ANAGER 77 4/5THS VOTE: YES D NO 0 BACKGROUND The Chula Vista Third Avenue Village Association (T A V A) has operated the Blast from the Past Car Show with the assistance of the South Bay Cruiser Car (SBC) Club, Inc. since 2001. This is an ongoing weekly event during the summer months that encourages and promotes visitor and commercial activity along Third Avenue within TA V A's business district. In order to conduct the event, T A V A is requesting the closure of Center Street from Third Avenue to Church Avenue as it is needed for specialty cars and overflow parking. ENVIRONMENTAL REVIEW The Enviromnental Review Coordinator has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Class 4 (e) categorical exemption pursuant to Section 15304 [Minor Alterations to Land] of the State CEQA Guidelines. Thus, no further environmentil1 review is necessary. RECOMMENDATION City Council adopts the resolution. 2-1 MAY 25,2010, ItemL Page 2 of 3 DISCUSSION Since 2001, T A V A has held the weekly Blast From the Past Car Show, with the assistance of the South Bay Bay Cruisers Car Club, Inc. This seasonal car show has become a well-known community event. Not only does it attract new people to Chula Vista's downtown, it also provides a sense of liveliness on the street and promotes commercial activity to TA V A's business district. The car show is a series of organized displays of classic cars and motorcycles owned by members of area car/motorcycle clubs and individual car/motorcycle enthusiasts. The show shall occur from 4:00 p.m. to 8:00 p.m. on twelve consecutive Tuesdays, commencing June 15 to August 31, 2010 on Third Avenue from E to G Streets. Set up for each car show will commence on or about 3 :00 p.m. and clean up will conclude on or about 9:00 p.m. Last year, some issues and problems arose in connection with this special event that concerned the Chula Vista Police Department. As a result, the police department worked extensively with T A V A and SBC to address and mitigate potential safety hazards and problems. A detailed agreement was drafted and signed on April 30, 2010 between the SBC, TAVA and the City. The purpose of this agreement was to assign and delineate responsibilities for SBC, T A V A and the City, and to establish written guidelines and operating procedures for the planning, promotion, management, operation and funding of the car show. All parties agreed to the terms and are supportive in hosting a successful and safe car show season for the community. To conclude the planning of this event, TA V A is requesting the closure of Center Street from Third Avenue to Church Avenue as it is needed for specialty cars and overflow parking as outlined in the agreement. BOARDS/COMMISSION RECOMMENDATION Not applicable. DECISION MAKER CONFLICT Staff has reviewed the property holdings of the City Council and has found a conflict exists, in that Councilman Castaneda has property holdings within 500 feet of the boundaries of the Blast From the Past Car Show, which is the subject of this action. CURRENT YEAR FISCAL IMP ACT Based upon current average occupancy, the estimated loss of parking meter revenue for the car show season is approximately $375. ('"SBC"), Third A venue Village Association ("T A VA"), and the City of Chula Vista ("City") for the purpose of facilitating SBC and TA V A hosting a successful and safe "Blast from the Past Car Show" ("Car Show") special event for the 2010 season The City is entering into this Agreement based on the understanding that T A VA is supportive of the Car Show and that the Car Show encolirages visitor and commercial activity within TA V A's business dislIict. 1. PURPOSE: The purpose ofthis Agreement is to assign and delineate responsibilities for SBC, T A V A, and the City, and to establish written guidelincs and operating procedures for the planning, promotion, management, operation, and funding, of the Car Show. 2. GENERAL DESCRIPTION OF EVENT: The Car Show is a weekly selies of organized displays of classic cars and motorcycles owned by members of area car/motorcycle clubs and . individual car/motorcycle enthusiasts. In 2010, the Car Show shall be staged on and around Third Avenue in Chula Vista, California, from Eta G Streets, in the areas more specifically identified on Exhibit A attached hereto. The Car Show shall occur from 4:00 p.m. to 8:00 p.m. on twelve (12) consecutive Tuesday evenings, commencing June 15,2010 and cnding August 31,2010. Set up for each Car Show day will commence on or about 3 p.m. and clean up will be concluded on or about 9 p.m. 3. SPECIFIC RESPONSIBILITIES OF THE PARTIES: This Section sets forth the responsibilities of the parties hereto with respect to the Car Show: 3.1 SBC: SBC shall be responsible for managing all Car Show planning, promotion, set-up, operations and clean up. T A V A and City shall assist SBC with these activities as provided herein. SBC's specific responsibilities shall include, "~thout limitation: I) Promotion. Design and dislIibute promotional materials in cooperation with T AVA. 2) Rules and Procedures. Prepare and distribute event rules and procedures to Car Show particlpants. 