ASSISTANT CIn>; ANAGER <71'" ITEM TITLE: 4/5THS VOTE: YES D NO 0 SUMMARY In 1997, the City Council approved a Sublease with Live Nation, Inc (formerly Universal Concerts) that established a process whereby ticket sales proceeds at the Cricket (formally Coors) Amphitheater would be paid to the City and utilized for a Performing and Visual Arts Fund. This fund is to be used for arts grants to the Chula Vista community for the purpose of promoting and stimulating the growth of performing and cultural arts within the City of Chula Vista. This year the Chula Vista Public Library received $55,828 from Live Nation for their 2009 Concert Series, an increase of over $12,800 from the previous year. As called for in the sublease, a Performing and Visual Arts Task Force was established to armually make recommendations to the City Council regarding the arts grant awards. The Task Force is assisted by the Library Department, which fornlally conducts the grant application process. The Task Force has reviewed the Fiscal Year 2010/2011 applications and makes the following recommendations to the City Council. ENVIRONMENTAL REVIEW The Environmental Review Coordinator has reviewed the proposed activity, approving the Performing and Visual Arts Task Force's selection of grants recipients and monetary grant awards, for compliance with the California Environmental Quality Act (CEQA) and has determined that there is no possibility that the activity in question may have a significant effect on the environment; therefore, pursuant to Section 15061(b)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary. 5-1 MAY 25, 2010 Item 5 Page 2 of6 RECOMMENDATION Council adopts the resolution. BOARDS/COMMISSION RECOMMENDATION The Task Force recommends that the City Council award art funds to groups as outlined in this report. The Cultural Arts Commission endorsed the Task Force recommendations at their meeting on May 10th, 2010. DISCUSSION Since the program's inception, the Library Department has administered the Performing and Visual Arts Fund grant application process. The Performing and Visual Arts Grant Application was announced through a press release, advertised on the City of Chula Vista and library websites with applications made available online. The period for submittal of grant applications ran from December 19th. 2009 through to February 19t\ 2010. Twenty-four applications totaling $75,900 were received by the application due date of February 19th, 2010. Upon receipt and review, a copy of each application was distributed to members of the Task Force for their review. Current Task Force members are: Mayor Cheryl Cox Stephanie Loney, City staff representative Thierry Gray, Live Nation/Cricket Amphitheater representative Russ Sperling, Sweetwater Union High School district representative Debra McLaren, Chula Vista Elementary School district representative Ron Bolles, Chula Vista Cultural Arts Commission representative Sara Deavenport, Chula Vista Cultural Arts Commission representative The twenty-four applications were reviewed and ranked by pre-established criteria by the Task Force on March 23rd, 2010. A majority of the recommended awards were for the amounts requested and some were adjusted based on the Council approved Task Force policies and Task Force recommendation. List of Grant Recommendations: . Allen Elementary School $2,500 To provide funding for contract artists to provide in-school assemblies and performances that recognizes and validates the cultures and languages spoken by Allen Elementary students. . Black Storytellers of San Diego, Inc. $3,000 To provide funding for six accomplished storytellers to present individual 2-hour sessions at the public library. There will also be a storytelling concert presented by the six tellers and a guest. . Bonitafest Melodrama $2,000 To provide funding for a musical melodrama based on local history, to run in conjunction with Bonitafest, September 22-25,2010. 5-2 MAY 25, 2010 Item S Page 3 of6 . Cappella Gloriana $2,500 To provide funding for a family-friendly concert in the Chula Vista Library on October 31'" 2010 that will be a choral interpretation of the "Legend of Sleepy Hollow". . Chula Vista Art Guild $850 To provide funding to stage the tenth annual art show for painters throughout San Diego County . Chula Vista Ballet $2,500 To provide funding for a presentation of Cinderella, to be held on June 19'\ 2010, at the Mater Dei High School in Chula Vista. . City Ballet $3,000 To provide funding for an outreach concert in Chula Vista, featuring a full orchestra, principal dancers from City Ballet and chorus members from local high schools . CoTA (Collaborations: Teachers and Artists) $2,500 To provide funding for CoTA's work with teachers completing their third and final year in partnership with a CoTA artist at Joseph Casillas Elementary School in Chula Vista. . Friends of Chula Vista Public Library $2,500 To provide funding for arts and crafts activities for teens and adults during the library's summer reading programs entitled "Make Waves @ your Library" (teen) and "Water your Mind" (adult) . Friends of Chula Vista Public Library $2,500 To provide funding for a variety of performers throughout the summer to appear at all library locations as part of the annual children's summer reading program, this year entitled "Make a Splash... .Read" . Friends ofChula Vista Public Library $1,200 To provide funding for an open-air hoedown/country band performance during the opening of the Chula Vista Heritage Museum annual exhibit entitled "Farming in Chula Vista" . Lamb's Players Theatre $1.500 To provide funding for a touring educational play entitled "Real American Heroes". The play focuses of the lives of Americans who faced obstacles and overcame them. One free touring performance would take place in a Chula Vista elementary or middle school. . Mariachi Scholarship Foundation $1,500 To provide funding for a gala event to present college scholarships to graduating seniors, middle school students and college students who have participated in the "Mariachi in the Schools" program through the Sweetwater District and Southwestern College. . Mater Dei/Mainly Mozart $5,000 To provide funding for a three-part "sampler series" at Mater Dei High School, featuring Westwind Brass, Cuarteto Latinoamericano, Eugenia Leon (pending confirmation) and the California Ballet. 