MINUTES OF THE REGULAR MEETING OF THE CULTURAL ARTS COMMISSION Tuesday, 5:00 p.m. July 14, 1992 Parks & Recreation Conference Room City Hall ********************** CALL MEETING TO ORDER ROLL CALL MEMBERS PRESENT: Commissioners Ables, Dumlao, Gerber, McAllister, Soriano-Cernitz, Scott and Torres MEMBERS ABSENT: Commissioner Souval STAFF PRESENT: Staff Liaison Gates 1. APPROVAL OF MINUTES The minutes of the meeting June 9, 1992 were approved with one correction. The Cultural Arts Festival Sub-Committee meeting held on June 25 was the 1992 Festival Committee not the newly formed 1993 Festival Committee. MSUC [Ab1es\Soriano-Cernitz] 7-0. 2. UNFINISHED BUSINESS a. Election of Chair and Vice Chair commissioner Torres asked for nominations for the offices of Chair and Vice Chair. Commissioner Dumlao nominated commissioner Torres to serve as Chair and commissioner Soriano-cernitz to serve a Vice-Chair. commissioner Torres appreciated the nomination but respectfully declined. Commissioner McAllister nominated Commissioner Ables to serve as Chair. commissioner Ables accepted the nomination. MSUC [McAllister/Torres] 7-0 to appoint Commissioner Ables as Chair and Commissioner Soriano- Cernitz to serve as Vice Chair. Chair Ables thanked the Commission for her new appointment as Chair. . Formation of the Non-Profit Organization The Commission is very interested in pooling all its resources and receiving a briefing on the subject of having the status of non-profit status. At the last Commission meeting there was mention of contacting a member of the Ethics Committee to speak on the subject of forming a non-profit organization. Chair Ables will contact Ms. Souval on pursuing a speaker. Staff Liaison Gates will check with the city Attorney for non-profit information. city staff reported the City's Parks & Recreation Commission has not made a decision to date of renewing their status of non-profit. Their next regular scheduled meeting will be within two weeks and further information should be available. c. Cultural Arts Festival Sub-Committee Report - . MSUC [Soriano-CernitzjTorres] 7-0 to include this item for discussion under Unfinished Business. Sub-Committee Chair Scott reported the 1992 Festival Sub- Committee met and prepared a critique to be used as a guideline for future Festivals. Chair Ables asked the Commission to review this report for discussion and acceptance. This item will be placed on next month's agenda. A Request for Proposal to hire a 1993 Festival Coordinator has not been prepared to date. MSUC [Soriano-CernitzjTorres] 7-0 to start procedures to prepare a formal Request for Proposal to hire a consultant. The Commission will need to provide the scope of work, a list of potential consultants, goals and objectives, etc. to city staff. Chair Ables suggested the Festival Sub-Committee needs to meet as soon as possible and provide the information to City staff. Staff Liaison Gates offered to assist the Sub-Committee in preparing the information to be included in the Request for Proposal. 3. NEW BUSINESS a. PAAC Grant Program The Commissioners received information regarding a 1992-1993 Small Organization Support Grant Program. The County will award five $2,000 grants to support small arts organizations meeting . . . . Cultural Arts Commission Meetings Minutes 3 July 14, 1992 certain eligibility requirements, such as those organizations with budgets under $75,000. The grant application due date is July 20, 1992 at 5:00 p.m. MSUC [Soriano-Cernitz/Torres] 7-0 to hire a grant writer to complete the application under the discretion of Commissioner Dumlao's judgment. It was proposed to pay the grant writer 10% of the amount of the grant, with payment conditioned on receipt of the grant funds. The Commission made a motion to empower commissioner Dumlao to represent the Commission in preparation of the grant application. MSUC [Torres/McAllister] 7-0. 4. COMMUNICATIONS a. Oral Communications - Commissioner Gerber reported the Arts Directories were delivered to the Library. Volunteers will assist in mailing postcards notifying the Arts Directory is available. A Festival Book including newspaper articles, pictures, etc. was completed by Commissioner Gerber and will be available at the next meeting. The Commission is interested in inviting the Chamber of Commerce to the next Commission meeting to discuss how they can work together. Commissioner Soriano-Cernitz will contact Mike Green, President. commissioner Scott reported the Gayle McCandliss Cultural Arts Sub-Committee met and prepared a rough draft for the first annual nomination award. Mrs. Scott asked the Commissioners to review the draft and appreciated any suggestions or comments. The next meeting of the Sub- Committee is scheduled for July 15 at 5:15 p.m. in the Library. Commissioner Scott noted that the small theatre arts group had raised approximately $1,600 from the business communi ty. Ms. McCandliss wanted these funds transferred to the Cultural Arts Commission. Mrs. Scott was interested in tracking down these funds. Staff Liaison Gates reported extensive research has been done and there is no record of that money. Mr. Gates will try again to pursue the whereabouts of the funds. . . . Cultural Arts Commission Meetings Minutes 4 July 14, 1992 b. written Communications - A memo from Councilman Leonard Moore was distributed regarding Reduction of Staff Time. Due to the difficult budget times, one suggestion was to reduce or eliminate staff and designate one commission member to take notes during the meetings. After discussion, the Commission decided to file the memo and take no action. c. commissioners' Remarks - commissioner Soriano-Cernitz gave an overview of her attendance at the NALLA Conference in Tucson. An NEA videotape was available for the Commissioners review. The Conference was very informative. There were sessions on multi-cultural presentations and collaboration. One of the interesting sessions was the Tucson Phantom Galleries. Tucson has a very decrepit downtown business district. The Cultural Arts Council approached the building owners to make empty space available to set up art galleries. Retail space was also available. In conjunction with the phantom galleries, the first Saturday evening of each month was dedicated to having all the galleries and the businesses stay open, entertainment was provided, and the evening was publicized as a mini-festival which has become wonderfully successful. The role of the Tucson Arts Council included the liability insurance on the facility, gas & electricity was donated, etc. written information is forthcoming including the tax revenue. 5. STAFF REPORT - A draft letter and memo were distributed to the Commissioners for their review regarding the Commission's disappointment of the disapproval of the Murals Program. A memo would be sent first to the Mayor explaining why the letter would be going to city Council.