3) Set UP. 'Set up the Car Show, including, without limitation (a) placing placards on meters fi'om Park Boulevard to Davidson Street prior to 2:00 p.m. on the day of each , show, (b) posting notices of designated event areas; and (c) assist T A V A in the plac~ment of event signage, cones, barriers and/or other materials for the purposes of direbting vehicular traffic, and marking road closure, special event staging and I parking areas. 4) Event Oversight. SBC will provide a minimum of six (6) event oversight officials for each show. These officials shall be trained in the standard operating procedmes Page 1 of7 2-4 of the Car Show attached hereto as Exhibit B, and wear high visibility yellow vests, radio communications and badge lanyards for quick identification. Exhibit B shall not be binding on the City. Event officials shall oversee and manage proper use of parking spaces, special staging areas, loading and unloading zones and pedestrian areas, reservation of merchant parking, traffic control and general conduct. SSC shall exercise its best et1Cllis to se1t~police the conduct of Car Show paliicipants, keep in regular contact with City police via at least one SBC provided two-way radio and maintain good relations with area merchants. 5) Event Clean Up. Pick-up all required meter sign age, cones, safety tape, and ban'iers and store, as appropriate in T A V A designated storage area. 6) Compliance with applicable laws. SBC will comply with all applicable federal, state, local laws and parking regulations (pay parking meters). 7) Insurance. SBC shall obtain, maintain throughout the tenn of this Agreement and provide T A V A evidence of general liability insurance coverage for the Car Show. Such insurance shall be in a fom1 and in coverage amounts reasonably approved by T A V A and shall name T A V A and City as additional insured's. 3.2 T A V A: In consideration of the substantial benefit the Car Show provides T A V A and its merchants by promoting Third A venue and bringing potential customers into the area, T A V A shall assist SBC with the promotion and staging of the Car Show as follows: 1) Promotion. Provide marketing matelia]s, signage, and advisements to Third Avenue Village businesses regal'ding the Car Show including, without limitation adding Car Show a1U1ouncements on T A V A's website, preparing or assisting in preparing Car Show news releases and printed media. If possible, and practical, signage shall include warning signs placed both NOIih and South of the Car Show reasonably designed and situated to warn oncoming vehicles of tlle need to use precaution due to the Car Show event. Signs shall be placed on the median of Third A venue beginning at F Street on the North side of the median, and also on the South side of the mediaJ1 island near Madrona Street. 2) Supplies. Provid" the Car Show with safety cones, safety tape, vests and barriers from T A V A's existing event staging inventory. 3) Street Closure. Assist SBe in obtaining City approval of a street closure permit for each day of the event for Center Street from Third A venue to Church Street from 3:00 p.m. to 7:00 p.m. Provide the necessary signage and safety cones for the Center Street closure in accordance with the City's permit, similar to what the City allows T A V A to provide for the Farmers' Market. 4) Event Set Up. Provide supp01i and manpower in assisting the SBC officials 2-4 hours prior to commencement of each weekly car show with setup aJ1d/or signage. This will include developing, printing and laminating the parking placard signs related to notification of Car Show parking. 5) Storage. Provide storage space for the storage of signage, cones, and barriers with access to as needed throughout the Car Show season. 6) Event Clean UP. Supplement SBC clean up work with TAVA's morning maintenance crew after each event. Page 2 of 7 2-5 7) Administrative SUDPort. Provide administrative suppOli, e.g., staff time and office resources. 8) Insurance. T A V A shall obtain, maintain throughout the tenn of this Agreement, and provide SBC evidence of, general liability insurance coverage for the Car Show. Such insurance shall be in a fonn and in coverage amounts reasonably approved by SBC, and shall name SBC and City as an additional insured's. 3.3 City: In order to facilitate the Car Show event and to assist SBC and TA V A with their responsibilities as detailed in this Agreement City agrees to the following: 1) Temporary Unloading and Loading use of Red Curbs. City shall allow the use of designated red curb zone areas as shown on Exhibits Bt and 82 for immediate off- loading and on-loading of vendor or entertainment equipment from approximately 3:00 p.m. to 4:00 p.m. and 8:00 p.m. to 9:00 p.m. the day of each event. Those vehicles being nsed for temporary loading shall be monitored by their drivers at all times and shall not be parked in red curb zone areas for longer that twenty (20) minutes lnaxilnum. 