding community education and outreach for low and
moderate income housing opportunities;
5. To serve as an advisory body to the (proposed) Housing Authority or Community Development
Commission.
MSC (Helton/Delgadillo)(6-0-1 Kearney absent) To recommend that the City Council establish a Housing Advisory
Commission with the membership and goals as agreed upon.
. 3. PROPOSED HOUSING AUTHORITY
Juan Arroyo made a presentation regarding the proposed housing authority. He estimated that $90,000 is needed
to operate the housing authority and that 200 Section 8 certificates are needed to support this administrative cost.
This is based on the following math: $59.45 per unit per month administrative fee multiplied by 200 Section 8
certificates equals $11,890 per month in revenue. This adds up to $142,680 per year, of which $50,000 must be
held in reserve. However, the County is unlikely to turn over the administration of any certificates and it will take
3-4 years to receive an allocation of 200 new certificates from HUD.
Ms. Helton asked if Community Development funds are available for capital outlay for the Housing Authority. Mr.
Gustafson replied that CDBG can not be used and the Agency's Housing Set-aside fund is stretched thin. Mr.
Casillas stated that creation of the housing authority is an investment to tap into more housing resources; he felt that
it might be worth it to create the housing authority now.

Ms. Delgadillo asked how many certificates could the City expect each year. Mr. Arroyo replied that HUD will
give the City between 50 and 75 certificates per year. One option is for the City to create the housing authority
and then contract with the County to administer the Section 8 program for several years until we reach the 200
certificate threshold. Mr. Casillas felt that this approach was too conservative; he suggested going to the County
and requesting that 200 certificates be transferred immediately. Mr. King, following the advice of Benjamin
Franklin, urged the members to take a conservative approach. He believes the County is in terrible financial shape
and is unlikely to give-up the certificates; he is also concerned about the financial impact of establishing the housing
authority on the City. Mr. Dermison and Mr. Chantengco agreed with Mr. Casillas, since the City is growing and
needs to be proactive. Ms. Helton suggested forming the housing authority now and then negotiate with the County.
She asked if the Community Development Dept. can handle the housing authority with our current resources. Mr.
Gustafson replied that additional staff and office space will need to be added.

now.
Mr. Casillas requested that minutes of this discussion be provided to the City Council. Staff assured Mr. Casillas
that the minutes will be attached to the Agenda Statement.
4. PROJECT UPDATES
Ms. Helton announced that the Salvation Army's Silvercrest senior housing complex on Third Avenue has opened.
South Bay Community Services is coordinating volunteers to help the senior citizens move-in.
Mr. Gustafson discussed the status of the Bayscene Mobilehome Park acquisition. COACH, the non-profit
organization, is to be the fee owner and the City will issue the bonds. Councilman Malcolm has negotiated a new
price below what the owner wanted. Mr. Casillas questioned the consequences if the City were to be the fee owner
and whether the Park would receive a property tax abatement. Mr. Gustafson stated that the City does not want
the responsibilities of being the fee owner and that the Park would be eligible for property tax abatement.
MSC (Helton/Dennison)(5-O-1 Kearney absent) to cancel the December meeting and adjourn until January 27, 1993.
(Mr. Chantengco had to leave early and did not vote.)
As Mr. Chantengco announced that there was a death in his family. the members requested that staff send Mr.
Chantengco a sympathy card on behalf of the HAC.

6. MEMBERS COMMENTS - Mr. King stated that he sent out letters to members who have missed
meetings at Ms. Helton's request. He suggested that the Chairman send a letter to the Mayor stating that staff
support to the Housing Advisory Committee has been outstanding. The members also discussed whether to meet
in December.
