MINUTES OF THE
REGULAR MEETING OF THE
CULTURAL ARTS COMMISSION
Tuesday, 5:00 p.m.
July 13, 1993

1. APPROVAL OF MINUTES
The minutes of the meeting of June 8, 1993 were approved MSUC
[MCAllister/Cernitz] 5-0 (Commissioner Souval was not present
yet, commissioners Scott and Torres were absent).
The minutes of the meeting of May 11, 1993 were approved with
a correction. commissioner Souval was present and
commmissioner Torres was not present. MSUC
[Cernitz/McAllister] 5-0 (Commissioner Souval was not present
yet, commissioners Scott and Torres were absent).

UNFINISHED BUSINESS
Action Items:
a. Work Plan/Goals & Objectives
The Workshop Meeting on July 12, 1993 was held to discuss
the Commission's goals and objectives. Following the
workshop, Cultural Arts Coordinator Shaw held additional
meetings to enhance and refine the final version of the
Work Plan.
The 1993-94 Work Plan was distributed to the
commissioners. The Plan included eight goals and
objectives. Each objective included strategies, the
responsible parties, financial committment and time line.

The entire Work Plan is greatly dependent upon committee
structure, which is new to the Commission. The Committee
administrative guidelines was distributed. Under Item
#3, the Commission decided to not limit the committee
membership to those who only live or work in Chula vista.
The commissioners chose which Sub-Committee's they
preferred to serve and act as Chairperson. Committee
Recruitment Checklist, Chair Roles and Responsibilities,
and an informational fact sheet of the role Cultural Arts
Commission, were distributed to the Commission.
MSUC [Souval/McAllister] 6-0 (Scott and Torres absent)
to adopt the Work Plan guidelines with the amendment to
open the committee members to any citizen. To ensure the
Work Plan is acceptable, staff agreed to have the City
Attorney's office review the Work Plan.
Ms. Shaw thanked the Commission for working with her and
attending the extra meetings. commissioner Dumlao, on
behalf of the Commission, extended their appreciation for
Ms. Shaw's amount of work, time and support.
b.
Bayfront Development
The report on the Bayfront negotiations is scheduled for
the city Council meeting of July. 20, 1993. The
commission agreed a Cultural Arts Commission
representative should be present at the meeting.
Chair Ables and Commissioner Dumlao plan to attend the
meeting. Copies of the report will be available at the
Parks & Recreation Department on Monday, July 19, 1993.
3. NEW BUSINESS
a. Election/Reappointment of Chair and vice Chair
The Chair declared the annual election of officers for
the Fiscal Year 1993-94 open.
commissioner Dumlao nominated Ms. Ables to the office of
Chair. Ms. Ables accepted the nomination.
commissioner McAllister nominated Ms. Cernitz to the
office of Vice Chair. Ms. Cernitz accepted.
Any further nominations will be accepted at the meeting
of August 10, 1993. The voting and appointment of Chair
and Vice Chair will take place at that time.
In the future, the Commission agreed that nominations
should take place in May each year with the elections
following in the month of June.

SUB-COMMITTEE REPORTS
Chair Ables reported a first meeting was held to discuss the
Music Festival. The meeting was a brainstorming session of a
newly formed committee who are very interested in holding an
annual Music Festival. commissioners Ables and Cernitz will
only act as liaisons to the Committee. The Committee chose a
tentative date of April 30-May 1, 1994, which will hopefully
be compatible with the annual City's Arts Festival.
5. STAFF REPORT - None.
6. COMMUNICATIONS
Oral Communications - Chair Ables had received from Joan
Gerber all the Cultural Arts Commission newspaper articles,
etc. that had been collected to date. The city Staff will
store these items.