2) Sidewalk Use. City shall allow the use of designated sidewalk aTeas for event sponsors, motorcycle parking, and vendms andlor event operations on the west side ofThrrd Avenue fi'om Park Way to F Street and at Third Avenue neaT Center Street as shown on Exhibits F, G, D3, FI, F2, F3, 82, A3, A4 and EI and/or at other locations reasonably approved by the City in advancc of the event day. Any vendors and motorcycles shall not obstl1lct pedestrian access to both merchant locations and the sidewalk itself. All vendors selling items at the Car Show shall apply for and receive City of Chula Vista business licenses. 3) Use of Memorial Park Areas. Provide coordination with the City's Public Works Department for the nse of certain Memorial Park areas: approximately 1300 sq meters of grass area and concrete area and connecting side walk area on Third Avenue and entrance to Fuddl1lckers parking as shown on Exhibits A6 and AtO. The boundaries of the parking areas in Memorial Park will be designated by small red spray painted maTks on thc sidewalks for the 1110st Sonthem and Western boundaries. Those individuals parking on grass areas designated in Exhibits A6 and AIO must first have their undercarriages inspected by SBC officials per SBC approved event protocols to limit the risk of any fluids causing damage to the grass. Disposable drip pans will be used whenever a leakage risk is identified. No parking outside these marked boundaries in Memorial Park will be pennitted. No undercarriages, frames, exhaust pipes, etc., shall be lowered onto the grass areas in Memorial Park. Should problems arise as a result of oil leakage or bumtldamaged grass the City will notify SBC and City and SBC will agree to meet and discuss plans for remedying these issues. 4) City Council Approvals. Process for City Council consideration and approval the closure of Center Street from Third A venue to Chureh Street. The closure of Center Street will be from 3 p.m. to 7 p.m., during each event to facilitate additional (overflow) parking andlor special car displays. Notwithstanding the street closure, displayed cars must be parked in designated parking stalls. The City does not make Page 3 of 7 2-6 any ,,'uarantee that said approvals will be in fact approved or approved in the time requested by City Council. 5) Parking Areas. Should Fuddruckers management approve use for the Car Show of the southerly parking areas along Memorial Park at the entrance to Fuddruckers restaurant as shown on Exhibit C2, the City consents to the use thereof Should Fuddruckers management approve, SBC display vehicles can be backed into these spaces for display purposes. 6) Parking Implementation. Support the implementation ofa "courtesy" parking ticket program for the area through the Parking District Manager and/or their designated representative and for use by the City private parking enforcement vendor. "CoU11esy" parking tickets shall not apply to red curbs, handicapped zones, or parking outside the boundary limitations outlined above in Memorial Park. 4. FUNDING: Except as othelwise exprcssly provided herein, each party to this Agreement will be responsible for funding their respective Car Show responsibilities without reimbursement from any other party. 5. APPLICABLE LAWS AND REGULATIONS: All parties agree that the Car Show shall be operated in accordance with all applicable federal, state and local laws and regulations and in accordance with the SOPs attached hereto. Unless otherwise approved by the City, or otherwise provided in this Agreement, City's standard parking and traffic regulations shall continue to apply to the Car Show. 6. COMMUNICATIONS AND COORDINATION REPRESENTATIVES: To provide for consistent and effective communication for the Car Show event all parties will appoint a principal and secondary representative to serve as its central point of contact on matters relating to this Agreement, and or the event actions in question. MEET AND CONFER AND ANNUAL REVIEW: The pmiies agree to meet and confer from time to time to identify changes in event conditions, problems with the event and/or the need to modify the Agreement to address same. Minor changes to the Agreement may be made at any time in writing upon mutual agreement of all parties. At the end of each car show season the parties shall meet to review the past performances, support, and concerns in an effort to generate ideas and thoughts on how to make the event more successful and efficient in subsequent years. Page 4 of 7 2-7 8. TERM: The term oflhe Agreement shall commence on the Effective Date and shall expire at the end ofthe 2010 Car Show season unless otherwise terminated at an earlier date. Notwithstanding the foregoing, the parties may elect to extend the Agreement on a year-to-year basis by mutual written agreement. 