ENVIRONMENTAL REVIEW The Environmental Review Coordinator has reviewed the proposed activity, Appropriating Grant Revenue for support of the library's Leap into Reading program, for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because the activity is appropriating funds for educational reimbursement only, therefore, pursuant to Section 15060 (c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. RECOMMENDATION Council adopts the resolution. BOARDS/COMMISSION RECOMMENDATION Not applicable. 11-1 MAY 4,2010 ItemJL Page 2 of2 DISCUSSION Each fiscal year, the San Diego Council on Literacy (SDCOL) provides affiliated literacy programs an opportunity to seek funding for special projects. The Chula Vista Public Library has been awarded a one-time grant in the amount of $1,999.99 to help fund a reading intervention program for students with poor reading skills entitled "Leap Into Reading." The program strives to enhance reading skills in areas such as fluency, comprehension, and motivation. The award will fund new books, curriculum, and replenish classroom materials. It will also allow the program to be expanded to include grades 1-6 (previously limited to grades 3-6). DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in California Code of Regulations section 18704.2 (a)(l) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in a one-time appropriation of$I,999.99 to the Library Department supplies and services budget. The San Diego Council on Literacy is the source of funding; therefore, there is no fiscal impact to the City. ONGOING FISCAL IMPACT There is no ongoing fiscal impact for accepting these grant funds.
