MINUTES
LIBRARY BOARD OF TRUSTEES
DECEMBER 5, 1990
LIBRARY CONFERENCE ROOM

BOARD MEMBERS PRESENT: Chair Miller, Vice Chair Williams,
Trustees, Alexander, Donovan, Viesca
BOARD MEMBERS ABSENT: None
CITY STAFF PRESENT: Library Director Lane, Assistant Director
Palmer, Deputy City Manager Thomson
I. APPROVAL OF MINUTES - Meeting of October 24, 1990
MSUC (Miller/Donovan) The minutes of the October 24, 1990
meeting were approved as mailed.
II. COMMUNICATIONS
A.
Friends - Betty Roche, Friends representative, reported
that:
- 500 magazines from the Book stop are being sent to the
Persian Gulf on the USS New Orleans.
- The Friends will again offer a $250 grant toward the
cost of text books for library staff.
- The Friends will hold an annual meeting on January
17th.
- Upcoming projects include the restoration of the tiles
originally on the exterior of the first Chula vista
Library building. These tiles will be incorporated in
a design in the foyer of the civic Center Library.
B.
Public Comments
Fred Creveling, Nancy Palmer and Lee Wheeland, all
members of the Montgomery Planning Committee, asked the
Library Board to rescind their previous choice of a name
for the library in the Montgomery area, "The South Chula
vista Library", and endorse the name, the "Daniel M. Pass
Library and Memorial Park" in its place. At their
request, the Parks and Recreation Commission had changed
its recommendation to honor Dan Pass. In their opinion,
and that of the other members of the Montgomery Planning
Committee, Mr. Pass embodied the spirit of the Montgomery
area and his untimely death gives the Committee an
opportunity to honor him for all the work he has done.

C. Children's Services Coordinator's report on the Library
program for children
Suzanne Jung, Head of Children's Services, gave a brief
overview of the library's program for children.
Interesting facts are: 15,166 children hold library
cards: 3,559 children signed up for the summer reading
program last year: and story hours are given in Spanish
and English both at the civic Center Library and the
branches.
III. CONTINUED MATTERS
A. Boards and Commission's agenda section for City Council
meetings - City Attorney
This ordinance allows advisory boards to place items on
the City council's agenda. These items must have a
majority vote of the board and be submitted to the City
Clerk's office at 4 pm on the Wednesday preceding the
city Council meeting.
B.
Cheney Cup action by Council
At the City Council's November 27th meeting, the Cheney
Cup was given to the Chula vista Yacht Club. The City
retains the right to display the cup at special events,
any member of the public may view the cup at the Club
during regular business hours, and the City Council can
vote to reclaim the cup at any time.
C. Conflict of Interest Code letter
Library Director Lane explained that in going over Board
minutes for the past two years with the City Attorney,
it was determined that a significant portion of the
Trustee's recommendations were not automatically
accepted. until such time as this status changes, it is
the City Attorney's opinion that Library Trustees will
not be required to complete statements of economic
interest.
Deputy City Manager, Thomson, reported that this had been
slated for the Council agenda of December 4, 1990, but
was continued for two to three weeks.

D. Summarv Report CV 2000 Communitv Task Force review for
new members
For new Trustees, Director Lane gave a brief history of
the CV 2000 Task Force and the work done by this
Committee.
IV. NEW BUSINESS
A. 1991 White House Conference on Library and Information
Services
Trustee Alexander will apply to this committee.
B. CALTAC 1991 Regional Workshop in Library Leadership
Board members will check their schedules to see if they
will be able to attend this workshop.
C. Advance registration for Public Library Association
conference.
Trustees decided to take advantage of the single-day on-
site registration fee.
D. Montgomery Planning Committee's submittal of the name,
"Daniel M. Pass Memorial Park and Library" for the site
at Orange and Fourth Avenues
MSC Donovan/Alexander (4-1...Williams opposing) The
Library Board recommends the name the Daniel M. Pass
Memorial Library for the new library to be built at
Orange and Fourth Avenues and that its original
recommendation be rescinded.
Trustee comments were as follows:
Trustee Donovan - If the Montgomery community feels this
strongly about Mr. Pass, than honoring him is important.
She feels it would create community support.
Trustee Alexander - Agreed with Peggy.

Would like to
Trustee Viesca - Would be agreeable to change the Boards
recommendation if the Montgomery area feels this way
about Mr. Pass. He asked if any another person had
contributed as much as Mr. Pass.

vice Chair Williams - Did not think naming a building
after a person was a good idea. He was not sure if
people in other areas of the city would know where it
was.
Director Lane responded that from a professional
viewpoint she was opposed to naming a City building after
an individual. She thinks people need a sense of
geographic location for a public building. The Orange
Avenue name was recommended as a way to help people find
this library.
Deputy City Manager, Thomson, wondered if the rest of the
Montgomery community would know who Dan Pass was. Also,
from a staff perspective, he was not certain that a city
staff person should be chosen for this honor.
Chair Miller responded that Montgomery residents feel
left out of the workings of the city. Mr. Pass put time
and effort into improving the area after it had been
ignored by the County of San Diego for so many years.
Her feeling is to go along with the Montgomery Planning
Committee and the Parks and Recreation commission. If
the City council does not favor this recommendation, they
can come up with a name.
E.
Use of the Women's Club to house a genealogy collection
The property has a great deal to offer, it has a
historical building, with potential as a local history
museum. Under the present agreement with the Women's
Club it would be very difficult to use the building as
a local history museum, other than for a photo
exhibition. Eventually if the Club becomes City
property, and the present membership of the Women's Club
cannot support this activity, the City may assume
ownership.
v. LIBRARY DIRECTOR'S REPORT
A. Request to hold a special meeting to review architect's
preliminary plans for Library at Orange and Fourth Avenue
(Proposition 85)
Board members agreed to meet at 3 p.m. on December 12,
1990 to review the architectural schematic drawings for
the library to be built in south Chula vista.

B. New Automated System Progress
Some of the new computer hardware has been installed.
The Library cannot begin to circulate books on the new
system until the new bar codes arrive. The vendor has
not delivered the bar codes on schedule.

Mr. Coye suggested that the city could give the Cheney
Cup to the new museum on Third Avenue. Perhaps a meeting
room in the new library could be named for Dan Pass.

Board Comments
Board members wished each other happy holidays. Chair
Miller asked that Trustees direct their thoughts and
prayers to Mayor McCandliss.
ADJOURNMENT - The meeting adjourned at 5:37.
Board of Trustees meeting is scheduled for
at 3:30 pm.