9. TERMINATION OF AGREEMENT. City's Chief of Police can unilaterally terminate this Agreem ent by providing f0l1y-eight (48) hours written notice to the representatives of SBC and T A V A listed below if he determines, in his sole discretion, that public safety requires he do so. With regard to all other terminations of one or more of the City forms of assistance provided in this Agrecment, the Chief of Police will provide ten (10) days written notice to a representative of both TA V A and SBC identified in Section 5 above. Snch notice shall include an explanation of the problem triggering the temlination. Pl;or to the effective date of any such temlination, the Chief of Police shall meet and confer with T A V A and SBC in order to detennine if a mutually acceptable solution to the problem identified can be reached. 10. LIMITATION OF CITY LIABILITY. SBC and TAVA's sole remedy for any alleged breach of this Agreement by the City shall be written notice of telmination of the Agreement to Lt. Phillip Collum, Chula Vista Police Department. In no event shall SBC or T A V A be entitled to monetary damages against the City for breach of contract hereunder or any other claims for damages relating to the Car Shows. 11. WAIVER OF SUIT. SBC and TA V A unconditionally agree to waive, release, discharge, and covenant not to sue the City, its ofticers, agents, and employees ("City"), from any and all claims and causes of action, whether in law or equity, that SBC and T A V A, their officers, employees, agents, assigns, heirs, next of kin, or successors in interest may have for any LIABILITY, LOSS, DAMAGE, or INJURY, including liability for personal injury, death, dismembennent, damage to property, or theft, arising out of, related to, or in connection with the Car Show, whether caused or claimed to be caused by the active or passive negligcnt acts or omissions of the City. . 12. DEFENSE AND INDEMNITY. SBC and TA VA, jointly or separately, agree to defend, indemnifY, and hold harmlcss the City from and against any and all liability, including but not limited to claims asserted, demands, causes of action, costs, expenses, losses, attorney fees, injuries, or payments for injury to any person or property, including injury to SBC and T A V A, tlleir officers, employees, or agents, caused or claimed to be caused by the acts or omissions of the City, SBC and/or T AVA, their officers, employees, and agents arising out of, related to, or in any way connected with the Car Show. Also covered is liability arising fi'om, connected with, caused by, or claimed to be caused by, the active or passive negligent acts or omissions of the City that may be in combination with the active or passive negligent acts or omissions SBC and/or TA V A, their ofticers, employees, or agents, or any third party. The duty to defend, indemnifY, protect and hold harmless shan not include any claims or liabilities arising from the sole negligence or sole willful misconduct of the City. Page 5 of 7 2-8 13. ACKNOWLEDGMENT. SEC and TA V A agree and expressly acknowledge that the foregoing Waiver, Release, and Indemnity Agreement is intended to be as broad and inclusive as is pern1itted by the law of the state of California, and that if any portion of this Agreement is held invalid, that the balance shall continue in full force and etfect. 14. CERTIFICATION. SBC and TA V A certify that they have the authOlity to sign this document on hehalf of the organizations. SEC and T A V A celtify that they have read this agreement, understand its contents, voluntarily sign this Waiver, Release, and Indemnity Agreement; and further agree that no oral representations, statements, or inducements apmt from this wlitten Agreement have been relied upon. 15. INTEGRATION. This Agreement, together with any other written document refened to or contemplated herein, embody the entire Agreement and understanding between the pmties relating to the subject matter hereof. Neither this Agreement nor any provision hereof may be amended, modified, waived or discharged except by an instrument in writing executed by the party against which enforcement of such amendment, waiver or discharge is sought. 16. GOVERNING LA W. This Agreement shall be governed by and construed iIi accordance with the laws of the State of Califomia, venue located in the City of Chula Vista. I I I I ~~ I I ~~ I I ~ --J L --,aP ~ r u ~~ '~ ~~ :. h --~ III I~ 2-14 Blast from the Past SOP 1 South Bay Cruisers Car Club, Ine STANDARD OPERATING PROCEDURES Blast from the Past Car Show Prepared: Jan 25, 2010 2-15 ----- Blast from the Past SOP 2 Gcncral: This policy and procedure plan addresses general safety & operational requirements/concems to coordinate and manage the Blast from the Past (BFTP) Car Show as outlined in the Special Event Agreement (SEA). Purpose: Provide internal standard operating policies and procedures that support the SEA dated ,2010 by SBC's, Third Avenue Village Association (TA VA) and the City ofChnla Vista. Scope and Applicability: These internal policies and procedures will be used in the course of operating and managing the South Bay Cruisers (SBC) Car Club Blast from the Past Car