The meeting was called to order at 3:40 P.M.

1. APPROVAL OF MINUTES: for the meeting of September 25,1991.

Ed Batchelder spoke about the process for the development of the Housing Element from initial draft to review by
the Blue Ribbon Committee to substaotial compliaoce review by the State Housing aod Community Development
Department. He outlined the structure of the Housing Element, which includes Part 1- Past performance; Part 11-
Resources, needs, and constraints; and, Part 111- Policy, programs, and objectives.
David Harris summarized the City's past performance, including areas for improvement aod special considerations
for the next plaoning period.
Ed briefly reviewed Part II of the Housing Element, including such issues as overpayment, overcrowding, special
need populations, rehabilitation needs, "at-risk" units, Regional Share for new construction, Fair Share of assisted
housing, aod jobslhousing balaoce. Ed summarized the findings regarding resources aod constraints, noting that
sufficient land aod infrastructure resources exist in the City to meet regional share aod that 80 % of the new
construction is expected to occur in eastern communities.
Ed reviewed the objectives in Part III aod explained the new aod improved Affordable Housing Policy (AHP). The
AHP will require that, in each new housing project, 10% of the units affordable to lowaod moderate-income
households with a minimum of 5 % affordable to low-income households. Implementation guidelines are to be
developed. They will include a matrix of incentives to encourage developers to go beyond the 5 % low-income or
to create opportunities lower in the range (e.g. at 50% of mediao).

David Harris presented a modification to the AHP which would have it apply only to developments of 10 units or
more. He stated that it would be ao unreasonable administrative burden to apply it to every housing project. Based
on the size of projects from building permits issued over the last 18 months, the number of projects which would
be affected by the modified policy would be cut in half.

Affordable Housing Policy be modified to apply to new housing projects of 10 units or more.
MSC (KinglHelton) (6-0-3 Kearney, Flint, Thompson Absent) to recommend to the City Council that it adopt IS
92-08 and the draft 1991-1996 Housing Element Update.
Alisa Duffey Rogers presented the Draft Comprehensive Housing Affordability Strategy (CHAS). She explained
that it is a new document required by HUD in order for the City to receive federal funding (e.g., CDBG and
HOME funds). She noted that the City had to utilize 1990 census date and that the homeless count (14 persons)
was probably not accurate.
Alisa stated that the public comment period opened on February 15th and that public hearings would be held before
the City Council on March 3 and April 14. Margaret Helton asked why the Committee had not been given
sufficient time to review the CHAS prior to the first public hearing. Alisa responded that the Committee's
comments would be provided to the Council at the time of the second public hearing. The Committee members
agreed to review the CHAS and be prepared to discuss it at their regular March meeting.
The Committee members congratulated the staff on the good work performed on the Housing Element and CRAS
as well as good presentations at the meeting.
Margery Girhes announced that she had accepted a new job as Assistant Housing Director in Oceanside and would
be leaving the City after the first week of March.

3. MEMBERS COMMENTS - Margaret Helton suggested that the City submit the Housing Element to the
State before any new legislation changes the housing regulations. Ed Batchelder noted that some recent changes
required the City to provide additional information on "at-risk" units and to identify sites available for affordable
housing development.
Margaret Helton commented that the policy should clearly state that developers of eastern communities should not
shift their low-income units to the Western side. David Harris explained that could only occur after other options
were thoroughly considered. The policy establishes a tier of methods for compliance with the primary one being
within the development and alternatives being land set-aside, off-site, and in-lieu fees.
J .R. de Jesus Chantengco point out that the CHAS identified a large number of very low-income households
(10,000+) and compared that to the number of households receiving some form of housing assistance (less than
3,(00).
