CULTURAL ARTS COMMISSION

1. APPROVAL OF MINUTES
The minutes of the regular meeting of June 11, 1991
special meeting of June 26, 1991 were approved.
Commission's Secretary promises to keep her McGovern's
McAllister's straight. Commissioner Torres' name
erroneously left off of roll call at the June 11,

2. UNFINISHED BUSINESS
a. Formulating Strategies/Subcommittee Reports
The Sub-Committee's have not all completed their first
and second meetings with Mary Powers, Consultant. This
item will be continued as Unfinished Business on next
month's agenda.
b.
Chula vista Arts Directory
Commissioner Gerber submitted to Parks & Recreation
Director Valenzuela three estimates from three different
places along with a copy of the Directory. The estimate
to have 1500 copies printed would cost approximately
$1,500 to $1,800.

The Commission will present to the Council a request for
funds for printing 1,000 copies of the Arts Directory.
The Commission agreed to submit their request to Council
as soon as it could be placed on the agenda. MSUC
[MCGovern/Gerber] 6-0.
The report should include the estimates received along
with the companies and organizations that have been
approached for funding.
c. Cultural Arts Festival Sub-Committee Report
A report to the City Council is scheduled for June 9
requesting $4,000 to hire a Consultant for the Cultural
Arts Festival.

Murals Program
staff Liaison Gates reported the deadline for submitting
proposals was June 21, 1991 and three artists responded
to the Request for Qualifications. They were: Robin
Brailsford, Roberto Salas and Mario Torero.

Program's Sub-Committee choose an independent group of
approximately two or three appropriate people to review
the potential artist I s work and proposals. After an
artist is selected by the Sub-Committee, with the
Cultural Arts Commission's recommendation, the
recommendation will be forwarded to the City Council for
final approval.
The Commission suggested the interview group should
consist of a citizen of the business community, from the
art community and perhaps someone involved in City
Government to assist in the selection of an artist.
commissioner Dumlao was asked to gather names to assist
in participating in the selection process. Mr. Dumlao
will approach the Downtown Business Association, an art
teacher from the local high school and a member of the
Library Commission prior to the next Cultural Arts
Commission meeting scheduled for August 13, 1991.

staff asked that this item be continued on next month's
Agenda.
f. CALAA Workshop Report
Chair Souval and Commissioners Ables and Scott attended
the Workshop on June 29 in the Chula Vista Council
Chambers. Carolyn Bosco was the speaker and workshop
coordinator. The Commissioner's had information
available to share on the workshop.
g.
Bayfront Subcommittee Report
The Bayfront Sub-Committee representative Ables was not
present to report. Chair Souval summarized the Cultural
Arts Commission I s special meeting of June 26, 1991.
Goals and philosophies were discussed. City staff will
be undertaking hiring a consultant in developing a
proposed cultural arts facility as part of the Bayfront.
The Commission was concerned with the idea that the
developer, Mr. Barkett, is under the impression the
Cultural Arts Commission is taking the position of
supporting the development and implementation of the
Bayfront by giving land to be used for a cultural arts
center. The Commission's scope is to serve as advisors
to the Mayor and City Council and not to discuss and
support the developer's ideas.
commissioner Dumlao asked because of Commissioner Ables'
absence, that another Bayfront Sub-Committee member be
appointed to attend the meeting scheduled for July 11,
1991 at 5:00 p.m.. Chair Souval will try to attend.
h. position Paper on Public Art - Port Commission
The final public meeting is scheduled for July 10, 1991.
Chair Souval will meet with Mr. Valenzuela and prepare a
position paper to the Port District indicating the
commission's unified view and giving the Port District
some direction and guidance.

3. NEW BUSINESS
a. Gayle McCandliss Memorial Cultural Arts Fund
The guidelines have not been set to utilize the funds in
the Gayle McCandliss Memorial Cultural Arts Fund. City
staff is looking towards the Cultural Arts Commission to
make these guidelines.
The Commission decided to invite Gayle McCandliss I mother
and her Campaign Manager DoUg Reid to assist the
Commission in discussing these guidelines at the Cultural
Arts Commission's meeting of September 10, 1991.
4. COMMUNICATIONS
a. Oral Communications - Chair Souval shared pictures and
has information regarding her trip to National
Association of Local Arts Agencies in Columbus, Ohio.
b.
Written Communications - Commissioner Gerber shared an
article that was published in the star News. Donna
Farrow, a local resident, who is going to be the
Marketing Manager at the Chula vista Center. Ms.
Farrow's goals are to increase sales, schedule community
fairs and work with community services and groups in the
Chula Vista area.
Ms. Gerber would like to approach and discuss the Chula
Vista Arts Directory with Ms. Farrow. Commissioner
Dumlao also was interested in being included in this
meeting.
c. Commissioners' Remarks - Commissioner Scott requested to
be excused from the Cultural Arts Commission meeting in
August, 1991. Commissioner McAllister also noted he
might not be able to attend the August meeting.
5. STAFF REPORT - None.
Meeting adjourned at 6:20 p.m. to the next regularly scheduled
meeting of August 13, 1991.
