CULTURAL ARTS COMMISSION

CALL MEETING TO ORDER

MEMBERS PRESENT:
Chair Ables, Commissioners Dumlao, Gerber,
McAllister, Scott, Soriano-Cernitz, and Torres
MEMBERS ABSENT:

1. APPROVAL OF MINUTES
The minutes of the meeting December 8, 1992 were approved with
one correction. On Page 2, under commissioners' Remarks, Ms.
Souval was erroneously recorded as Chair not commissioner
Souval discussing the visual arts magnet program. MSUC
[Scott/Torres] 6-0.
2. UNFINISHED BUSINESS
Action Items:
a. commission Budget - Fiscal Year 93-94
The Commissioners received copies of their budget in
their agenda packet. The Cultural Arts Commission's
1993-94 budget will be submitted with no increases.
Budget cuts at designated percentages were discussed.

Non-Action Items:
a. Review of Commission Work Plan
The Commission began by listing on a flip-chart the
objectives of the five SUb-Groups work plans. The
Commission agreed to use two criteria in determining
applicability of each objective: 1) establishing a City
policy and 2) administering City Programs.
The Commissioners were asked to identify which objectives
could be recommended as tasks of the Commission or as
tasks of staff and also the Cultural Arts Coordinator
(once onboard). Approximately half of the objectives
were reviewed. This item was continued to the next
meeting.

b. Festival Sub-Committee Work Plan/Budget
Commissioner Soriano-Cernitz reported over 300 interest
letters were mailed. Many response cards have been
returned. The Sub-Committee will be meeting some time
next week.
3. NEW BUSINESS
Action Items: None.

4. COMMUNICATIONS
a. Oral Communications - None
b.
Written Communications ADA Training Session A
Training Session is scheduled for all Boards and
Commissions regarding Americans with Disabilities Act
(ADA) on January 13, 1993 at 2:00 p.m. in the Council
Chambers.
c. Commissioners' Remarks -
Commissioner Dumlao reported the California Coastal
Commission submitted their staff report on the Bayfront.
The original site for the Cultural Arts Center Complex
was disapproved but the alternate location was being
considered.
Commissioner Gerber met with Barbara Moore, Volunteer
Coordinator, at the Nature Interpretive Center. The
Commission was asked to keep in mind the possibility of
working with the Nature Center by combining a possible
art show, etc. in the future.
Commissioner Scott questioned the status of the Gayle
McCandliss Memorial Fund guidelines. This item is
scheduled for the Council meeting of January 26.
5. STAFF REPORT -
a.
Price Club Hispanic Arts Festival
A Price Club Hispanic Arts Festival is scheduled for
March 19 and 20, 1993 to be held at Memorial Bowl. The
Commission is being approached by this Group to request

the Commission's assistance in distributing promotional
informational packets to key people in the community. In
turn, the Group is willing to make a $500 donation to the
Cultural Arts Festival or the McCandliss Memorial Fund.
The Commission concurred with the request.
staff reported the Cultural Arts Coordinator position
deadline for sUbmitting applications was extended a
couple of weeks.
Meeting adjourned at 7:00 p.m. to the next regularly scheduled
meeting of February 9, 1993 at 5:00 p.m.
