MINUTES OF THE REGULAR MEETING OF THE CULTURAL ARTS COMMISSION Tuesday, 5:00 p.m. November 10, 1992 Parks & Recreation Conference Room ci ty Hall ********************** CALL MEETING TO ORDER ROLL CALL MEMBERS PRESENT: Chair Ables, commissioners Dumlao, Luna, McAllister, Soriano-Cernitz, Souval and Torres MEMBERS ABSENT: commissioners Gerber and Scott STAFF PRESENT: Staff Liaison Gates Staff Liaison McMartin 1. APPROVAL OF MINUTES The minutes of the meeting October 13, 1992 were approved. MSUC [SouvaljMcAllister) 5-0. The Commission agreed to rearrange the order of the agenda items and place the Budget Manager Report first on the agenda. Staff reminded the Commission that the City Council will be discussing approval of the Cultural Arts Coordinator position at 6:00 p.m. and suggested the Commission should consider attending the meeting for support. 3.a. NEW BUSINESS - Budget Manager Report Budget Manager Dawn Herring reported the City's financial situation and the City's budget process for FY 1993-94. When the FY 1992-93 budget was prepared, the funding from the State was not finalized. The reduced amount from the State affected the city's general fund by approximately 2%. The City asked the Departments to recommend a 2% cut list from their budgets. The amended General Fund budget that went to the City Council was approximately $970,000. . . . Cultural Arts Commission Meetings Minutes 2 November 10, 1992 The FY 1992-93 budget was balanced with some one-time revenues. Because the City used $2.7 million in one-time revenues to balance the current year's budget, the budget for FY 1993-94 will be starting $2.7 million short. The City is looking for additional revenues. Consistent rumors from the state will result in more cuts in funding for the next fiscal year. The City uses four guidelines in deciding budget cuts: 1. No change in level of service 2. No access to the $9 million reserve 3. Uphold Agreements made with existing Memorandum of Understanding with our Bargaining units 4. No lay-offs of new employees Ms. Herring distributed copies of the FY 1992-93 Cultural Arts Commissions budget. When all departments were asked this current fiscal year to cut their budgets 2%, the Boards and commissions were not asked to due to a time constraint. The City is now asking the Boards and Commissions to voluntarily watch their commission's budget spending and perhaps return back a 2% return at the end of the fiscal year. For the FY 1993-94 budget, staff normally takes the lead in helping the commission developing their budgets. Guidelines will be distributed including a cut list which will represent 1%, 2%, and 5% of the total Commission's budget. 2. UNFINISHED BUSINESS Action Items: a. Joint Meeting with Business Community MSUC [Soriano-CernitzjSouval] 7-0 to table the idea of an affiliation with the business community until a workplan has been developed and reviewed by the commission. b. Acceptance of McCandliss Memorial Allocation Plan The Sub-Committee members have reviewed the Plan and gave their approval. MSUC [Soriano-CernitzjDumlao] 7-0 to accept the McCandliss Memorial Allocation Plan. Staff will proceed by having the Director of Finance review the Plan and then forward it to the Council for approval. . . . Cultural Arts Commission Meetings Minutes 3 November 10, 1992 Non-Action Items: a. Letter to City Manager Supporting Cultural Arts Coordinator Staff confirmed the letter was sent to the City Manager supporting the Cultural Arts Coordinator position dated October 15, 1992 on behalf of the Commission. The Commission members did receive a copy of the letter. b. Review/Update of commission Work Plan The Commission agreed to move this item to next month's agenda for discussion. The Committees were asked to submit to City staff their rough draft work plan for distribution to the other Commissioners prior to the next meeting. 3. NEW BUSINESS Action Item: a. Council Referral: Cultural Fair The Council referred to the Cultural Arts Commission the question of whether the city can tie in its efforts into a request from the Y . W. C. A. 's request to conduct a Cultural Fair on November 15, 1992. The intent of the Council seemed to be to coordinate future special events. The Y.W.C.A. had a deadline of December 31, 1992 to use their source of funding. Staff asked the Commission's permission to respond to the Council Referral. The report would explain the Y.W.C.A.'s timeframe situation that the Council was not aware of and how the City would be interested in working with various groups in the future. MSUC [Souval/McAllister] 7-0 authorizing City staff to respond to the Council Referral. b. Festival Funding Activities The Festival Sub-Committee met and agreed that the Commission should participate in the Cultural Arts/Community Pride Festival that the Chula vista Parks & Recreation Department will produce on May 8, 1993 in four different categories: 1) 2) 3) 4) Logo Contest Artists at Work Music Recital & Competition Coffeeshop (work with SCPA and Creative Arts Group) . Cultural Arts Commission Meetings Minutes 4 November 10, 1992 The Sub-Committee decided to send out cards to solicit community input for the Festival. MSUC [Soriano- Cernitz/McAllister] 5-0 to use Festival funds to cover the cost of sending out the cards. commissioner Soriano-Cernitz made a motion to empower the Festival Sub-Committee to use funds in preparation for the 1993 Festival with a cap of $500 per item. The motion died due to a lack of a second. The Sub-Committee was asked to prepare for the December meeting a rough draft plan including expenditures. 4. COMMUNICATIONS a. Oral Communications - None b. written Communications - . Staff mentioned the Port District is reviewing the Public Art Master Plan on November 17, 1992. The Commission agreed a representative should attend the meeting. Mr. Dumlao questioned if anyone from the city was planning to attend. Mr. Gates would follow up and notify Mr. Dumlao if there was a staff member scheduled to attend. MSUC [McAllister/Luna] 5-0 to appoint commissioner Dumlao as spokeperson to speak on behalf of the Cultural Arts Commission at the Port District's hearing on November 17, 1992 addressing the temporary art work plan. c. commissioners' Remarks - Commissioner Dumlao mentioned at the last Mayor I s Breakfast, Police Chief Emerson was starting a program and looking volunteers to participate in youth art program. Perhaps in the future, this is something the Commission could support. 5. STAFF REPORT - None.
