HOUSING ADVISORY COMMITTEE MINUTES Wednesday May 1, 1991 MEMBERS PRESENT: Allen King, Vic Nolan, Joe Casillas, Mitch Thompson Margery Girbes, Housing coordinatorn~ David Harris, Community Development Specialist STAFF PRESENT: GUESTS PRESENT: Helen Brown, President Civic Center Barrio Amos "Sandy" Sanderson, Civic Center Barrio Carl Hanson, Volunteer Habitat for Humanity The meeting was called to order by Chairman J. Cas i 11 as. The minutes of March 27, 1991 were approved as submitted. M. Girbes introduced the guests. Helen Brown, President of Civic Center Barrio Housing Corporation made a presentation on their proposed project at 1250 Third Avenue, Chula Vista. Note: M. Thompson stated that he was withdrawing himself from participating in the conversation due to a potential conflict of interest. Ms. Brown distributed a hand-out which outlined the project and sources of funding. She also showed pictures of the other projects built/owned by C.C.B.H.C. A. King asked about the name Barrio noting the negative connotation associated with Barrio. Ms. Brown explained that Civic Center Barrio was the original neighborhood that was displaced due to redevelopment. This group of families started the Corporation 17 years ago. M. Girbes pointed out that the project itself is being called Park Village Apartments. M. Girbes inquired whether there would be the possibility of reserving units or giving priorities to families displaced by trailer park closures. Ms. Brown said this could be negotiated. J. Casillas requested staff to provide additional information on Prop 84 funding and specific financing terms regarding the Agency loan of $350,000 being requested, at their next meeting. Due to the time requirements to close escrow for the project, it was agreed that the Committee would meet at 3:30 P.M. on May 15th. The Relocation Mobile Home Park update was postponed to the next meeting. 1 . . . M. Girbes gave a staff report and recommendation to the Committee as requested (attached) on the proposed Habitat for Humanity project. J. Casillas stated that he was very concerned about the amount of money requested on very limited resources for a proposed four unit project. He thinks that consideration must be given to the number of units that could be subsidized with that high of a commitment. A. King agreed. J. Casillas motion: To table the proposal as presented and that we leave the door open for any information Habitat wishes to share with us pertaining to increasing the number of units from 4 to 8 or reducing the obligation of the City/Agency on the per unit cost. A. King seconded. V. Nolan abstained stating they should vote either yes or no. Community Development Block Grant discussion was postponed to the next meeting. J. Casillas requested project descriptions be given them. He is particularly interested in the Graffiti Eradication program. M. Girbes stated the Salvation Army project was approved and would be going forward with construction. V. Nolan feels there are not enough members on the Committee. It was noted by J. Casillas that D. Dennison is out of town. M. Girbes also commented that it was hopeful that some members of the Blue Ribbon Housing Element Committee would continue serving by becoming members of the Housing Advisory Committee. The meeting was adjourned at 5:37 p.m.
