Williams, D. Flint STAFF PRESENT: M. Girbes, S. Kilbourn OTHERS PRESENT: Councilman Moore, Mayor Cox, W. Dowdy The meeting was called to order at 3:35 pm. Minutes were amended. Member C. Williams' motion to accept or reject the City's Relocation Ordinance at the next meeting was amended to read "The committee acknowledges the ordinace as written and will use it as a basis for subcommittee meetings and reviewed by the committee before final recommendations are made to Council". The amended minutes were accepted by a unanimous vote. BROWN ACT (Marqery Girbes) : Margery Girbes briefly described the Act to the committee. The committee requirements which include: 1. requirements of the Brown agreed to follow the . 2 . All meetings will be noticed 72 hours prior to the meeting date. All discussions during meetings will be limited to those items on the agenda. Staff was directed to provide the requirements of the Brown Act to all members at the next meeting. REGULAR MEETING SCHEDULE: Member Campbell provided a memo to all members with his suggestions in forming subcommittees. The committee discussed the 4 subcommittees to review the following: 1. New Mobilehome Relocation Park 2. Existing Mobilehome/Trailer Parks 3. Alternative Housing 4. Relocation Eligibility/Phasing Member Flint suggested a subcommittee to compile relevant statistics for the committee. Staff was assigned the task of obtaining any necessary statistics for the committee. Staff was asked to provide committee members with copies of the City General Plan map showing population density throughout the City. . Committee members assigned themselves to the 4 subcommittees as follows: Subcommittee 1 New Mobilehome Relocation Park Mary Francis Click Carolyn Williams Subcommittee 2 Existing MObilehome/Trailer Park Diane Flint Alan Campbell . Subcommittee 3 Alternative Housing Dan Dennison Diane Flint Carolyn Williams Subcommittee 4 Relocation Eligibility/Phasing Mary Francis Click Alan Campbell with regards to subcommittees, the Brown Act would not apply unless a quorum of the committee is present at the subcommittee meetings. Member Campbell made a motion to acknowledge the ordinance as written and to used it as a basis for all committees and subcommittees. The committee will review it again before a final report is made to Council. Member Click seconded the motion. Motion was passed by unanimous vote. . COMMITTEE COMMENTS: Member campbell directed staff to provide the following information to the committee. 1. A review of alternative sites from the EIR of the property adjacent to the Lower Sweetwater River Valley site. 2. A status of current park conversions. 3. An interpretation by the City Attorney regarding the time frame for a park owner to notice the residents and to submit the closure application to the Community Development Director. AUDIENCE COMMENTS: Walter Dowdy questioned the idea of "relocation". Councilman Moore described the City Council's interest in mobilehome parks because of the unique case of two (2) ownerships; the park owner and the mobilehome owner. In addition, he expressed concern over the Relocation Ordinance authorizing the Community Development Director to approve or deny an application of park closure. The next meeting is scheduled for Wednesday, January 24, 1990, at 3:30 pm. The meeting was adjourned at 5:15 pm. velopment Specialist .
