MEMBERS PRESENT:
Carolyn Williams, Mary Francis Click, Dan Dennison,

The meeting was called to order by Chair Carolyn Williams at 3:40 p.m. The
minutes of the meeting of May 30, 1990 were reviewed and accepted. The
minutes of the meeting of April 25, 1990 were corrected; on page 2, line 4 it
should say "clearinghouse." With this amendment these minutes were accepted.
Members revi ewed the confi denti a 1 i nformati on i tern Report #497, regardi ng the
Housi ng Advi sory Committee recommendati on on the rel ocati on mobil ehome park.
Several amendments were proposed by the members as follows:
1. In paragraph 3 where it says "the Sweetwater site which was purchased for
thi s C purpose by the Redevelopment Agency" shoul d be changed to read "the
Sweetwater site whi ch was purchased by the Redevelopment Agency." The
words "for this purpose" are to be deleted.
2. In paragraph 4 where it says that "the Committee unanimously recommends to
Council that the City proceed to acquire the Harbor Drive-in site" it
shoul dread irrstead "the Committee unanimously recommends to Council that
it authorize staff to investigate the feasibility of acquiring the Harbor
Drive-in site.
3. In the fifth paragraph where it says "the Sweetwater site was thought of
as a favorable site;" it should read instead that "the Sweetwater site was
considered".
4. Paragraph 6 which begins "the EIR on the Sweetwater mobilehome relocation
park will be forwarded"; the entire paragraph shoul d be moved up to
paragraph 5 and inserted after the first sentence. In addition, in
paragraph 5 the second sentence which begins "the Committee requests that
the Council consi der the EastLake si te for" shoul d be moved down and made
into a separate paragraph.
5. Paragraph 4 which begins "after reviewing each site and applying specific
criteri a"; that enti re paragraph shoul d be moved down to become the second
to last paragraph.
11ary Francis Cl ick made the motion to send the report to City Council. The
motion was stated as follows: The Housing Advisory Committee approves
information item number 497 as corrected and forwards the report to the City
Council for consideration.

Carolyn Williams stated that she would like to see the mobilehome park site in
EastLake Greens utilized as a mobilehome park so as to provide affordable
housing in EastLake.
Mary Francis Cl ick informed the Committee that Senator Cravens I bill SB 399
which has to do with closure of mobilehome parks will be voted on this week in
one of the legislative bodies. This bill contains State guidelines for
mobilehome park closure. It will not preempt the City's ordinance. [)avid
Harri s stated that he wi 11 check with City admi ni strati on regardi ng the status
of this bill and include a copy of the bill in the minutes which are sent out
to all the members.
Tom Loughran informed the Committee that the Star News recently ran a listing
of volunteer openings in the City and the Housing Advisory Committee vacancies
were not included in that listing. Mary Francis Click stated that she likes
hav~ng five voting members on the Housing Advisory Committee and there may not
be need to add additional members. However, Mary Francis Click also noted
that she "will be resigning in August as she is moving out of the state. Since
Carolyn Williams is also moving out of the City limits there will be some
vacancies on the Housing Advisory Committee.
Davi d Harri s reported that the South Bay Providers Counci 1 Subcommi ttee on
Homeless is exploring the idea of establishing a shelter in the South Bay.
. The Committee members suggested inviting Judy Johnson from Project Hand to
give a presentation on the homeless problem in Chula Vista. David Harris
stated that he will follow-up on this request.
Tom Loughran suggested that members review the proposal from St. Vincent de
Paul. As most of the members did not have the proposal with them copies were
made and distributed to the members.
The meeting was adjourned at about 4:45 p.m. The next meeting of the Housing
Advisory Committee will be July 25 at 3:30 p.m.
