CALL TO ORDER ROLL CALL MEMBERS PRESENT: DEL BOERNER LUPE JIMENEZ BILL BERRY OSCAR VOGEL JOHN CROUSE 2. STAFF PRESENT: CANDY BOSHELL, Acting Director of Personnel ALSO PRESENT WAS DEPUTY CITY MANAGER JIM THOMSON to formally announce Council action approving the appointment of Candy Boshell as the Personnel Director effective June 24. 1989. 3. APPROVAL OF MINUTES MSC (Berry/Jimenez) to approve the Minutes of the April 13, 1989. (Vogel and Crouse abstained.) 4. APPROVAL OF EXAMINATION ANNOUNCEMENTS 1243 1246 OPEN PROM ASSISTANT CIVIL ENGINEER SENIOR GARDENER MSUC (Crouse/Berry) to approve examination announcements. 5. PROMULGATION OF ELIGIBLE LISTS 1230 OPEN SUPERVISING CUSTODIAN MSUC (Crouse/Jimenez) to approve promulgation of eligible list. 6. NEW BUSINESS A. CHARGING FEE FOR FILING APPLICATIONS WITH THE CITY OF CHULA VISTA Discussion ensued regarding Chula Vista's policy of requiring applicants to provide either two stamps or fifty cellls to cover the cost of postage when submitting an application for employment. The Commissioners feel that this is totally inappropriate and a detriment to the City. It "puts the City in a very bad light" and may have "indirect ramifications". The Commission strongly supports the reconsideration of this policy. MSUC (Crouse/Berry) to submit a memo to the City Manager to reconsider City policy of requiring stamps/money with applications. 7. OTHER BUSINESS 8. CHAIR'S COMMENTS Chair Boerner extended congratulations to Candy Boshell for her appointment to the position of Personnel Director. MI'. Boerner stated that he has worked well with Candy in the past and looks forward to a continuing relationship. .... I Civil Service Commission Minutes -2- May 18, 1989 .9, COMMISSIONERS' COMMENTS Commissioner Berry served as a rater on a recent oral panel for Supervising Custodian, He said that out of twelve scheduled candidates, only five showed up. His concern is that the City of Chula Vista is not paying enough to attract good candidates. Commissioner Crouse added that housing costs are also a deterrent.
