Regular Meeting of the
CULTURAL ARTS COMMISSION

CALL MEETING TO ORDER
ROLL CALL
MEMBERS PRESENT: Chair Souval, Vice-Chair Hendricks, Commissioners
Ables, Gerber, McAllister, McGovern, Scott and
Torres.
MEMBERS ABSENT: Commissioner Dumlao
1. APPROVAL OF MINUTES
Motion made to approve the minutes of the January 8, 1991
meeting.

2. UNFINISHED BUSINESS
a. Consultant's Proposal and Workshop Date
After discussion concerning where and when to have a workshop,
it was decided to hold the workshop on March 2, 1991 from 8:00
am to 2:00 pm at the Public Services Building Conference Rooms
2 & 3.
b. Chula Vista Arts Directorv
Discussion concerning having the cover printed by a commercial
printer and the inside of the directory photocopied by the
City (according to Finance Department it costs a little less
than 1 cent a page to copy).
commissioner Torres had reviewed the directory and had many
comments and questions. It was decided that the Directory
Subcommittee will meet and make the corrections needed. They
should be prepared to present a finished copy of the Directory
at the next Commission meeting.
Motion made that the Directory Subcommittee meet soon and
prepare a finished copy of the directory to present at the
next Commission meeting.

c. Cultural Arts Festival Subcommittee Report
Commissioner Scott reported that she, Chair Souval and
Commissioner Torres met with victoria Hamilton. One of the
first things they decided to do is have a brain storming
meeting at Commissioner Scott's home March 13, 1991 to narrow
the Commission's ideas into goals and to draft a Mission
Statement. commissioner Scott welcomed all commissioners to
attend.
After the Goals and Mission Statement are done then a
consultant will be decided on for the festival. Commissioner
Scott has sent for brochures from the California Tourism
Office about Ethnic Festivals held in the state.
Commissioner Torres shared his notes from the meeting with
Victoria Hamilton.
Director Valenzuela suggested that possibly the Cultural Arts
Festival could be combined with the Chula Vista Pride Day that
Council has set as one of their goals.

Chair Souval will be meeting with Council Member Rindone next
week and plans to discuss the festival with him.
d. 1991-92 Commission Budqet
Director Valenzuela reported that the budget has been
submitted to the City Manager for review. The information
that the Department is receiving from the City Manager is that
it is going to be a very lean year and most likely full time
positions will not be approved.
Chair Souval has discussed the budget with a couple of Council
Members and learned that there are other ways to go about
getting a Cultural Arts Coordinator.
Director Valenzuela explained that having a Cultural Arts
Coordinator was one of the highest priorities on the
Department's Budget request. He explained that the first
priority was to replace items that are falling apart and then
came things that are a high priority for the community. The
Cultural Arts Coordinator was high on that list.

Chair Souval said that the cities in California that are the
size of Chula Vista and are getting funding for Cultural Arts
have a Cultural Arts Coordinator. Even if a Department Staff
person would serve as Cultural Arts Coordinator at one-quarter
time, it would be a start.

Commissioner Torres asked when the budget would go before city
Council. Director Valenzuela thought it would be in May, but
he would bring a Budget Calendar to the next commission
meeting so the Commissioners would know when to attend the
Council meeting to show support.

NEW BUSINESS
a. CALAA Workshop
Chair Souval explained that the workshop is in Sacramento on
March 9-11 and that she plans to attend. She was concerned
about funding for the Commissioners to attend.
Director Valenzuela suggested that the Commission write a
letter to him stating how much it would cost for the
Commissioners to attend. Contacting Gloria Woodlock from the
State of California Arts Council could result in some
scholarships for the Commissioners to attend the workshop.
Commissioner Torres was concerned about not receiving funding
for the Cultural Arts Coordinator if the Commissioners ask for
money for other things. During discussion it was decided that
it shouldn't affect that decision since it is also important
to attend these workshops.
Chair Souval will write the letter to Director Valenzuela and
will contact Gloria Woodlock.
b. Murals Proqram
Director Valenzuela updated the Commission on the Murals
Program. The Council has funded the program with $15,500 and
the money will be targeted for Community Development Block
Grant eligible areas. The Department plans to hire
professional artists to serve as mentors to high school age
students to learn how to become muralists. They will paint
on graffiti riddled walls, at least three can be done with
this funding. A panel is needed from the Commissioners to
select the muralist to work with these young people.
Chair Souval would like to see an attempt to acquire matching
funds from other sources. She had talked with Commissioner
Dumlao and he wants to be on the panel.
The panel to select the muralist are: Commissioner Dumlao,
Hendricks and Torres.
4. COMMUNICATIONS
a. Oral Communications
Chair Souval has talked to radio station KFSD and they will
be sending her information.

Written communications
Chair Souval handed out calendars from the California Assembly
of Local Arts Agencies, and also a pamphlet about Arts in
Education. She also passed out an article concerning
Vacaville's Excise tax.
Commissioner Gerber shared articles from the Los Angeles Times
newspaper.
c. commissioners' Remarks
Commissioner Gerber wanted more information concerning the
Memorial Fund for Gayle McCandliss which has been earmarked
for Cultural Arts. After some dicussion it was decided that
most donations would be made individually.
Commissioner Ables talked about the First Friday Breakfast
and would like to see more commissioners there. It was
requested that all the Commissioners names be put on the
reminder list for this.
Commissioner McAllister questioned whether cards could be made
for the commissioners.
5.

NONE
Meeting adjourned until the next regularly scheduled on March 12,
1991.
