CALL TO ORDER/ROLL CALL The meeting was called to order at 3:35 p.m. PRESENT: Chairman Joe Casillas, Members Dan Dennison, Allen King, J .R. de Jesus Chantengco ABSENT: Cecilia Delgadillo, Margaret Helton, Kathleen Kearney STAFF: Assistant Community Development Director Gustafson, Community Development Specialist Harris, Community Development Specialist Duffey Rogers, Intern Martinez EX-OFFICIO: Mitch Thompson, Diane Flint GUEST: Merritt Hodson 1. APPROVAL OF MINUTES: February 26, 1992 MSC (King/de Jesus Chantengco) (4-D-3 Delgadillo, Helton, Kearney Absent). CHAS - AIisa Duffey Rogers requested any further comments from the committee on the Comprehensive Housing Affordability Strategy (CHAS); there were no further comments. She informed the committee that the Council would hold a second public hearing on the CHAS on April 21, 1992. CDBG Community Development Proposals - David Harris presented the Community Development Block Grant (CDBG) proposals related to housing. These proposals included the Transitional Housing Project and the Community Development Program sponsored by South Bay Community Services; the Fair Housing Program sponsored by the Comprehensive Housing Coalition; and the Community Appearance Program sponsored by the City of Chula Vista Building and Housing Department. Mr. Harris indicated that these were preliminary proposals and had not yet been reviewed by the City Manager. The committee members were asked to review these proposals and come prepared at the April meeting to make recommendations which will be forwarded to City Council. In regards to the SBCS Community Development Project, Joe Casillas asked why the organization had not yet incorporated and questioned whether they would be able to tap all the resources that are available for Community Development Corporations. Mr. Harris responded that the organization has formed an advisory board which is representative of the community and that SBCS Board of Directors has adequate low-income representation to qualify as a community housing organization under federal regulations. J.R. de Jesus Chantengco stated that this could be an issue in the future for this organization and agreed that they needed to be accountable to the community. Mitch Thompson mentioned that, in the past, social service agencies had not been as successful as CDCs in housing development, hut that today more social service agencies are expanding into housing development because they see the long-range benefit of meeting service needs within a housing context. . . . Joe Casillas expressed concern regarding the composition of the Board of Directors of SBCS and the ability of social service agencies to focus their effort, which is required to be successful in housing development. He suggested an independent evaluation to measure the progress of SBCS in achieving their initial goals. Joe Casillas suggested that the homebuyer counseling program proposed by SBCS could be better provided by the Board of Realtors. Mr. Chantengco concurred that the realtors and lenders could put together a dynamite program. Mitch felt that SBCS has already taken on enough and that the homebuyer counseling program might diffuse their focus. Mitch Thompson stated that he would like to see SBCS do a mixed project- half transitional housing and half low-income rental. He felt that a large transitional housing project might have a destabilizing effect on the neighborhood. Mr. Chantengco questioned whether the project required a CUP and what type of zoning was required. Mr. Casillas responded that it all depended on how big the project was and its location. Mr. Thompson mentioned that the planning department has specific criteria for CUP. Mr. Chantengco asked if a single room occupancy (SRO) project had been considered. Mr. Harris stated that SRO housing is mentioned in the new Housing Element but that the need for SRO in Chula Vista had not been established. Mr. Thompson suggested that SRO housing might work close to the trolley line. Home Program - Mr. Harris described the new HOME federal housing program and the requirement to develop a HOME program description. Background information will be sent out in the next mailing to the HAC. 2. ORAL COMMUNICATIONS - None 3. MEMBERS COMMENTS - Dan Dennison announced that the Society on Aging was sponsoring a conference on senior housing and was focused on the NIMBY problem. 4. STAFF COMMENTS - Mr. Harris asked the Committee members if they wished to establish term limits, expand the membership, and increase the responsibilities of the HAC. Joe Casillas suggested two year term limits. Mr. Thompson thought that these questions should be answered by the Council. Mr. Chantengco pointed out that the additional responsibilities would increase the time commitment of each member. 5. ADJOURNMENT - at 4:38 p.m. to the next regular meeting scheduled for April 22, 1992 at 3:30 p.m. in the Public Services Building.
