I. APPROVAL OF MINUTES - Meeting of July 22, 1992 and September
10, 1992
MSUC (ViescajDonovan) that the minutes of July 22, 1992 and
September 10, 1992 be approved as submitted.
II. CONTINUED MATTERS
A.
Student Ex-Officio Member of Library Board of Trustees
Trustee Williams reported meeting with the Youth
Commission in September. The Commission recommended a
student from EastLake High School to act as an ex-officio
member on the Library Board. Board members will meet
this new member at their December meeting.
III. NEW BUSINESS
A.

Herring, Budget Manager
Dawn
Dawn Herring, city Budget Manager, discussed the effect
of the State's delayed budget settlement on the City of
Chula vista. The city began the year with a balanced
budget, but lost 1.6 million dollars, (about 2%) when the
State reduced funding to the cities. City Departments
were asked to develop a list of line item budget cuts
totaling 2%. The cuts were to follow the criteria listed
below:

Maintain our existing service levels to the public.
Avoid using general fund reserves to balance the
budget
Meet existing MOU commitments
Not layoff any city employees

Although the City of Chula vista is in good financial
position due to a history of conservative fiscal
management, next year's budget picture looks bleak.
There is a strong possibility that the State funding will
be more severely reduced. It is almost a certainty that
the City will be asking all departments and the boards
and commissions for further budget cuts next year. Mrs.
Herring urged the Board to be conservative in their
spending of this year's budget.
Mrs. Herring reported that the issue of cutting the
Library book budget is expected to go back to Council on
November 10th with the remaining issues. She does not
know what the City Manager will recommend.

Trustees discussed their annual Christmas party for the
library staff.
IV. LIBRARY DIRECTOR'S REPORT
A. South Chula vista Library Update
Director Lane reported that she had attended meetings of
both the Montgomery Planning Committee and the Parks and
Recreation Commission and spoke to the Library Volunteers
about preliminary plans for the new South Chula Vista
Library. The final floor plans are not available as yet,
but will be sent to the Trustees as soon as they are.
It will take several years to order and process all the
books necessary to fill the new South Chula vista Library
to capacity. In order to minimize the amount of empty
shelving, Library staff is asking the State Library if
installation of some of the shelving could be deferred
until needed.
Library staff will meet with the architectural team
tomorrow, October 29, 1992. The conceptual floor plans,
site plans and elevations will then be sent to the State
Library for their approval. The State should report back
within two weeks.

An RFP for project manager has been released and 18 firms
have responded. Selection of the short list and
interviews are scheduled to be conducted in November.
B.
EastLake High School/Public Library Update
The contract between the City and the School District has
been given to the EastLake High School administrative
staff. They will forward it to the Sweetwater School
District Staff. The Chula Vista Public Library hopes to
be able to begin public library service at the beginning
of the winter semester at EastLake High School.
Chair Alexander reported that EastLake High School has
reported problems with gangs. Southwestern College has
been touched by this problem and is open only when
classes are being held. Director Lane said that certain
gang type fights had taken place at 365 F Street, but the
Police have been very responsive. The fall security
guards have now been hired which has mitigated our youth
problem.
C. Museum Update

Director Lane reported that the former Information and
Referral Center on Third Avenue has been painted and
carpeting has been installed. Staff hopes to have the
Museum open in early December.
D. Friend's Update
This item was covered in the Director's letter to the
Trustees.
E. Grants Awarded
Director Lane reported that in addition to receiving
Major Urban Resource Library (MURL) grant funds in the
amount of $11,888 and Families for Literacy grant funds
in the amount of $11,000 as reported in her letter to the
Trustees, the Library has recently received a $32,800
Title VI Library Literacy Program grant to develop
writing classes for literacy participants.

This race was well attended with many Library staff
members acting in the role of both participant and

volunteer. The Library hopes to receive another donation
of $10,000 for our support of this event.
v. COMMUNICATIONS
A. Friends
Betty Roche reported that at their last meeting the
Friends approved items on the Library's wish list. some
of the items that the Friends will purchase for the
Library during the coming year are as follows:
Heal th Reference Center, computerized current information
on health issues
New public address system
4,000 plastic bags for users to carry books home
Children's programs
Books for the Literacy Project
Monthly Calendar of Events
Friends' Cultural Programs
Holiday flowers
Framing of cultural event posters
Total cost for wish list purchases amounted to $15,500.
The Friends bookstore earned $2,766.75 during the month
of September.
B. Public Comments
Mr. Coye suggested that the closing public announcement
include a police siren. He also suggested that Monday
Night Football might be the reason gang activity tended
to be higher on Tuesday nights. Mr. Coye also suggested
that the Trustees add a student from the South Chula
vista area when that library opens.

Board members expressed their pleasure in getting back
together.
VI. ADJOURNMENT - The meeting adj ourned at 5: 15 pm. The next
Library Board of Trustees meeting will be held on December 9,
1992.
