Funds for this purchase will come from the Asset Seizure Fund. ENVIRONMENTAL REVIEW Not Applicable. RECOMMENDATION That Council adopts the resolution. BOARDS/COMMISSION RECOMMENDATION Not Applicable. DISCUSSION The Police Department historically had six canine officer positions on staff in order to handle calls for service across all shifts and days of the week. Budget reductions over the last couple of years have reduced that number to four canine officers, leaving the day shift without the services of a canine officer. The Department has confirmed that a donor has come forward to fund an additional canine officer for the department. The Police 5-1 May 11, 2010, 1tem~ Page 2 of2 Department will bring forward a separate resolution and staff report for that funding as the details of the donation are still being worked out. A new vehicle for this position needs to be ordered and outfitted prior to this position starting. Canine vehicles are basically Patrol vehicles with modifications made to house the canine safely in the vehicle. Funds from the available balance of the Asset Seizure fund will be utilized for this purchase. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in California Code of Regulations section 18704.2(a)(I) is not applicable to this decision. FISCAL IMPACT Approval of this resolution will result in the appropriation of $38,500 from the available balance of the Asset Seizure Fund to the Fiscal Year 2010 Police Department Capital Category. There is no impact to the General Fund for this project. ONGOING FISCAL IMPACT. No further appropriations will be needed to complete this project. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROPRIATING $38,500 TO THE FISCAL YEAR 2010 CAPITAL EXPENDITURE CATEGORY OF THE ASSET SEIZlJRE FUND FOR VEHICLE PURCHASE WHEREAS, the Police Department is in need of one new canine patrol vehicle to maintain operational abilities; and WHEREAS, the Police Department can utilize Asset Seizure funds to purchase this vehicle resulting in no impact to the City's General Fund. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does hereby appropriate $38,500 to the Capital Expenditures category of the Asset Seizure fund.
