Cultural Arts Commission
Monday, October 1, 1990, 6:06 p.m.
(Organizational Meeting)
Call to Order and Introductions
An organizational meeting of the Cultural Arts Commission met on Monday, October 1,
1990, in the City Council Conference Room. The meeting was called to order at 6:06 p.m.
by Mayor Gregory R. Cox.
Present were Commission Members: Patricia Ables, Larry Dumlao, Joan Gerber, Paul
Hendricks, Archibald McAllister, Barbara McGovern, Coleen Scott, Dency Souval, and Ralph
Torres.
Also present were: Leonard M. Moore, Councilmember; Jim Thomson, Deputy City
Manager, D. Richard Rudolf, Assistant City Attorney; Jess Valenzuela, Director of Parks and
Recreation; Vicki C. Soderquist, Deputy City Clerk; Nora McMartin, Library Staff Liaison;
and John Gates, Parks and Recreation Staff Liaison.
Comments by CV 2000 Subcommittee
Coleen Scott and Dency Souval, Chair and Vice-Chair of the CV 2000 Cultural Arts
Subcommittee, presented an overview report. The Subcommittee felt the formation of the
Cultural Arts Commission was essential for the City to provide a formal liaison for
government, schools, and the art community. The Commission will regularly asses their
goals and objectives and solicit public input regarding programs.
Mayor Cox reviewed the functions and duties named in the City Council Ordinance
establishing the Cultural Arts Commission.
Comments Regarding the Budget
Jim Thomson, Deputy City Manager, reviewed the budget established for the Commission.
Commission Member Torres questioned the budgeted amount for salary and wages. Deputy
City Manger Tomson responded that clerical work would be done by City staff during
regular working hours. The budgeted amount would cover overtime hours far night
meetings. The Parks and Recreation Department will be the primary contact with the
Library assisting.

. Comments Regarding the Brown Act
D. Richard Rudolf, Assistant City Attorney, briefly highlighted the major points of the
Brown Act. He encouraged the setting of a regular meeting date and time, the importance
of setting an agenda and posting it 72 hours in advance of the meeting, all meetings must
be in public forum, the need to have four members present in order to do business, that
four members represents a quorum, and the minutes must reflect absences and reasons for
absence.. . ... He--also . spoke briefly about the Conflict of Interest Code and the filing
requirements.

Distribution B/ClC Handbook
Vicki C. SoderqUist, Deputy City Clerk,. distributed a draft update of the Boards,
Commission, and Committee Handbook. She highlighted sections relating to attendance,
creating and posting of Agendas, voting procedures, budget, and secretarial support.
Councilman Moore informed the Commission of a new Council policy which will allow
Boards-and Commissions to place items on the Council Agenda for consideration.

Election of Chair and Vice Chair
Mayor Cox asked for nominations for Chair and Vice Chair. By unanimous vote, the
Commission selected Dency Souval as Chair and Paul Hendricks as Vice Chair.
Mayor Cox explained that the ordinance required staggered terms which were: 2 _ 1 year
terms, 2 - 2 year terms, 2 - 3 year terms, and 3 - 4 year terms which were to be drawn by
lot. Commission Members will serve the following terms: Paul Hendricks and Ralph
Torres - 1 year terms; Barbara McGovern and Dency Souval - 2 year terms; Larry Dumlao
and Joan Gerber - 3 year terms; and Patricia Ables, Archibald McAllister, and Coleen Scott
- 4 year terms.
Set Date and Time for Meetings
Ms. Souval entertained suggestions for date and time of meetings. By unanimous consent,
the Commission selected the second Tuesday of each month at 5:00 p.m. Said meetings
to be held in the library Conference Room, and if unavailable, in the Parks and Recreation
Conference Room. The first regularly scheduled meeting will be on November 13.

subcommittees, cultural arts complex, printing of directory, funding, hiring of a director,
and a cultural arts exchange program. Councilman Moore suggested a public relations
program and Parks and Recreation Director Valenzuela suggested the Commission draft a
response to the CV 2000 overview.
Mayor Cox informed the Commission that the Counei! would be meeting in a Council
Conference on October 25th at 4:00 p.m. to discuss the Chula Vista 2000 recommendations
and funding considerations.
Ms. Souval requested a report at the next meeting regarding Redevelopment Agency funds
available to the Commission and an inventory of existing art within the City.
Mayor Cox explained that current art projects are 'reviewed by the Design Review
Committee and he would like to see the Cultural Arts Commission involved in the review
process.
Deputy City Manager Thomson suggested that the Planning Director attend one of the
Cultural Arts meetings to explain the current review process.

The meeting adjourned 7:48 p.m. to the next Regular meeting scheduled for November 13,
1990 at 5:00 p.m. to be held in the Library Conference Room.