Show solely for the use of the SBC's as stewards to the annual car show within the Third Avenue Village, Chula Vista, California. Introduction: TIle South Bay Cruisers Car Club, Inc. has been conducting an annual car within the Third Avenue Village business district located on Third Avenue bdween G & E streets for 12-16 weeks during the months of May thru September since 200 I. Procedu res/Protocols: !. HAZARD IDENTIFICATION A. Illegal parking that includes double parking, back-in parking, restricted red zone parking, and restricted parking in park is prohibited during tbe show will be deterred with hazard mitigation/warning sign age, barriers, cones, or tape showing areas where participants and visitors can and cannot park. B. Speeding, exhibitionism, and loud individual music during show times is prohibited and will be addressed by posting waming signage several hours ahead of show times so as to prevent illegal behavior from uccurring, and signage will be removed by the SBC once special event is concluded for the day. C. Oft:loading and on-loading of vendors, sponsors, and/or enteJiaimnent equipment in specified red zones, and/or designated parking areas will be done with the use of safety cones, barriers, and/or tape by the SBC personnel or their designates. These personnel will be designated as Safety Personnel, and must bc easily identified by the public. D. Street closures and/or directional safety signage will be utilized by the SBCs with the support ofTA V A, and/or the City ofChu1a Vista. As such, signage meant to infoffi1 and/or keep the public safe will be posted or placed prior 2-16 . .~- Blast from the Past SOP 3 to the designated hours of the Blast from the Past Car Show. E. Any of the issues or problems in connection to the items mentioned above will be addressed in order to mitigate potential safety hazards or problems. The SBCs will contact the local Police Department for intervention requiring law enforcement assistance in the event these issues become too problematic and above that which can be handled at their lowest level. However, every attempt will be made to mitigate potential problems ahead of each show utilizing the appropriate resources. F. Criminal or illegal behavior that is observed by members of the SBCs and/or their designate will be rep0l1ed immediately to the appropriafe individuals for appropriate action and/or eonllnunication with loeallaw enforcement authorities. SBC will not attempt to intervene in any potentially dangerous situation that jeopardizes his/her safety. II. ON-SCENE SHOW/SITUATIONAL MONITORING A. The SBC Car Club membership shall be responsible for providing sufficient manpower to cover the show event areas on foot and by vehicle to adequately coordinate and manage all aspects ofthe Blast ii-om the Past Car Show. B. The SBC membership will have sufficient means of equipment to communicate effectively among each other before, during, and after show for the purpose of reporting illegal behavior violations or potential hazard mitigation measures exhibited by show participants and or visiting public. Such reports will be made by membership in the event they cannot handle the situation themselves. i I r C. SBC Director or his/her designate will have the authority to communicate with local law enforcement to rep0l1 issues that require police assistance. D. SBC Director or his/her designate will document and rep0l1 any issues pertinent to law enforcement by w11tten or emailed communication within a timely malmer (24 hrs of occurrence). Examples are: I. Clients rising to the level requiring additional redress. 2. Criminal activity. 3. Hazards or safety concerns requiling additional redress. E. SBC Director or his/her designate must have on-scene/on-show eyes and 2-17 Blast from the Past SOP 4 ears on all aspects of car show and area affected by show. This will be accomplished thm effective communication utilizing any means available to include radioltelephonic communication, on-scene observers/monitors, and/or designates. JIl. STREET CLOSURE AND SHOW PARKING PREPARATION A. Street closure and designated show parking areas will be facilitated with the coordination and consultation and follow-up of/he Third Avenue Village Association (T A V A) provided under the following circumstances: I. Prior notice given to businesses in show areas. 2. Signage will be placed well in advance of special event. Removal of such will also be done immediately following each weekly show by SBC staff. 3. The street closure will follow the procedures identified within the City of ChuIa Vista street closure pemlit. T A VA has perfOlmed a similar service for T A V A's weekly Farmers' Market event. B. The street closure permit will be given to the TA V A for implementation. C. T A VA will ensure that all written pennits are sent and received for such street closures, and copy sent to SBCs for its files. D. SBC will inspect the streets before each event for appropriate use by: I. Identifying hazards to wbich the public may be exposed. 