MINUTES
HOUSING ADVISORY COMMITTEE
Augus t 28, 1991
Members Present: Joe Casillas, Katie Kearny, Dan Dennison,
J.R. Chantengco, Diane Flint
Staff Present: Margery Girbes, David Harris
Guests Present: Dan Marcus, South Bay Community
Mary Stansbury, Spellman & Co. Services
There were not enough members present which were at the May and June
meeting to approve the minutes. Trailed to next meeting in September.
Margery explained to the Committee that the Salvation Army has requested
approximately $386,000 to pay for City fees associated with the 75
unit Senior Silvercrest Apartments.

The Committee did not feel they had enough information to make a
recommendation to the Councilor Agency. Joe Casillas suggested
that they be asked to contact their Contractor to see if he could
reduce the contract amount to absorb additional fees. Staff will
follow up on this idea.
Dan Marcus was introduced as the recently hired Community Development
Coordinator by South Bay Community Services. He gave a brief presentation
and slide show of the HUD 236 projects in Chula Vista and what steps
are being taken to preserve the "At Risk" units. "At Risk" being
that the owner may choose to prepay the mortgages and raise rents
there by loosing the affordability to low income residents.
Margery stated that the City was successful in obtaining Mortgage
Credit Certificates from the State. It is anticipated that 104 families
may be assisted by this First Time Homebuyer Program.
Margery thanked all members who attended the Dorothy Street Public
Housing groundbreaking ceremony.
The meeting was adjourned at 5:15 p.m.
