City Clerk (9 copies) MINUTES LIBRARY BOARD OF TRUSTEES MAY 23, 1990 LIBRARY CONFERENCE ROOM 3 PM BOARD MEMBERS PRESENT: Trustees McBreen, Romero, Williams BOARD MEMBERS ABSENT: Chairman Lindsay (excused), Vice Chair Miller (excused) CITY STAFF PRESENT: Library Director Lane, Assistant Library Director Palmer Because a quorum of Trustees was not present at the start of the meeting, the agenda was taken in the following order: V. LIBRARY DIRECTOR'S REPORT A. Library Automation System progress report Library staff is working with Data Processing Manager, John Pavlicek, to prepare for negotiations with the Inlex Company. The major issue at this time is the conversion of the data from the old system to the new one. Trustee McBreen asked if the vendor provided system analysis. Director Lane reported that the vendor provides a turn- key system which does not require such analysis. B. Spring Cultural Program Services Showcase Starlight Opera Director Lane reported that 142 attended the Starlight Opera program held at the Library on Wednesday, May 2, 1990. The next program in the Spring Cultural Series is "Poetry and Verse for the Young and Old" on Wednesday, June 13, 1990. C. Summer Reading Program The Summer Reading Club will begin this year on June 13, 1990. D. Chula Vista 2000 Library staff has drafted a report analyzing the recommendations of the Chula Vista 2000 final report. LIBRARY BOARD OF TRUSTEES - 2 - MAY 23, 1990 E. Budget City Manager, John Goss, will present a budget overview to City Council on May 24, 1990. He has reported to staff that he is presenting a balanced budget which will require no cuts from requests he had previously approved. Trustee McBreen asked if the branches would receive more book money. Assistant Director Palmer's opinion as that on top of the standard inflation increase, it appeared that the branches would receive additional monies for new periodical titles. I. APPROVAL OF MINUTES - Meeting of April 25, 1990 Deferred until the June meeting. II. COMMUNICATIONS A. Friends There was no report from the Friends of the Chula vista Public Library. B. Public Comments Mr. Coye suggested putting parking meters in the Library lot as a source of funds. (Trustee Williams arrived at 3:30 pm) III. CONTINUED MATTERS A. Literacy funding - Council approval May 22, 1990 Director Lane reported that Council approved $6,000 of the Altrusa Club's request for Community Development Block Grant funds to be applied towards rent of the Chula vista Literacy Team's quarters. There will be no shortfall for the Literacy Team budget in FY 1990-91. B. Library plan for East H Street and paseo Ranchero The site plan has been reviewed by Council. Director Lane reported that the CIP budget includes $200,000 for design work on the Rancho Del Rey Library. C. Input from Montgomery Planning commission on proposed library at Lauderbach Park . . . LIBRARY BOARD OF TRUSTEES - 3 - MAY 23, 1990 This item was deferred until Chairman Lindsay can report on his communication with the Montgomery Planning Commission. D. Addendum to Lauderbach site Plan The Trustees discussed the addendum which shows a two story plan in order to conserve park land. Trustee Williams asked if conserving park land might not be of equal concern at the Orange and Hermosa site. He also asked about the potential of purchasing additional land at the Lauderbach site. Director Lane indicated that the purchase price would probably be between two and four million dollars. Trustee McBreen reiterated his concern that the Board hear the desires of Montgomery residents. E. Legislative Day Report - Suzanne Miller This item was deferred. VI. COMMUNICATIONS VII. A. Written Comments - Thank you letter to Marjorie Clarke Letters of appreciation, Library volunteers No written comments were received. Letters of thanks to volunteers were circulated for signature. B. Board Comments Trustee McBreen requested that "Methods of Raising Revenue" be added to the next meetings agenda. ADJOURNMENT - The meeting adjourned at 4: 05 pm.
