Chantengco, Mitch Thompson Staff Present: Margery Girbes, David Harris Guest Present: Merritt Hodson The minutes of 5/15, 6/26, and 8/28/91 were not approved as there were not enough members present which were in attendance on those dates to vote. . Techni - Sci: David Harris said that Alan Eldahr would not be attending because he lost the option on the land he was proposing a project. The project is modular housing - 3 and 4 bedroom single family dwelling units at a sale price of $130,000 - $140,000. A proposal may be submitted at a later date. Debt-Equity Linkage Program: The Development Fund, a non-profit consulting firm has proposed a contract in which they would give technical assistance to the Agency to utilize the 20% set aside more effectively by leveraging the funds with private lenders. The Committee was concerned that we were not considering local expertise rather than a corporation from San Francisco. Staff commented that the Development Fund, and in general the Bay Area was more sophistocated and had more experience at this time. Also, the Development Fund had proposed the program which they developed to the City; staff did not initially seek their assistance. If this proposal is considered further, staff will advise the Committee. Relocation Mobile Home Park: Margery updated the status of the stating that the Environmental Review process has been stopped. addition, staff as requested by Council, will be addressing the zoning policy related to trailer parks. project In current J.R. Chantengco made a motion to support alternative types of affordable housing and to recommend to the Council not to pursue development of a new Mobile Home Park for the purpose of relocating families displaced by trailer park closures. The motion was seconded and passed unanimously. . . Salvation Army: Margery Girbes stated that she spoke to the consultants for the Silvercrest Apartment project about the Committee's suggestion to negotiate further with the contractor to see if he could assist toward payment of City fees. They refused to talk to the contractor. The Council waived $161,250 of DIF and the Agency approved $114,000 appropriation to pay for Sewer Facility Fees. Margery Girbes commented that the Council was going to re-visit the fee waiver decision and possibly request funds from the low-moderate income housing set-aside to pay the City the $161,250. The Committee recommends that no additional funds be considered for this project before requiring negotiations with the contractor. This was moved by A. King seconded by C. Delgadillo and passed unanimously. Staff Comments - none Members Comments - Joe Casillas would like Dan Marcus from South Bay Community Services to give a status update on the CDC at the next meeting.
