HOUSING ADVISORY COMMITTEE

The meeting was called to order at 3: 35 P.M.

). APPROV AL OF MINUTES: Minutes for March 25, 1992 and April 22, 1992 were unofficially
approved.
2. HOME PROGRAM
David Harris provided an overview of the HOME federal housing program. The City will receive $750,000 in
funds for this year. which can be allocated to a variety of activities. After becoming a "participating jurisdiction" ,
the City has 45 days in which to submit a HOME program description. Mr. Harris distributed a draft HOME
program description; the committee members had several questions and comments regarding this draft document.
Maggie Helton questioned why HOME funds are proposed for homeownership in the Eastern communities. Mr.
Harris ~xplained that the Eastern communities are targeted in order to address the balanced communities issue.
As the City's housing element proscribes an affordable housing policy requiring 5 percent low-income units in new
housing developments, the HOME funds are needed to provide a "deferred second" loan program for qualified home
purchasers. Ms. Helton expressed her concern that the developers provide a lower level of affordability if they
receive City assistance.
J .R. de Jesus Chantengco asked why HOME funds are proposed for new construction instead of substantial
rehabilitation. Mr. Harris explained that 30% of our allocation ($224,000) is required to be set aside for new
construction or substantial rehabilitation (over $25,000 per unit); the set-aside funds can be used for both types of
activities. Mr. Chantengco asked about the feasibility of doing a Single Room Occupancy project. Mr. Harris
rosponded that staff had not had time to investigate the feasibility, but planned to do so within the next year. Mr.
Changtenco encouraged staff to move ahead quickly with the investigation so that it might be considered for HOME
funding.

Cecilia Delgadillo asked how the City intended to distribute the funds to specific projects. Mr. Harris responded
that the Community Development Department had not yet decided if it would do a Request for Proposals or do it
on a project by project basis.
3. TRANSITIONAL AND VERY LOW-INCOME HOUSING PROJECT
Kathy Lembo of South Bay Community Services made a presentation on their proposed transitional and very low-
income housing project. SHCS is proposing to purchase 26 units at 17 and 31 Fourth Avenue. They have applied
to HUD for a Mckinney Transitional Housing Grant and to the County for Section 8 Moderate Rehabilitation Funds.
SHCS needs $800,000 from the City/Agency to acquire the units.
The Committee members voiced concern about the cost of the project and asked if the City has enough funds
available. Mr. Harris responded that sufficient funds are available in the Low and Moderate-lncome Housing Set-
aside Fund, the Mobilehome Relocation Park CIP, and from HOME funds.

4. BA YSCENE MOBILEHOME PARK
Alisa Duffey Rogers explained that the Hayseene Mobilehome Park is up for sale and that the residents are interested
in buying it. Staff is working with COACH, a non-profit housing organization, to explore options for purchase of
the park. Staff is looking at the possibility of bond fmancing. If COACH is able to purchase the park for the
residents, then vacant spaces could be made available for displaced trailer park residents.
Maggie Helton asked how much the park would cost to purchase and who would manage it. Ms. Rogers replied
that the owner is asking $4.6 million dollars and an appraisal is underway. COACH will manage the property.
MSC (Helton/Dennison)(5-0-2 Casillas, Kearney Absent) to support the concept of assisting COACH to acquire
Hayscene Mobilehome Park for the residents. The Committee would like more information as the project
progresses.
