Batchelder GUESTS PRESENT: Phil Saenz and Jim Bliesner The meeting was called to order by J. Casillas in the absence of the Chairperson at 3:30 p.m. J. Casillas introduced Phil Saenz. M. Girbes introduced Alisa Rogers, the new Community Development Specialist. The minutes of June 13, 1990 and July 25, 1990 were reviewed and accepted. . Guest Speaker, Jim Bliesner from the City/County Reinvestment Task Force spoke about Community Development Corporations (CDC). In 1977, the Reinvestment Task Force was established. The membership is made up of 5 banks, 5 neighborhood groups, County Supervisor Leon Williams and City Council Member Bob Filner. Their purpose is to monitor current lending practices and policy by analyzing homeowner mortgage disclosure data and ranking banks by total amount of money loaned in low-income census tracts and percentage of money loaned in minority neighborhoods. The Community Reinvestment Act was enacted to require banks to lend in all communities equally. This resulted in money being made available to Community based non-profits to create low-income housing, monies to small business within community, and corporate giving. To this date, not much has happened in San Diego County. For various reasons Los Angeles and San Francisco have received the most benefit. Local Initiative Support Corporation (LISC) is coming to San Diego to assist community groups to develop CDC's. The Committee is interested in learning more about CDC's before making any recommendation to the City Council. D. Dennison made the following motion, seconded by J. Casillas, and approved unanimously. MOTION: That the Committee request staff to pursue gathering additional information about Community Development Corporations by requesting assistance from Jim Bliesner, LISC and the Community Foundation in developing a plan to bring back to the Committee. In addition, staff suggested an information item regarding the above be forwarded to the City Council. Humanitarian Award--The Committee would like to submit Mary Francis Click as a nominee for the award. Mitch Thompson agreed to follow-up and submit the nomination to the Human Relations Committee. . July 10, 1990 TO: Members of the Housing Advisory Committee FROM: Margery Girbes, Housing Coordinator SUBJECT: Relocation Mobilehome Park My staff has researched the feasibility of locating the relocation mobilehome park at the Harbor Drive-In site and has made the following findings: 1) The 12-acre parcel, owned by people by the name of Burdick and Derr, is currently utilized as a drive-in movie theater and church (on Sundays). The parcel was purchased for approximately $2 million in 1987 and current tax assessor value is $2.2 million. The current zoning is for Research/Limited Manufacturing. 2) Burdick/Derr own 11 adjoining parcels of approximately 13 acres, for a total of 25 acres. With the construction of Hwy 54, the Burdick/Derr properties will have vastly increased value with commercial, industrial, and/or multi- family residential zoning. The Harbor Drive-in parcel has frontage on National Ave., making it ideal for extension of National City's Mile of Cars. 3) If a relocation mobilehome park were to be built on the Harbor Drive-In parcel, it would have significant impact on school and park facilities. Traffic on the new Hwy 54 connector would impact the park, necessitating visual and acoustic mitigations. 4) The Harbor Drive-In site is convenient to public transit, major commercial centers (Advantage Supermarket, Dixieline Home Improvement, Target Department Store), and health services. 5) It is unlikely that the proposed relocation mobilehome park would face significant opposition from residents. The Keystone Trailer Park adjoins the property on the northwest side and about six single family homes in National city overlook the property on the north side. A parking lot to the east is used for a weekend swap meet and property to the south is the drainage channel. 6) The Chula Vista Community Church meets at the Harbor Drive-In on Sunday mornings. The Church is affiliated with the Crystal Cathedral which is headed by Rev. Robert Schuller. The Church members could pose significant and well-organized opposition to the relocation mobilehome park. Relocation of the church could be quite difficult and expensive. . Based on these findings, the staff believes that the Harbor Drive-in site is unsuitable for a relocation mobilehome park. The cost of the land alone is beyond the means of the Redevelopment Agency, as it has higher value for commercial, industrial, or multifamily residential uses.
