MINUTES OF THE REGULAR MEETING OF THE CULTURAL ARTS COMMISSION Tuesday, 5:00 p.m. March 10, 1992 Parks & Recreation Conference Room ci ty Hall ********************** CALL MEETING TO ORDER ROLL CALL MEMBERS PRESENT: Chair Souval, Commissioners Ables, Dumlao, Gerber, McAllister, McGOVern, soriano-cernitz, Scott, and Torres MEMBERS ABSENT: None STAFF PRESENT: Staff Liaisons Gates and McMartin 1. APPROVAL OF MINUTES The minutes of the meeting of February 11, 1992 were approved. MSUC [Torres/Ables] 9-0. 2. UNFINISHED BUSINESS a. Chula vista Arts Directory The fee for printing the Arts Directory quoted by Fergus Graphics was very high. Another printing firm is being contacted for estimates. b. Cultural Arts Festiva1 Sub-Committee Report The Festival Sub-Committee has been meeting regularly, and will continue their weekly meetings until the week of the Festival. An overview of the schedule of events that will take place was outlined. The Sub-Committee was' scheduled to meet following the March Commission meeting. The Festival Sub-Committee decided to no longer use the services of Doug Perkins, the Art Festival Coordinator. c. Murals Program Staff Liaison Gates reported to date the Sub-Committee has not received a response from the City Attorney I s office. The proposed contract is still being reviewed. Staff wanted to note the importance of the issues included in the final contract. '. . . Cultural Arts Commission Meetings Minutes March 10, 1992 2 d. McCandliss Memorial Cultural Arts Fund The Sub-Committee's first meeting was held February 18, 1992. Members included Colleen Scott, Mary Lyndetta, Doug Reid and Barbara McGovern. Maria Miles is also a member but did not attend. It was decided the first award would be scheduled for May 1993. It was decided the interest earned in the Gayle McCandliss Cultural Arts Memorial Fund would be used for the award. The Sub-Committee decided it would be too difficult to combine the different categories and make a fair judgment to give one award annually. They decided to give an annual award beginning 1993. Each year one award would be given for a category, starting with 1st year - visual, 2nd year - music, 3rd year - drama, 4th year - dance, and the 5th - poetry and prose. The Cultural Arts commission would be included in the final decisions. The next Sub-Committee meeting is scheduled for May 19 for 5:00 p.m. in the Library. The Commissioners helped brainstorm this subject and gave suggestions to help assist the Sub-Committee with developing guidelines for the implementation of an annual award. e. Staff Liaison Gates reported the Bayfront Planning Sub- Committee has not been completely disbanded, however the Cultural Arts Commission can form their own Cultural Arts Center Sub-Committee. ArtSoft Management Services has not presented their final report on the promotion and construction of an international multi-cultural arts center on the Bayfront. Staff relayed non-commissioned members could serve on a Sub-Committee as along as there is at least one member of the Cultural Arts Commission serving on the Sub- Committee. The Sub-Committee could be chaired by a non- commissioned member if desirable. Any recommendations from a Cultural Arts Center Sub-Committee would need to go through the Cultural Arts Commission before going to Council. After discussion the Commission decided to postpone pursuing a Cultural Arts Center Sub-Committee at this time. Once the ArtSoft Management Services study is complete and of a Cultural Arts Coordinator is onboard with the City (a pending issue in the Budget process), . . . MSUC [soriano-Cernitz/Torres] 9-0 to table any action on the formation of a Cultural Arts Sub-Committee until the June 1992 Cultural Arts Commission meeting. 3. NEW BUSINESS a. Review of Work Plan The rough draft of the Work Plan was distributed. The commissioners were requested to complete the steps under each objective for review at the next Cultural Arts Commission meeting. 4. COMMUNICATIONS a. Oral communications - commissioner Ables extended an invitation to the entire commission to be her guests on March 13 at the Museum of Man in Balboa Park. Ms. Ables is a host for the Maori Cultural Exhibition and a reception for the New Zealand ambassador. b. written Communications - Chair Souval was interested in the renewing the NALAA membership. c. Commissioners' Remarks - commissioner Scott was interested in the possibility of the city's fountains be turned on during the Arts Festival in May. Staff reported there was a mandated resolution of the City Council that the fountains be turned off due to the water shortage. MSC [Scott/Soriano-Cernitz] 8-1 (Dumlao opposed) recommendation was made to approach the city Council with of a letter requesting the City's fountains be turned on during the Cultural Arts Festival weekend. The Commission agreed to wait until April 1992 to approach the Council with their request. ~ commissioner Ables brought up the possibility of the Cultural Arts Commission being maintained as a non-profit organization, whereby a Committee could be formed, such as Friends of the Arts, and still be under the auspice of the city and the Department of Parks & Recreation. The Committee members could maintain any funds. They could also manage the upcoming Arts Festival funding and future fund raising events. The commission decided to place this item under New Business of the next regularly scheduled meeting of April 1992. . . . Cultural Arts Commission Meetings Minutes 4 March 10, 1992 5.
