MINUTES OF THE REGULAR MEETING OF THE CULTURAL ARTS COMMISSION Tuesday, 5:00 p.m. May 14, 1991 Parks & Recreation Conference Room ********************** CALL MEETING TO ORDER ROLL CALL MEMBERS PRESENT: Chair Souval, Vice-Chair Commissioners Ables, Dumlao, McAllister, McGovern, and Scott Hendricks, Gerber, MEMBERS ABSENT: None. STAFF PRESENT: John Gates, Nora McMartin and Sunny Shy 1. APPROVAL OF MINUTES The minutes of the meeting of April 9, 1991 were approved. MSUC [Scott/McAllister] 8-0. commissioner Torres arrived at 5:05 p.m. Chair Souval asked the Commissioners to vote on changing the sequence of the agenda for a presentation to the Commission on a Public Arts Master Plan represented by the Port District. Cdrol Hobson, Arts Consultant for the Port District, explained she was hired on a one year contract to develop a Master Plan for the Public Art Program for the Port District. Approximately $2,000,000 is available to undertake a planning process that will make recommendations to the F~r~ District on how to expend funds and create administrative support, fiscal management and site priorities for the next three to five years. Ms. Hobson introduced Bill Winchell, Port District Liaison, serving as the in-house contact. The initial phase of the planning process will include a series of public meetings. Four meetings are planned, the first to be held in the South Bay on May 29, 1991. The Cultural Arts Commissioners are encouraged to attend. . . . Cultural Arts Commission Meeting Minutes 2 May 14, 1991 Each meeting will focus on the surrounding tideland area but will also consider the impact of the program on the public tidelands in the cities of San Diego, National City, Chula Vista, Imperial Beach and Coronado. The obective of the meetings will be to share information about the Port, its mandate, the geographic boundaries of the public tidelands area, and to identify potential sites, work with the communities and understand what the vision is from Chula vista I s perspective. A Master Plan is going to be presented to the Port Commissioners in the Fall. The community in-put process will run through the summer. 2. UNFINISHED BUSINESS a. Mission Statement/Formulating Strategies b. The Sub-Committee's were requested to schedule at least one meeting prior to the next Commission meeting. The Commissioners have been initially contacted to schedule their meetings with Mary Powers, Consultant. Chula Vista Arts Directory Chair Souval spoke with Mary Hendrickson, Fieldstone Corporation, about the idea of combining an Early California Arts Collection Exhibit in connection with the Cultural Arts Festival. Also discussed was the possibility of Fieldstone funding the publication of the Arts Directory. Information is being sought with the possibility of the Commission applying for a grant from the Public Arts Advisory Council for publishing the Directory. c. Cultural Arts Festival Sub-Committee Report commissioner Scott reported that Commissioners Ables, Torres, Souval and herself conducted a selection process seeking an experienced and creative consultant to manage the Cultural Arts Festival in May, 1992. Four applicants interviewed were: Leslie Wade, Carole Dunne, Lynn Walker and John Highkin. The Sub-Committee will continue with the selection process. Commissioner Ables confirmed the date of May 2, 1991 for the performance of Gustavo Romero. commissioner Ables reported Gustavo Romero will not be performing free of charge. However, an underwriter will be paying his fees. . . . Cultural Arts Commission Meeting Minutes May 14, 1991 3 staff Liaison Gates suggested it would be a good idea at this time for the Commission to prepare a report to city council bringing them up to date on the Arts Festival. The report could be a brief informational item explaining essentially the proposed dates, Gustavo Romero's performance and the selection process for a Festival Director. d. Murals Program Commissioner Torres reported Commissioners Dumlao, Hendricks and himself have reviewed the Request for Quotation and the contract. The Sub-Committee' s comments were submitted to staff. The RFQ has been completed. The next phase is to finalize the mailing list of potential artists. The Commission was asked to review the list and include any artists that might be interested in the proj ect. The RFQ will also be sent to the universities in the areas. Once the RFQ is mailed responses should be received back by the next meeting. The funding has been encumbered for this fiscal year. The Sub-Committee will need to conduct a field trip and select the most appropriate sites. Staff will also help in making suggestions for potential sites. e. 1991-92 Commission Budget The date for the review of Boards and Commissions budget is Monday, June 10 at 6:00 p.m.. The location was not indicated but will be either in the Council Chambers or the Council Conference Room. Chair Souval mentioned she will be out of town that week and would like a commitment from one of the Commissioners to represent the Commission. Chair souval will draft a brief summary of the Commission's budget request. Chair Souval may be contacting the Commissioners for their input. f. Commission Fine Arts Review - Town CentrejBayfront Staff has contacted the community Development Department regarding the review of the criteria for fine arts at both the Town Centre and the Bayfront. Changes in the policy and ordinance regarding criteria should be completed within a month. . . . Cultural Arts Commission Meeting Minutes 4 May 14, 1991 g. Bayfront Sub-Committee Update commissioner Ables reported there have been two meetings of the Bayfront Sub-Committee. Both meetings were informational and structural. Commissioner Ables will provide the Commissioners with a written report of the Sub-Committee's meetings. The Sub-Committee discussed a potential Cultural Arts Center located at the Bayfront. The Bayfront Sub- Committee is requesting a basic plan of what the Cultural Arts Commission and the public would like built at the Bayfront. Commissioner Ables is requesting that the CuI tural Arts Commission's agenda for the meeting of June 11, 1991 include discussion of what the Cultural Arts Commission recommends at the Bayfront. MSUC [Ables/Torres] 9-0. 3. NEW BUSINESS a. Theatre Arts Group Presentation Staff was approached by the Creative Arts Group who is proposing a youth theatre camp scheduled for the first time during the summer. Madelyn Hunt and Dean Alexander were introduced and gave a brief presentation of the newly formed artistic organization. The proposed outline for the camp is dedicated to producing quality theatre and associated creative endeavors that will enhance the artistic experience of our community. Two of the goals of the organization are to make the arts more accessible to young people and to establish an active theatrical production company in the South Bay. The Commission was asked to consider directing the Group into areas that would allow them to be successful, such as, I) a space in which to perform and grow into a permanent theatre company, 2) assistance in negotiating an economically affordable facility, and 3) information and assistance with grants and fund raising avenues in public and private sectors. . . . County Arts Council Workshop Larry Baza, Vice President, Public Arts Advisory Council, County of San Diego, has asked the Cultural Arts Commission to co-sponsor a workshop scheduled for June 15 in the City of Chula Vista Council Chambers. The County will be hosting the workshop. c. CALAA Workshop The Commissioners were encouraged to attend the Strategic Planning Workshop for Local Art Agencies in California scheduled for Saturday, May 18, 10:00 a.m. to 3:00 p.m.. The commissioners will be reimbursed the registration fee. 4. COMMUNICATIONS a. Oral Communications - None. b. written Communications - None. c. Commissioners' Remarks - commissioner Ables requested to be excused from the Cultural Arts Commission meeting in July, 1991. Commissioner McAllister asked if a list of public art in Chula vista exists, and if so, requested a copy. 5. STAFF REPORT Summer Concert Series The first concert is scheduled for June 23 and will include the kick-off for the re-dedication of the Bowl at Memorial Park. The concerts are scheduled every Sunday throughout the summer. The calendar is being finalized and will be distributed to the Commissioners at the next meeting. Symphony Pop Concert The Port District provides the funding for the orchestra for the Symphony Pop Concert which is scheduled for July 21 at Marina View Park. The city of Chula Vista pays all the other operating costs involved. . . .
