Dennison, D. Flint C. Salomone, M. Girbes W. Dowdy Staff Present: Others Present: The meeting was called to order at 3:36 P.M. The minutes were approved with the following addition to page 2, paragraph 6: J. Casillas was expressing the sense of the community. He added that the community opposing the project organized extremely well. Chairman's Report C. Williams reported that she has spoken with the individual councilmembers. Their priority concerns are briefly listed below. Len Moore Homeless Mobilehome Relocation Park Creative funding sources S.R.O. Would like to see City monies used with the stipulation that it go to supplement a family who is contributing financially to obtaining a new mobilehome. Tim Nader Homeless - both short-term and long range assistance Evaluation of alternative sites for mobilehome relocation park Affordable housing for working families Habitat for Humanity st. Marks in Chula Vista and Interfaith Council joint effort David Malcolm Relocation Park Need to assist "renters" being displaced by park/trailer closures. Dual goal: to assist homeless and displacees Gavle McCandliss Relocation responsibilities of the park owner Suggested joint session (workshop) with the city Council and Housing Advisory Committee C. williams reported she also met with Judy Johnson from the Helping Hand, which is a "cleaning house" for the homeless. Judy says that the number of homeless people in Chula vista, percentage wise, is the same as nationally. The problem exists and is not being addressed adequately. She also said that drug and alcohol problems etc., are usually secondary to the problem of adequate provision of basic needs. C. williams provided all members with a list and evaluation of other sites for a relocation park. M. F. Click requested that at the next meeting, the committee take a tour of the sites identified as possibilities. staff will arrange for the tour vehicle. Membership Three members who resigned have not been replaced. M. Girbes will send a memo to the Mayor. M. Girbes said that a Helping Hand Administrator was interested. J. Casillas suggested a member from the Housing Development Community. Chris salomone, community Development Director, spoke to the committee and gave his opinion on what the goals and objectives of the committee should be. 1. Reiterated responses of City Council to questionnaire. 2. Affordable Housing Program - outlined by D. Gustafson during workshop. 3. Short-term issues: a. mobilehome relocation b. housing element of the General Plan (revision) c. fair housing practices 4. Other Issues: a. masterplans of new development b. migrant worker housing c. funding issues 1. C.H.R.P. 2. N.R.P. d. Density Bonus staff will provide information to City Council regarding conducting a workshop with the Council and committee. No subcommittee reports were given. Staff Comments M. Girbes explained Council action on April 17 regarding amendments to Chapter 9.40 of the Chula vista Municipal Code. She also said referrals from Council to amend the ordinance would be referred only to the Mobilehome Issues " . . . Committee to avoid conflict between the committees and to accommodate time sensitive referrals. Audience Comments Mr. Dowdy commented on the effects of Proposition 13 on real estate. Members' Comments J. Casillas announced that the Board of Realtors' guest speaker on Friday, April 27, is the Director of the local HOD office and would be speaking on purchasing HOD repossessed properties. C. Williams will be giving Council members a report of the meetings reflecting the "flavor" of the discussion which is not included in the minutes. D. Flint gave a "handout" summarizing her committee's report which was given last month. The meeting was adjourned at 4:55 P.M.
