MINUTES OF THE
REGULAR MEETING OF THE
CULTURAL ARTS COMMISSION
Tuesday, 5:00 p.m.

CALL MEETING TO ORDER
ROLL CALL
MEMBERS PRESENT:
Chair Ables, Commissioners Dumlao, Gerber,
Luna, McAllister, Scott, Soriano-Cernitz, and
Torres
MEMBERS EXCUSED:
Commissioner Souval
STAFF PRESENT:
Staff Liaison Gates, McMartin and Shaw
Staff reported Commissioner Souval has notified staff she would not
be attending the meeting. The Commission needed to vote on whether
to accept or deny the absence. The Commission decided to accept
the absence and in the future was against taking any action on
Commissioner absences MSUC [Torres/Luna] (8-0).
2. UNFINISHED BUSINESS
Action Items:
a. Commission Work Plan
Under New Business, "Embrace the Challenges of Change", the
Commission agreed to take this agenda item out of order and
combine this item with the Commission Work Plan.
Commissioner Luna gave an overview of the "Embrace the
Challenges of Change" workshop that was attended by
Commissioners Cernitz, Dumlao and herself on March 12 and 13,
1993 hosted by the California Assembly of Local Art Agencies
and The city of San Diego Commission for Arts and Culture.
The depth of the information and discussion that took place at
the workshop put into perspective the focus of the
Commission's Work Plan. Commissioner Luna strongly suggested
the Commission collaborate with the community and exercise
some guidance, make themselves known as a Commission, voice
opinions as to where the arts are going in Chula Vista.

The Commission needs to facilitate community involvement and
recognize that art is an agency of change in the community.
There needs to be a broader base in the community, and the
Commission may be isolated from who and what is really in the
community.
Commissioner Torres reminded the Commission they have already
been through the process of hiring a consultant to assist the
Commission with their Work Plan. The Chula vista 2000
Committee did address the community and received a broad
spectrum of representation and response. The Commission is
now moving in the direction reviewing, updating and
reprioritizing the existing Work Plan.
Cultural Arts Coordinator Shaw suggested a needs assessment
plan should be developed prior to implementing any kind of
recommendations.
MSUC [CernitzjLuna] to schedule a Workshop to discuss a new
needs assessment plan and the Commission's Work Plan on June
12, 8:00 a.m. - 12:00 Noon at the Library Conference Room.
Cultural Arts Coordinator Shaw will assist in facilitating the
strategies.
b. Valle Lindo School Request
commissioner Dumlao updated the Commission on the request of
Valle Lindo Elementary School, via the Council, to adopt and
support their school in cultural arts.
The Commission recommends that Council respond to Valle Lindo
Elementary School request by awarding a proclamation. The
Commission would like the proclamation be presented to Valle
Lindo School by a Cultural Arts commissioner at a Council
meeting. The proclamation would recognize and support the
school's effort in arts education and encourage other schools
to pursue involvement. MSUC [Cernitzjscott] (7-0) to direct
staff to respond to the Council referral.
c. "Loaning" of Funds to Private Organizations
MSUC [DumlaojCernitz] (7-0) The Commission decided against
administering any programs or loaning funds to private
organizations.

2. NEW BUSINESS
b. Bayfront Development
By way of Commissioner Souval, Councilperson Horton is looking
for some support from the Cultural Arts Commission with
regards to the funding for a Cultural Arts facility at the
Bayfront.
The Commission requested staff to return with updated
information on the status of the Bayfront Project and the
Cultural Arts Center and if there is a formal direction they
would like the Cultural Arts Commission to proceed with.
3. SUB-COMMITTEE REPORTS
a. Festival
Sub-Committee Chair Cernitz reported on the Cultural Arts
Festival which was held May 8 in Memorial Bowl. The overall
synopsis is that the Festival was a success and well attended.
Ms. Cernitz distributed a preliminary revenue and expenditure
report.
Special thanks went to Melody Cernitz, the Sub-Committee and
Brian Cox, Recreation Supervisor II.
b. McCandliss Memorial Fund
Sub-Committee Chair Scott reported there was not any new
business to report, however, the target date for nomination
for the first annual award will be November, 1993.
4. COMMUNICATIONS
a. Oral communications - None.
b. Written Communications - None.
c. Commissioners' Remarks -
commissioner Gerber reminded the Commission of the Bach
Festival scheduled for Sunday, May 16 at 4:00 p.m. at the
Pilgram Luthern Church.
commissioner McAllister distributed an updated roster of
the Commission members.

5. STAFF REPORT -
1. Cultural Arts Coordinator Shaw distributed information
that was received at the workshop hosted by the
California Assembly of Local Art Agencies. The
information includes their long range plan for the
California Assembly of Local Art Agencies which includes
their Mission statement and strategic Goals.
2. Cultural Arts Coordinator Shaw briefly explained
Installation INSITE 94. This Project is San Diego based
organization. It is a regional, national and
international public arts projects festival.
Ms. Shaw suggested inviting Gail Goldham, Public Arts
Coordinator for the City of San Diego to the next
Commission meeting to further explain this Project. The
Commission agreed to place this item on next month I s
agenda.

Cultural Arts Coordinator Shaw will be attending the
California Confederation of the Arts, 1993 Congress of
the Arts on May 18-20, 1993 in Sacramento.
Meeting adjourned at 7:10 p.m. to the next regularly scheduled
meeting of June 8 at 5:00 p.m.
