At the Council meeting of November 10, 1981, the City Council
unanimously accepted a report from the Director of Public Safety
suggesting revisions to the Municipal Code regarding permits for
painting house numbers on curbs.
RECOMMENDATION:
Place Ordinance on First Reading

DISCUSSION:
As described in the Director of Public Safety's previous report to
the City Council, Chula Vista Municipal Code §12.48.080 requires
City Council approval before a non-profit organization may obtain
a permit to paint house numbers on curbs. The ordinance is silent
. with regard to the time period in which the permit is valid.
The process of issuing a permit involves a background check and a
determination that the applicant represents a non-profit organiza-
tion. Therefore, there is no compelling reason for City Council
review and this could be more expeditiously handled by the Director
of Public Safety. The proposed ordinance would limit the validity
of the permit for one year so that some check could be kept on
the activity.
