MINUTES OF THE
SPECIAL MEETING OF THE
CULTURAL ARTS COMMISSION
Wednesday, 5:00 p.m.

OLD BUSINESS
1. Cultural Arts Center
Chair Souval turned over the meeting to Director of Parks &
Recreation Valenzuela to facilitate the discussion of the
Cultural Arts Center.
Mr. Valenzuela explained the reason staff requested this
emergency meeting was that the Bayfront Sub-Committee had
requested that the Cultural Arts Commission make some
recommendations about the Cultural facility on the Bayfront.
The Bayfront Sub-Committee is looking for some parameters as
to what a cultural facility on the Bayfront would look like,
its facility size, seating, acreage, parking, etc.
An outline of a suggested work plan for the cultural facility
was distributed to the commission. Mr. Valenzuela asked the
commissioners, with their approval, to review the work plan
and begin by listing their suggestions.

I. Philosophy/Goal
Along with any planning efforts some kind of philosophy
or goal is needed to attempt achievement. The
Commission's suggestions were as follows:
Establish an international cultural arts center with am
emphasis on the pacific rim. This cultural arts facility
would:
Establish a cultural arts ~dentify for Chula Vista
and region
Serve as unifying force in the community
Provide educational opportunities and programs for
the community and region
Serves as a destination point for the international
community
Generate self-sustaining
partnerships with the local,
international communities
revenue
regional,
through
state,
Mr. Valenzuela, at this point, explained staff and the Commission
do not have the technical expertise in developing a proposed
cultural arts facility as part of the Bayfront. Staff's suggestion
to the Commission and possibly to the Bayfront Sub-Committee to
enter into a contractual agreement with professional consulting
services to assist in the development and implementation of a
cultural arts facility.
Mr. Valenzuela further explained one firm, ArtSoft Management
Services, specifically was established to assist organizations in
the consulting services for the arts and entertainment industry.
ArtSoft Management Services outline of their scope of services
would provide information and analysis to assist the City and
developer in making decisions regarding development, management and
operation, and long-range operating costs and revenues.
After discussion, MSUC [Torres, Dumlao] 7-0, to recommend hiring a
consultant to undertake in developing a cultural arts center
facility for the Bayfront planning area. Robin Putnam, Community
Development Department, added the Redevelopment Agency I s budget
will pay the expenses which will cost approximately $20,000-
$35,000.

commissioner Ables shared information on the Escondido cultural
arts facility. The ground was just broken on the Escondido
Center. The cost was approximately $73.4 million.
Meeting adjourned to the next regularly scheduled meeting of July
9, 1991.
