REGULAR MEETING OF THE
CULTURAL ARTS COMMISSION

CALL MEETING TO ORDER
ROLL CALL
MEMBERS PRESENT:
Chair Ables, Commissioners Dumlao, Gerber,
Luna, McAllister, Scott, and Torres

APPROVAL OF MINUTES
The minutes of the meetings of April 13, 1993 and May 11, 1993
were approved. MSUC [Souval/Scott] 6-0 (Commissioners
McAllister and Torres were not present yet, Commissioner
Cernitz was absent).

UNFINISHED BUSINESS
Action Items:
a. Valle Lindo School Request
Commissioner Souval distributed background information on
the Valle Lindo Elementary School Language Arts/Visual
Arts.
The Commission, at their May 1993 meeting, recommended
that Council respond to Valle Lindo Elementary School's
request by awarding a proclamation recognizing and
supporting the school's efforts in arts education and
encourage other schools to pursue involvement.
Since that time it was brought to the commission's
attention that several elementary schools are also active
in arts education. Commissioner Souval will discuss this
matter with the School's Superintendent.

MSUC [SouvaljScott] 7-0 (Commissioner McAllister was not
present yet, commissioner Cernitez was absent) decided to
postpone any action until there was further
clarification. Commissioner Souval will report back to
the Commission at their September 1993 meeting.
2. NEW BUSINESS
b. Bayfront Development
Mr. Gates introduced Fred Kassman, Redevelopment
Coordinator. Mr. Kassman gave a brief presentation on
the status of the Bayfront Development Project. The city
is negotiating the Developer, Bill Barkett. There has
been no formal presentation made to the Council to date.
The Bayfront Development Project is 100 acres with a
portion of that site has been set aside for a Cultural
Arts Center. The facility is estimated to cost
approximately $40 million.
The Commission discussed their concerns and questioned
how they can and should pursue their interest in the
facility. Mr. Kassman will relay the Commission's
concerns to staff.
City staff will be reporting to the Council the results
of the negotiations at the June 22, 1993 Council meeting.
The Commission requested to receive notification of the
agenda statement prior to the Council meeting.
2. NEW BUSINESS
A. Installation INSITE 94 Presentation Project - This item
was continued to the next meeting.
3. SUB-COMMITTEE REPORTS
a.
McCandliss Memorial Fund - There was no new information
to report.
b.
Cultural Arts Festival - Commissioner Gerber reported the
Bach Festival was very successful.
Chair Ables reported several letters were received
thanking the Cultural Arts Festival Sub-Committee. Ms.
Cernitz and Ms. Ables suggested to proceed by arranging
a meeting of all interested parties and discuss next
year's music festival.

4. COMMUNICATIONS
a. Oral Communications - None;
Chair Ables introduced Carlos palaio, a native Rusino
Indian. Mr. Palaio is actively working with tribes from
San Diego County and Baja. There is a large population
of tribes in the local community. Mr. palaio mentioned
there is also many sacred sites throughout the County.
Mr. palaio was interested in making aware the public of
the Indian cultural heritages and asked for the
Commission's support. Mr. palaio I s long term goals
include having their own interpretive center in an open
space area which would be supported by the tribes.

Commissioners' Remarks -

The Commission regretfully accepted the resignation of
Commissioner Gerber with an effective date of June 30,
1993. Ms. Gerber thanked everyone for her opportunity to
serve and participate on the Commission.
Commissioner McAllister distributed an updated Commission
roster.
Commissioner Dumlao reported he attended the CALLA
Conference on June 5. Mary Etta Huston, Artist, also
attended the Conference. Ms. Huston had been honored
during the Memorial Day weekend in Boston for her work.
Ms. Huston was interested in scheduling an art show in
Chula Vista. Mr. Dumlao asked the Commission to keep in
mind any ideas for the perfect place where Ms. Huston
could display her latest artwork.
The Commission was reminded of the Workshop scheduled for
Saturday, June 12 at 8:00 a.m. in the Library to discuss
their goals, objectives and strategies.
5. STAFF REPORT - None.
Meeting adjourned at 6:55 p.m. to the next regularly scheduled
meeting of July 13, 1993 at 5:00 p.m.
