CALL TO ORDERlROLL CALL The meeting was called to order at 3:35 P.M. PRESENT: Chairman Joe Casillas, Members Dan Dennison, Maggie Helton, Allan King ABSENT: Cecilia Delgadillo, Kathleen Kearney, and J .R. de Jesus Chantengco EX-OFFICIO: Mitch Thompson, Diane Flint GUESTS: Dan Marcus and Chris Phillips of South Bay Comm. Svcs. and Merritt Hodson I. APPROVAL OF MINUTES: None CDBG COMMUNITY DEVELOPMENT PROPOSALS Dan Marcus, Community Development Coordinator for SBCS made a short presentation. He outlined the progress they have made including: a) forming representative advisory committee which has held 8 monthly meetings b) predevelopment work on a transitional housing project for homeless families; bringing together a coalition of service providers for the project c) working with City on preservation of four HUD 236 projects d) starting up Kidbiz program to teach youth business skills e) exploring possibility of property management company The Committee discussed the Community Development program of South Bay Community Services (SBCS). Joe Casillas requested that an evaluation be done prior to refunding the SBCS Community Development program. Mr. Casillas expressed concern about SBCS getting involved in economic development. Maggie Helton asked whether SBCS will be working with the Redevelopment Agency on projects. Mr. Marcus stated that he had been working with Cheryl Dye on Community Reinvestment lending practices and discussed the City's proposed Enterprise zone. Alan King stated that he thought there might be duplication of services. Joe Casillas said SBCS should not get involved in community revitalization projects as housing is complicated enough. Dan Marcus emphasized that 90 % of his time is spent on housing activities. MSC (HeltonlDennison)(4-o-3 Delgadillo, Kearney, de Jesus Chantengco Absent) to recommend that the City Council fund the SBCS Community Development program for affordable housing activities, with the following conditions: 1) that none of the funding be used for economic development activities; 2) that an independent organization evaluate and report on the progress SBCS Community Development Program has made on 1991-92 goals; 3) that the evaluation consider whether the CD program should become an independent Community Development Corporation. . . . The Committee discussed the Fair Housing Coalition proposal. David Harris stated that Eric Money-penny, the City's Fair Housing Officer, is retiring and that the Fair Housing proposal is designed to provide a comprehensive program, including education, counseling, and assessment. Maggie Helton questioned why three agencies needed to provide the services as it increases the cost and it is difficult to keep three agencies accountable. The Committee discussed the Community Appearance program which is coordinated by Building and Housing. MSC (HeltonlKing)(4-O-3 Delgadillo, Kearney, de Jesus Chantengo Absent) to recommend that the City Council allocate funding for the Community Appearance Program.
