SUMMARY
In 1964, the Geranium was designated as the official City flower of Chula Vista. Part of this
designation recognized that the Geranium could be hybridized. Staff recommends the official
designation of a new hybrid Geranium as the Chula Vista Centennial Geranium.
ENVIRONMENTAL REVIEW
The Environmental Review Coordinator has reviewed the proposed activity for compliance with
the California Environmental Quality Act (CEQA) and has determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because the proposed
action will not result in direct or indirect physical changes in the environment. Therefore,
pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to
CEQA. Thus, no environmental review is necessary.
RECOMMENDATION
Council adopt the resolution.

DISCUSSION
In 1964, the Park and Recreation Commission in its original recommendation to the City Council
chose the Geranium as the official City Flower. This was primarily based on the fact that the
Geranium could be hybridized. Recent developments in cross-breeding geraniums for maximum
flowering potential, vigor and pest resistance produced an exceptional Geranium which is a cross
between a Zonal Geranium and an Ivy Geranium, Pelarganium hartarum x peltatum. This hybrid
grows well in Chula Vista soils and produces showy red flowers throughout most of its growing

season. Point LOUla GeraniuUl horticulturahst JiDl ZeUlcik developed the hybrid and worked with
the Chula Vista Garden Club to request that it be naUled "Chula Vista Centennial."
DECISION MAKER CONFLICT
Staff has reviewed the decision conteUlplated by this action and has detefUlined that it is not site
specific and consequently the 500 foot rule found in California Code of Regulations section
I 8704.2(a)(l) is not applicable to this decision.
CURRENT YEAR FISCAL IMPACT
There is no direct fiscal impact to the General Fund frOUl approving this resolution.

OF THE CITY OF CHUI..A VISTA
WHEREAS, the Park and Recreation Commission has carefully
weighed the merits or various rlowers in order to select the orricial

AT THEIR MEETING OF 11/19/64 THE PARK AND RECREATION
COMMISSION UNANIMOUSLY VOTED TO AGAIN URGE THE COUNCIL
TO AOOPT THE GERANIUM AS THE CITY FLOWER. THE COMMISSION
PUBLICIZEO AS EARLY JUNE OF 1964 FOR A HEARING WHIOH WAS
HELO SEPTEMBER 30, 1964 AT WHICH TIME PRESENTATIONS WERE
MAOE BY VARIOUS GROUPS. THE COMMISSION FEELS THAT SUFFI-
CIENT PUBLICITY AND OPPORTUNITIES HAVE BEEN PROVIDED FOR
INDIVIDUALS ANO GROUPS TO SPEAK OUT ON THEIR PERSONAL
PREFERENCE FOR A CITY FLOWER.
THE PARK AND RECREATION COMMISSION POINTS CUT THAT WHILE
THE GERANIUM LACKS SOME OF THE SOPHISTICATION OF OTHER
FLOWERS PRESENTED, THERE IS NO RECORD OF IT BEING THE
OFFICIAL FLOWER OF ANY OTHER CITY IN SOUTHERN CALIFORNIA.
SUCH IS NOT THE CASE WITH THE ROSE 'OR THE BIRD OF PARADISE,
THE LATTER BEING THE OFFICIAL FLOWER OF THE C,TY OF Los
ANGELES.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA DESIGNATING A HYBRID GERANIUM AS
THE CHULA VISTA CENTENNIAL GERANIUM
WHEREAS, in 1964, the Park and Recreation Connnission in its original reconnnendation
to the City Council chose the Geraniwn as a superior choice as the official City Flower; and
WHEREAS, recent developments in cross breeding geraniwns for maximwn flowering
potential, vigor and pest resistance have produced an exceptional Geraniwn that does well in Chula
Vista soils and will produce showy red flowers throughout most of its long growing season; and
WHEREAS, Point Lorna horticulturist Jim Zemcik hybridized a geraniwn, resulting in a
strain Pelargonium hortorum x peltatum; and
WHEREAS, this new hybrid will be named "Chula Vista Centennial" Geranium in
recognition of our City's connnitment to beautifying our public spaces.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby officially designates the hybrid "Chula Vista Centennial" Geranium, and
extends its gratitude to the Chula Vista Garden Club for working with Mr. Zemcik on his gift to
the community.
