CALL TO ORDER/ROLL CALL The meeting was called to order at 3: 35 P. M. PRESENT: Chairman Joe Casillas, Members Allan King, J.R. de Jesus Chantengco ABSENT: Cecilia Delgadillo, Kathleen Kearney, Dan Dennison, Maggie Helton GUESTS: Ann Wilson of LlSC and Merritt Hodson EX-OFFICIO: Mitch Thompson, Diane Flint I. APPROVAL OF MINUTES: October 23, 1991; March 25, 1992; April 22, 1992 Minutes were not approved, there was no quorum. EVALUATION OF SOUTH BAY COMMUNITY SERVICES CDC - Ann Wilson of Local Initiative Support Corporation (LlSC) introduced herself and LlSC. She said that LlSC loans or grants high-risk "seed money" to non-profit organizations that create affordable housing. Their money mostly comes from private banks and corporations. SBCS, in her opinion, has clear direction in its goals and mission. They have a plan that is achievable and their process with the advisory board and regular meetings seems to be intact. The Executive Director of SBCS is taking the CDC s~riously and supporting it well. Ms. Wilson was impressed by being asked twice to give training sessions to the Board and Advisory Board. Ms Wilson said that Dan Marcus has created a balanced program and is organized and effective in his work. HOME PROGRAM DESCRIPTION - David Harris briefly described the HOME Investment Partnership Program, a new federal housing program administered by HUD. The City will receive $750,000 in HOME fimds this year. HOME funds can be used for a variety of housing activities including rehabilitation, new construction, homebuyer assistance, tenant-based assistance, and acquisition. The City must submit a HOME Program Description to HUD which describes how the City will spend its HOME funds. Mr. Harris asked the members for their recommendations regarding the allocation of HOME funds to various eligible activities for the purpose of drafting the City's HOME Program Description. The members suggested that Community Development staff consult Planning and Building and Housing staff and come back with proposed priorities. Mr. Harris said that he would prepare a draft HOME program description for discussion at the next HAC meeting. Mr. Casillas and Mr. Chantengco asked whether the City had considered the feasibility of an Single Room Occupancy (SRO) project. Mr. Harris stated that the Housing Element suggests undertaking a feasibility study for . . . SRO but that staff had not planned to do the study in the near future. Both Mr. Casillas and Mr. Chantengco expressed their desire to see the City examine to do a feasibility study soon. TRANSITIONAL HOUSING AND LOW INCOME HOUSING PROJECT - This discussion was delayed until next month as there was no quorum. 2. ORAL COMMUNlCATIONS- NONE 3. MEMBERS COMMENTS-NONE 4. STAFF COMMENTS - David Harris noted that Civic Centre Barrio Project on 1250 Third Avenue began construction. He said that City Council favored SBCS' transitional housing project by 3 to 1, but the following week voted 5-0 to refer the homeless problem to SANDAG regarding a regional approach. Bayscene Mobilehome Park and coach is for sale. a non-profit housing organization headed by Marguerite Ferrante. is interested in purchasing it for the mobilehome park residents. 5. ADJOURNMENT - at 4:45 P.M. to the next regular meeting scheduled for June 24, 1992 at 3:30 P.M. in the Public Services Building.
