MINUTES
HOUSING ADVISORY COMMITTEE
Wednesday, October 28, 1992
3:30 P.M.
Conference Room 2
Public Services Building
CALL TO ORDER/ROLL CALL
The meeting was called to order at 3:35 P.M.
PRESENT:
Vice Chairman Allen King, Margaret Helton, J.R. de Jesus Chantengco
ABSENT:
Chairman Joe Casillas, Dan Dennison, Cecilia Delgadillo, and Kathleen Kearney
STAFF:
Housing Coordinator Arroyo, Community Development Specialist Harris
GUESTS:

Diane Flint, Mitch Thompson (both absent)
1. APPROVAL OF MINUTES: There was not a quorum of members, no official action could be taken.
The members and staff present discussed the following items:
2. PROPOSED HOUSING ADVISORY COMMISSION
Mr. Harris asked for comments on the types of members for the proposed Housing Advisory Commission. After
some discussion, the members suggested the following composition: one mortgage broker or lender, one developer
or real estate broker, one non-profit developer, four conununity representatives, and ex-officio members.
3. BAYSCENE MOBILEHOME PARK
Although the City Council did not approve the acquisition of Bayscene Mobilehome Park, an alternative proposal
with COACH as the fee owner, will be going forward.
4. HOUSING AUTHORITY
Staff expects to send the Housing Authority proposal to the City Council in mid-December. A report will be
brought to the HAC in November. Staff needs to clarify some issues with the County Housing Authority.
5. TRANSITIONAL HOUSING
South Bay Community Services did not receive the McKinney Grant from HUD for the transitional housing project.
They are looking at other options, including applying again in the next cycle of McKinney funding.

6. SALVATION ARMY SENIOR HOUSING PROJECT
The Silvercrest Senior Housing project is basically completed and residents will be moving in next month. Mr.
King stated that he was glad that the City and HAC had a role in making it happen.
7. MEMBERSHIP AND ATTENDANCE
The members requested that staff send a memorandum to the Mayor asking him to replace Kathleen Kearney who
has not attended any meetings for almost a year. (Staff has tried to contact Mrs. Kearney but she has not returned
any phone calls.)
Ms. Helton suggested writing a letter to the members not present to tell them that they were missed at the last few
meetings. Mr. King said that he would write the letters and then bring them to the Community Development
Department to be mailed out.

11. ADJOURNMENT - At 5:00 P.M. to the next regular meeting scheduled for November 25, 1992 at 3:30
P.M. in the Public Services Building.
