MINUTES OF THE REGULAR MEETING OF THE CULTURAL ARTS COMMISSION Tuesday, 5:00 p.m. May 12, 1992 Parks & Recreation Conference Room City Hall ********************** CALL MEETING TO ORDER ROLL CALL MEMBERS PRESENT: Vice-Chair Torres, Commissioners Ables, Dumlao, Gerber, McAllister, Soriano-Cernitz, and Scott MEMBERS ABSENT: Chair Souval and Commissioner McGovern STAFF PRESENT: Staff Liaisons Gates and McMartin 1. UNFINISHED BUSINESS a. Cultural Arts Festival Sub-Committee Report The Cultural Arts Festi val Sub-Commi ttee Chairperson Scott gave a report of the Festival's events. The Sub- Committee I s overall consensus felt the Festival was successful. The first annual festival was a learning experience. The Sub-Committee was scheduled to meet following tonight's meeting. The Commission agreed to begin immediately to start planning for future Festivals. Vice Chair Torres asked for volunteers to serve on a Festival Sub-Committee. The members serving on the Sub-Committee will include Commissioners Torres, Souval, Soriano-Cernitz and Ables. The Sub-Committee decided to plan on meeting prior to next month I s meeting to begin preparing a rough draft plan. . Cultural Arts Commission Meetings Minutes 2 May 12, 1992 b. Mural Program Staff Liaison Gates brought the Commission up-to-date on the status of the Mural Program. Last week the staff report and draft Agreement went to the City Council for their approval. Council had many questions and concerns with the Agreement. The Parks & Recreation staff has met with the city Attorney to discuss these concerns. The Agreement has been drastically changed. One of the major changes included the ownership and right to the artwork once it is in place. There are state and federal regulations that protect an artwork from being destroyed, painted over, or removed from a building. The city was looking for exclusive rights to the artwork itself. The Agreement was asking the artist to waive his rights under those regulations. . The item was again scheduled for Council's agenda this evening, however, because Artist Mario Torrero has not yet reviewed the Agreement changes, the item was pulled off the agenda. This agenda item will be rescheduled for the next Council meeting and will include Mr. Torrero's comments. MSUC [Soriano-Cernitz\Scott] 7-0 that the Commission appoint one member to address the City Council on the consensus of the Commission's opinion of the contractual agreement. Sub-Commi ttee 's members Dumlao and Torres will review the amended Agreement and address the Council. Staff will provide them with the revised Agreement. c. McCandliss Memorial Cultural Arts Fund - Commissioner Scott reported the next Sub-Committee meeting is scheduled for May 19, 1992 at 5:00 p.m. in the Library Conference Room #1. Due to the vacancy of Commissioner McGovern, Commissioner Scott was looking for a replacement to serve on the Sub- Committee to bring the membership back to five members. Commissioner Gerber suggested contacting Donna Farrow, Marketing Manager, of the Chula vista Shopping Center. d. Review of Work Plan The Commissioners were again requested to complete the steps to meet the goals under each objective in the Work Plan. . e. Formation of Non-Profit Organization - Chair Souval is gathering information and the item will be included in next month's agenda. Staff noted the Parks & Recreation . Cultural Arts Commission Meetings Minutes 3 May 12, 1992 Commission is looking into re-establishing a non-profit organization status and the possibility of the Cultural Arts Commission as a sub-group. 3. NEW BUSINESS a. AMS Feasibility Study The Commission briefly discussed some of the information contained in the draft Feasibility Study. The Commission agreed it was necessary to further review the Study. A workshop meeting was scheduled for May 28, 1992 at 5:00 p.m. in the Library Conference Room #1. Reminder notices will be sent to the Commissioners. 4. COMMUNICATIONS a. Oral Communications - . The Avenue of the Arts Street Festival and Art Walk is scheduled for the weekend of May 16 and 17. Commission Dumlao will have an exhibit in the Festival which will be located at Market and Fourth Streets. The Conference for NALAA is scheduled for June 6-9, 1992 in Tucson, Arizona. Funds are available for one or two commissioners to attend. The deadline for registration is May 15, 1992. The Commission agreed both Chair Souval and Commissioner Soriano-Cernitz could attend. b. Written Communications - Commissioner Dumlao announced SDPAC grant information. MSUC [Ables\Dumlao] 7-0 to form a Committee for the purpose of preparing a grant request on behalf of the Commission. Commissioners Torres and Dumlao will serve on the Committee and Chair Souval will assist. c. commissioners' Remarks - Commissioner Scott read a letter of resignation dated May 4, 1992 from commissioner McGovern. Staff will notify the City Clerk's office of the vacancy. 5. STAFF REPORT - None.
