MINUTES OF THE REGULAR MEETING OF THE CULTURAL ARTS COMMISSION Tuesday, 5:00 p.m. September 10, 1991 Parks & Recreation Conference Room ********************** CALL MEETING TO ORDER ROLL CALL MEMBERS PRESENT: Chair souval, Commissioners Ables, Dumlao, Gerber, Hendricks, McAllister, McGovern, Scott, Torres MEMBERS ABSENT: None STAFF PRESENT: Staff Liaison Gates 1. APPROVAL OF MINUTES The minutes of the regular meeting of August 13, 1991 were approved. MSUC [Torres\Ables] 9-0. 2. UNFINISHED BUSINESS a. Bayfront Ex-Mayor will Hyde, representing Crossroads, was introduced to the Commission. Mr. Hyde was invited to give Crossroads' viewpoints on the Bayfront. The Bayfront is a unique and priceless asset that should be preserved, protected and developed for the benefit of the entire community, not just the developer. Mr. Hyde noted Crossroads is eager to have development begin on the Bayfront. The primary focus of the city's plan should be to provide convenient public access to the Bayfront and to preserve unrestricted ground level views of the bay along the entire western and northern perimeter of the Bayfront. . Cultural Arts Commission Meeting Minutes 2 September 10, 1991 Mr. Hyde gave a brief overview of the history of the Bayfront. Bill Barkett purchased the Bayfront in late 1988. Mr. Barkett decided to develop his own plan, present it to the city for approval. The Council began acting very favorably to what Mr. Barkett was proposing, however the general public had not had the opportunity for any input on it. Staff was asked by Crossroads to be included in the project. Recommendations for Bayfront Sub-Committee Action were: 1. Establish density limits. . 2. Determine desired/acceptable types of development. 3. Recommend certain site plan goals. 4. Recommend a building-height policy. 5. Final plan must be economically viable and balanced. Crossroads' comments and recommendations concerning the Bayfront Development were: 1. The City should prepare its own general plan for bay front development and approve only those projects which conform to it. . 2. The primary focus of the City's plan should be to provide convenient public access to the bay front and to preserve unrestricted ground level views of the bay along the entire western and northern perimeter of the Bayfront. 3. The City's plan should preserve as much of the natural terrain and character of the Bayfront consistent with the need for economic development that will be more than adequate to pay for the cost of development of public serving areas and facilities provided in the plan. 4. The City should use its redevelopment authority and resources to assist developers who cooperate with the city in fulfilling the City's plans for bayfront development. . Basically, the City should develop its own plan rather than the city reacting to the plan of the developer. Crossroads felt forming the Bayfront Sub-Committee was a positive step by the City Council in giving the citizens of the community an opportunity to voice their views on the Bayfront. . . . Cultural Arts Commission Meeting Minutes 3 September 10, 1991 Community Development Department Specialist Robin Putnam, was invited to present an overview of what is being proposed by Bill Barkett, Chula vista Investors, on the Bayfront. Chula Vista Investors owns the bulk of the area north of "F" Street, except for a couple of parcels owned by the Chula Vista Redevelopment Agency. Since 1988, when Chula vista Investors bought this property they have been working on a complete resubmittal of the City's entire local coastal program. On August 20, 1991 the City Council considered this proposal by Chula vista Investors. There is about 3.9 million square feet. A tentative map of the proposed development of the Bayfront was explained in detail. The Council's action was to continue consideration of the proposed plan unti ~ their January 14, 1992 meeting. Staff was directed to work with the developer and the Bayfront Planning Sub-Committee to resolve a number of issues. The issues were prioritized and scheduled for eight meetings ending January 14, 1992. commissioner Ables, in her capacity as a member of the Bayfront SUb-Committee, is concerned with her position in representing the Cultural Arts Commission. Commissioner Dumlao, who also serves on the Bayfront Sub-Committee, noted the Sub-Committee is provided sufficient information for decision-making issues. The Commission agreed when cultural arts issues are addressed, Ms. Ables is representing the Cultural Arts Commission. When issues other than cultural arts are discussed, Ms. Ables is a representative as a citizen of the general public. b. Formulating Strategies/Subcommittee Reports The Sub-Committees have not completed all of their meetings with Mary Powers, Consultant. This item will be continued as unfinished Business on next month's agenda. c. Chula vista Arts Directory - Funding A letter was sent to Rohr Industries requesting funding to have the Chula Vista Arts Directory printed. Rohr was not opposed but to date has not responded. . . . Cultural Arts Commission Meeting Minutes 4 September 10, 1991 d. Cultural Arts Festival Sub-Committee Report One Proposal was submitted for a Coordinator for the City of Chula vista's Cultural Arts Festival scheduled for May 1992. The Festival Sub-Committee will be meeting with the applicant, Doug Perkins, Pacific Gateway Group, following the Cultural Arts Commission meeting. Requests for contributions will be sent to various companies for additional funding. e. Murals Program Interviews for the muralists are scheduled for the week of September 23. f. Port Commission Public Hearing Meeting Chair Souval and Commissioner Dumlao attended the Port District meeting that was held on August 29. The meeting was generally an information meeting. g. commission Fine Arts Review - Town Centre/Bay front The Commission was requested to make a decision whether or not the City Ordinance be amended to include the Cultural Arts Commission in the design review process. MSUC [Ables/scott] 6-0 to amend the City Ordinance and include the Cultural Arts Commission in the Town Centre and Bayfront Design Review process. 3. NEW BUSINESS a. Gayle McCandliss Memorial Cultural Arts Fund The item was continued to the next meeting. b. Bayfront Sub-Committee Referral At the direction of the Bayfront Planning Sub-Committee based on the Cultural Arts Commission's recommendations, staff issued a Request for Proposals to conduct a feasibility study for a cultural arts facility. Three proposals were received in response to the RFP. At the Bayfront Planning Sub-Committee August 29, 1991 meeting, staff was directed to return to the Cultural Arts Commission to seek a recommendation on selection of a Cultural Arts consultant. Two actions by the Cultural Arts Commission are requested: . . . Cultural Arts Commission Meeting Minutes 5 September 10, 1991 1. The Cultural Arts Commission recommended to the Bayfront Planning Sub-Committee to hire a consultant to conduct a feasibility study for a Cultural Arts Center at the Bayfront. MSUC [Scott- Ables] 6-0. 2. The Cultural Arts Commission recommended to the Bayfront Planning Sub-Committee to hire ArtSoft, Inc. as the consultant to conduct the feasibility study for a Cultural Arts Center. The Cultural Arts Commission's recommendation is requesting the Consultant include a regional marketing study into Mexico. MSUC [DUmlao/Ables] 6-0. 4. COMMUNICATIONS a. Oral Communications - None. b. Written Communications Chair Souval distributed a proposal submitted by Doug Perkins, Pacific Gateway Group for the Coordinator for the Cultural Arts Festival scheduled for May 1992. c. Commissioners' Remarks - Commissioner Ables reported several phone calls have been received from artists who were interested in an overall public use facility where they could practice their crafts. commissioner Dumlao added that a program could allow the artists to work with the community but free space should not be provided. The Parks & Recreation Department offers arts classes. commissioner Ables is affiliated with Chula vista Girls & Boys Club and reported cultural programs are being introduced for the first time and the club is seeking funding. Chair Souval noted there are artists in the community who write grants but they need an umbrella organization. The artists identify somebody that has a need and prepare the request. Chair Souval will provide this information to commissioner Ables. commissioner Dumlao also suggested contacting the San Diego Boys & Girls Club who has a similar program. . . . .