5-3 MAY25,2010 Item 5" Page 4 of 6 . Media Arts Center, San Diego $5,000 To provide funding for Que Viva! Cine Latino, a five-week film festival held at the Otay Ranch Town Center. Each Wednesday, the free family-friendly film shown will be preceded by live music or artists. . Merrie Ukes $1,000 To fund the purchase of an amplification system and miscellaneous supplies to enable the Merrie Ukes, a local ukulele group, to deliver an enhanced performance to their audiences. . Music Machine $500 To provide funding to support two consecutive nights of performances by Bonita Vista Middle and High schools, at which both the beginning and advanced choirs from both schools perform. . Nana's Wish $2,500 To provide funJing for a performance of a musical play entitled "Puengen Minagof' written and directed by Shawn Sourgose. The play introduces the audience to the traditional and folk arts of the Chamoru people and will be performed in the Memorial Bowl. . Onstage Playhouse $2,500 To provide funding for 15 South Bay high school students to assume internship positions in a year-long, tuition-free theater program. The interns will attend seminars on all aspects of theater and will gain hands-on experience. The intern program is the only one of its kind available in the South Bay to high school students. . San Diego Junior Theatre $500 To provide funding for theater education classes and camps, to be offered in the fall, winter and spring within Chula Vista. . San Diego Opera Association $2,500 To provide funding for a 12-week educational program. The San Diego Opera will work in partnership with the Sweetwater Union School District with 9th grade students at Chula Vista High School. Students, teaching artists and teachers will meet three times a week and classroom activities will include learning to read and compose music, lyrics, and the basics of staging and directing. . Sound Unlimited $500 To provide funding to support four seasonal performances for the community performed by Bonita Vista High School. Two of these shows will feature performers from Bonita Vista Middle School. . Third Avenue Village Association $5,000 To provide funding for a concert series to be held in Memorial Park Bowl. Perfornlances will vary each week ranging from jazz to rock n' roll. Local musicians will be hired based on experience, quality of music, vocals and the ability to attract visitors to the concerts. . Wolf Canyon Elementary School $2,500 To provide funding for Wolf Canyon students to perform in California Content Aligned Standards musical performances. Students will run the box office, sell 5-4 MAY 25, 2010 Item S Page 5 01'6 tickets, create programs, be stage hands and operate all sound and lighting equipment. The above grant award recommendations were made by the Task Force with full consideration given to the recommendations made at the City Council meeting on April 28th, 2009 that guidelines previously approved by City Council should be augmented with the following ~ . Applicants to use the correct application . Changes to criteria and how points are awarded . Expectation of itemized budgets . Clarification on the amount of funds that can be requested . Final reports to be completed and filed on time . Requiring attendance at annual workshops . Notice that failing to abide by any and all rules could result in funds being withdrawn and affect future applications by individuals or organizations The previous guidelines were approved by City Council on December 14th, 1999 and entitled Criteria for the Allocation of the Pe/jorming Arts Fund. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in the California Code of Regulations section 18704.2(a)(I) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT There is no fiscal impact associated with these grants. The recommended fiscal year 2010/2011 grant awards total $55,550. The fund carried a reserve amount of $19,593, prior to receipt of Live Nation revenues in February 2010 in the amount of $55,828. Awarding a total 01'$55,550 for the 2010/2011 fiscal period will leave a balance of $19,871 to be carried over and added to next year's grants program. ONGOING FISCAL IMPACT There is no ongoing fiscal impact as no General Funds are associated with these grants. There are no building or maintenance costs associated, as organizations receiving grants are responsible for any costs their organizations might incure. The PerformingNisual Arts Fund, established by the sublease between the City and Live Nation, shall be annually re-granted through a formal application process. The following groups and individuals shall be eligible to apply for funds: . Chula Vista based tax-exempt, non-profIt organizations . Chula Vista based educational institutions . Chula Vista based religious organizations . Performance groups associated with Chula Vista based educational institutions (i.e., the Music Machine) . The City of Chula Vista and its various departments and Boards and Commissions . Individuals who reside in Chula Vista For-profit organizations, institutions and businesses shall not be eligible to apply for funds. Non-Chula Vista based non-profit organizations shall not be eligible to apply for funds unless they partner with Chula Vista based organizations Individual Chula Vista residents (especially students) shall be eligible to apply, in an effort to develop local talent Per the agreement, applicants may only apply for funds to underwrite the cost of presentations. (formerly Universal Concerts) that established a process whereby a portion of ticket sales proceeds at the Cricket Wireless (formerly Coors) Amphitheater would be paid to the City and utilized for a Performing and Visual Arts Fund; and WHEREAS, the fund is to be used for arts grants to the Chula Vista community for the purpose of promoting and stimulating the growth of performing and cultural arts within the City; and WHEREAS, pursuant to the Sublease, the funds may only be used to underwrite the cost of presentations and may not be used for capital projects, space rent or operating expenses; and WHEREAS, this year the Chula Vista Public Library received $55,828 from Live Nation for their 2009 Concert Series, an increase of over $12,800 from the previous year; and WHEREAS, as called for in the sublease, a Performing and Visual Arts Task Force was established and annually makes recommendations to the City Council regarding the arts grant awards; and WHEREAS, the Task Force is assisted by the Library Department, which formally conducts the grant application process; and WHEREAS, the Task Force has reviewed the Fiscal Year 2010-201] applications and has made its recommendations.