2. Describe conditions under which the area can be used and/or its availability. 3. Report description of the signs and or required signage for appropriate use. E. SBC will provide written recommendations to T A V A for any resow'ces required to correct street closures issues mentioned above; such to include: I. Recommendations for resolution or follow up. 2. Any condition that places the public at risk due to any exposure to a hazard will be resolved before show event. 2-18 Blast from the Past SOP S IV. SHOW EQUIPMENT A. The SBCs involved in each Blast from the Past Car Show shall bc familiar with the location, application, and correct ways to operate the following equipment in the event its use is necessary. 1. Fire extinguisher 2. First aid kit 3. Emergency telephone numbers 4. POItable nvo-way radios/ cell phones One radio for PD to rcpOlt or follow up an issues or concerns 5. Blast from the Past SOP V EMERGENCY PROCEDURES Prevention is necessary to ensure that emergencies do not occur, or at the very least be minimized. An emergency response is that which may require Emergency Medical Services (EMS), and/or Fire Department and/or Police intervention. A. The SBCs will have the appropriate emergency contact numbers for use in the event they are required. See Appendix A (emergency contact numbers) to this SOP. I. Examples of an accident occurring during the show areas necessitating EMS response will be done via 911. SBCs will monitor such accidents until such time that EMS or other emergency responders arrive. 2. Hazard chemical spills will be tracked and/or cleaned by responsible parties when available. Othelwise City of Chula Vista resources will be notified for support. 3. Vehicle accidents not requiring EMS support will be reported to the appropriate emergency provider and monitored until such time that emergency response SUPPOlt has anived. 4. Accidents and injuries, which occur in the designated car show area must be immediately reported to local police authorities. 5. Injuries rcquiring first aid will be repOlted to the area EMS. 2-19 Blast from the Past SOP 6 6. Emergency transp0l1 (ambulance) shall be contacted to respond to injUlies requiring 911 services or more extensive treatment. 7. All injuries shall be investigated by the local police authorities through the designated supervisor or point of contact (POC). 8. Accident incidents (without injuries or damage) should also be rep0l1ed and reviewed with the appropriate POC" per item #4 mentioned above. VI BFTp CAR SHOW TRAINfNG & BRIEFING A. Training I. Those SBC members assigned to work the BFTP will be brieted on all aspects of this SOP and the SEA. The SBe's will be responsible for assuring all pertinent SBC members are appropriately trained. 2. The aim of the training program is to assure that all individuals are adequately trained so as not to place themselves or anyone else at risk while working the BFTP car show. The objective ofthis SOP is to assist in their training. 3. This training shall be provided to each person/SBC assigned to work the show area, and/or provided to each prior to assignments involving those working the car show. B. Reference Matelials 1. This SOP, reference materials on the street hazards, first aid, and safety equipment. 2. BFTp - Special Event Agreement. 3. Written appendices supp0l1ing the above reference materials shall be available at all times by personnel working the BFTp car show. VII OTHER PROCEDURES A. Each street vendor and/or sponsor and/or entertainment group shall be pre-approved by the BFTP planning committee or their designate prior to working the car show. 2. Those approved to sell, entertain, and or display their wares in the BFTP car show will be required to follow designated lllles (Appendix B) that comply with the tenets of the SEA and this SOP. As such, they have to apply for such pennission and agree in writing to such compliance before the show dates. 3. Car show participants will be notified by flyer or other sources of the BFTP lllles before, during, and after car show. 4. The general public (visitors) will be informed by whatever means necessary of the car show lllles so as to prevent potential problems and/or safety concerns to them or others. 5. TBD or compliance issues to any rules, policies, and procedures will be dealt with in the best manner possible. 6. Car show pm1icipants are responsible for TBD. 7. Costs incurred as a result of operating and managing this car show is the responsibility of the generating party, see Appendix C. VIIl OTHER HANDLlNG PROCEDURES A. Vendor rules I. All vendors are required to apply to display their wares at the BFTP car show, and must be pre-approved prior to the date of each show. 2. All vendors must abide by the rules in the BFTP car show SEA, and lor all municipal/state laws and codes. 3. All vendors must provide proof of insurance to the SBe prior to each show and the vendor is a food establishment, then they must provide a County Health Permit for such food item(s). B.
