Laughren, J. Casillas Staff Present: M. Girbes, D. Harris, C. Salomone Others Present: M. Click The meeting was called to order by Vice Chair O'Neill at 3:33 P.M. M. Girbes read Alan Campbell's letter of resignation to the Committee and also advised that Martha Flannery has resigned. M. Girbes introduced David Harris. David is the new Community Development Specialist who replaced Shelly Kilbourn. M. J. Click nominated C. Williams for Chair. The motion was seconded. C. Williams was elected unanimously. Council Direction Staff reported that at the March 13, 1990 meeting of the City Council, the Council indicated that they would like a recommendation from the Housing Advisory Committee regarding a relocation park. The Housing Advisory Committee stated that it will be June before a report will be prepared by them for Council. The Committee believes the June goal is attainable and will give them adequate time to review all possibilities for alternative housing for those people being dislocated. The Committee voiced the concern that Council's direction is unclear and they would like to have their tasks/responsibilities clearly defined by the Council. J. O'Neill requested staff to obtain copies of the County- wide Mobilehome Task Force Final Report. Sub-Committee Report 1. Relocation Park - M. F. Click, D. Dennison, C. Williams M. F. Click passed out a written summary (attached herewith). She requested staff to investigate the possible purchase of Trailer Villa. She also stated she supports the program proposed by Father Joe Carroll and believes his efforts will be necessary to develop a new site. staff informed the Committee that letters were sent to the mobilehome park/trailer park owners inquiring if they might be interested in leasing/selling their park to the City for use as a "relocation park". 2. Acquisition of Existing Park - D. Flint, M. Thompson D. Flint said the Committee met and had some initial questions: a. Financial feasibility - Is the Council looking for that level of detail from this committee? b. Does the City want to be in the low-income housing business as a landlord? J. O'Neill expressed that it was his opinion that the Committee should give "ideas" and that the financial feasibility details would require expertise outside of the committee's scope. J. cassillas said that the City is already in the low- income housing business by virtue of having a section 8 program for the City. Staff explained that the County administered the section 8 program for the City. J. Casillas expressed that Father Joe Carroll's proposition was met with opposition and killed by neighbors. He said the E.I.R. was bogus and the site was unsuitable. M. J. Click agreed that the Sweetwater site will not work. D. Flint reported her committee laid out an overview as follows: 1. Develop an outline of objectives/goals for the committee to review. 2. Relocate displaced residents into a "like" housing opportunity. 3. Identify the pros and cons of purchasing an existing park. . Pros Cons -provide long term affordable housing -funding resources limited -immediate availability -management responsibility -upgrade quality of life -limited # of spaces available Mitch is working on a "mini" financial analysis. The committee will recommend that the City hire a consultant to prepare a feasibility study. The committee would recommend that the City require owners to give three-year notice of park closure; rather than the one-year notice required by state law. J. Casillas inquired if Community Development Block Grant funds could be used to pay for a feasibility study. D. Harris responded that that would be an eligible expense; but added, there are many demands on those funds. . D. Flint suggested the City look into a program to provide gap financing for displaced families to get into another mobilehome park. 3. Alternative Housing - D. Dennison, J. Casillas, T. Laughren J. Casillas requested the Community Development Director to attend the next meeting to discuss S.R.O. 's for Chula Vista. chris Salomone, Community Development Director, introduced himself and said he understood the frustrations the Committee was experiencing. He explained that the task of the group is not an easy one and that no overnight solution exists. He said that he would be happy to share his opinion of what the purpose/goals of the committee should be. He suggested that an educational forum be conducted for the committee at their next meeting. 4. Relocation, Eligibility and Phasing - J. O'Neill, M. F. Click J. O'Neill said that eligible families would be anyone displaced by a park closing that were eligible for relocation benefits. . J. O'Neill requested a copy of the newly published income limits provided by HUD. staff Comments M. Girbes said that the Council suggested that the Committee meet more frequently. The committee said they felt that one meeting per month is adequate. Members Comments T. Laughren made a motion that a special meeting be scheduled for Wednesday, April 11, to conduct a workshop. Motion was seconded and passed. The meeting was adjourned at 5:10 P.M. (HACMIN) . . . . . Grant to do public improvements. We bought balance of spaces. C.V. Municipal Code 9.40 C.V. Municipal Code 9.50 One park Apartment project - used low- moderate funds to provide parking and in return got 75% units for low-moderate income families. We have equity position.
