MINUTES
HOUSING ADVISORY COMMITIEE
Wednesday September 23, 1992
3:30 P.M.

CALL TO ORDER/ROLL CALL
The meeting was called to order at 3:35 P.M.

1. APPROVAL OF MINUTES: There was not a quorum of members. no official action could be taken.
The members and staff present discussed the following items:
2. BAYSCENE MOBILE HOME PARK
Ms. Duffey Rogers announced that the City Council did not approve the acquisition of Bayscene Mobilehome Park.
The City/Agency does not wish to be the fee holder. Ms. Delgadillo asked about COACH, the non-profit
organization involved in the deal. Ms. Duffey Rogers explained that COACH board members are residents of
mobilehome parks and their purpose is to preserve the affordability of mobilehome park living county-wide. Mr.
King praised the staff for their hard work on the deal and said he appreciated the City's position considering the
economic times and liability issue. Ms. Delgadillo questioned why the Council took action prior to the HAC making
a recommendation. Mr. Gustafson answered that the Council took up the matter in closed session (as it involved
property acquisition) without any staff report; however, the HAC had considered the Bayscene acquisition at a
previous meeting and had been supportive.
3. SALT CREEK RANCH AFFORDABLE HOUSING AGREEMENT
Mr. Gustafson reported that he expects the Council to consider an affordable housing agreement in October. Staff
has been negotiating with Baldwin representatives and they are very close to an agreement (see memo). The
affordable housing will be located in Neighborhood 4A, a multi-family zone; Baldwin will have to make a decision
about whether to set aside land or build the second half of the affordable units. Baldwin is exploring a joint venture
with South Bay Community Services and Housing Opportunities, Inc. Some unresolved issues are: how long will
Baldwin have to hold an affordable unit for an eligible family (90-120 days?); how will they make a diligent effort
to market the units to eligible families; the duration of affordability (5 years or 30 years?). Ms. DelgadiJIo favored
the land set-aside as it is uncertain when the second half of the units will be built. Mr. Gustafson stated that the

City's Affordable Housing Plan (AHP) requires consideration of the affordable housing units being provided by the
developer first, and a land set-aside as a secondary option. Ms. Delgadillo asked about other projects developed
under the City's AHP. Mr. Gustafson mentioned Terra Nova Villas and Beacon Cove in Rancho Del Rey and the
Cottages in Eastlake.
4. PROPOSED HOUSING ADVISORY COMMISSION
Mr. Harris described what steps are involved in the creation of a Housing Advisory Commission. Ms. Delgadillo
recommended sending out a sample ordinance to all the members and bring the issue up at the next meeting.

6. MEMBERS COMMENTS - Although Ms. Helton could not make the meeting, she asked staff to request
input on proposals for state legislation. Mr. Gustafson opined that more stringent laws and regulations are making
it increasingly difficult to develop affordable housing. In addition, the State budget cuts have impacted our tax
increment, reducing the amount of housing set-aside funds; future efforts to balance the State budget will jeopardize
these funds even more.
