The County of San Diego is still presently studying the 'E' Street Trolley
Station site with respect to its design and is not prepared to move forward
on the project at this time. The Planning Department, therefore, recommends
that this item be filed. Once the project is underway, the matter will be
scheduled for hearing and appropriate notice given.

1. PUBLIC HEA~ING: Conditional Use Permit 85-9; request to establish a

A. BACJ~GROUND
1. This item involves a request initiated by the County of San Diego
together with the City of Chula Vista to establish a trolley station at the
southeast quadrant of "E" Street and Interstate $ in the C-V-P zone.
2. An Environmental Impact Report, EIR-84-8 was certified by the
Planning Commission on November 14, 1984.
B. RECOMMENDATION
1. Certify that EIR-84-8 has been prepared in accordance with CEQA, the
State E IR guidelines and the Environmental Review Procedures of the City of
Chula Vista and that the Planning Commission has considered that infomation
in reviewing the project.
2. Based on findings contained in Section "£" of this report, adopt a
motion to approve the request, PCC-85-g, to establish a trolley station at the
southeast quadrant of "£" Street and the Interstate $ subject to the following
conditions:
a. The design of the station shall be subject to ongoing review by
the appropriate staff departments of the City of Chula Vista.
b. The final design shall be subject to approval by the appropriate
staff departments of the City of Chula Vista.

2. Existing site characteristics.
The project site consists of five parcels (or portion thereof) with a
combined area of 4.14 acres and is located at the southeast quadrant of "E"
Street and Interstate 5. The largest parcel (2.89 acres) is presently
developed with a bowling alley (Cabrillo Lanes). Other uses include a
self-serve gas station, tourist information building and a vacant parcel. The
northerly 40 feet of the Public Works Yard is also included in the project.
3. Proposed use.
The plans for the trolley station are still in the preliminary stages of
design and will require more refinement. The self-serve station and bowling
alley will be removed as will the tourist information building. The tourist
information will be replaced at another location yet to be determined. There
will be a station structure located near the tracks. There will be at least
two points of access from "E" Street and one point of access from Woodlawn
Avenue across the 40 feet obtained from the Public Works Yard. There will be
approximately 173 parking spaces as well as bus spaces. The circulation and
stops for the buses will be separated from the vehicular parking. While no
specific details have been submitted, it is anticipated that the station
structures will be similar to other stations.
D. ANALYSIS
This request is essentially to approve the land use so that acquisition of
the properties can proceed. The design of the station will proceed once this
approval is granted. The details will be worked out by the County of San Diego
with input from a Steering Committee which consists of a City of Chula Vista
representative, the City of Chula Vista staff departments' representatives and
the Metropolitan Transit District Board.
The City of Chula Vista has actively pursued a second station in the City
and will be participating financially on the project. There are a number of
reasons for a trolley station at this location. Some of the reasons are as
fol 1 ows:
1. "E" Street carries a high volume of traffic;
2. The location is on a "gateway" into the City as well as the Bayfrent
Redevelopment area;
3. There is a high number of commercial establishments in the area such as
motels and restaurants which will be served by the station;
4. A second station in the City will foster ridership and impetus toward
greater usage of mass transit; and
5. The station is located on the route of surface transit systems.

E. FINDINGS
1. That the proposed use at the locatton is necessary or desirable to
provide a service or factllty which will contribute to the general well being
of the neighborhood or the community.
Approval of this request will allow the establishment of a second
trolley station in an area that is a major entrance into the City as
well as the Bayfront.
2. That such use will not under the ctrcm~stances of the particular
case, be detrimental to the health, safety or general welfare of persons
residing or working in the vicinity or injurious to property or improvements
in the vicinity.
The station will have direct access to Woodlawn Avenue which should
alleviate any traffic congestion on "E" Street.
3. That the proposed use will comply wi th the regulations and
conditions specified in the code for such use.
There are no specific standards established for such use.
4. That the granting of this conditional use pemit will not adversely
affect the general plan of the City or the adopted plan of any government
agency.
The granting of this request will not affect the General Plan which
encourages the use of public transportation.

2. PUBLIC HEARING: Consideration of an extension of the tentative map for
Star Orange= Chula Vista Tract 82-3
A. BACKGROUND
On December 8, 1981, the City Council approved the tentative subdivision
map known as Star Orange, Chula Vista Tract 82-3 for the purpose of
subdividing 18.3 acres located on the south side of Orange Avenue in the
vicinity of BrandYwine Avenue (extended) in the R-3-P-12 zone, into a two-lot
condominium project consisting of 176 units. The map is scheduled to expire
on December 8, 1984, and the developer is requesting a three-year extension of
the tentative map.
B. RECOMMENDATION
Adopt a motion approving a one-year extension of Star Orange, Chula
Vista Tract 82-3, the map to then expire on December 8, 1985.
C. DISCUSSION
The applicant states that the general economic conditions at the time of
approval and a change in ownership of the property has delayed the submittal
of the final map. There have been no significant changes in the immediate
vicinity which affect the original findings and conditions of approval;
therefore it is appropriate to grant an extension. However, the Planning
Commission has requested that sometime in the near future the Planning
Department review parking standards for condominiums. The results and
recommendations of that study could affect future construction as well as
conversion approvals. Therefore, the Planning Department is in support of a
one-year extension at this time. The applicant could request a further
extension in December 1985 if a final map has not been recorded and that
extension would be considered based on standards and conditions in effect at
that time.

3. PUBLIC HEARING: PCS-85-4 - Consideration of tentative subdivision map
for Telegraph Village, Chula Vista Tract 85-4 - Land
Specialists, Inc.
A. BACKGROUND
1. The applicant has submitted a tentative subdivision map known as
Telegraph Village, Chula Vista Tract 85-4 in order to develop a one-lot,
48-unit condominium project on 3.75 acres located at the southwest corner of
Telegraph Canyon Road and Melrose Avenue in the R-3-P-14 zone.
2. An Initial Study, IS-84-20, of possible adverse environmental impacts
of the project was conducted by the Environmental Review Coordinator on
March 16, 1984. The Environmental Review Coordinator concluded that there
would be no significant environmental effects and recommended adoption of the
Negative Declaration.
B. RECOMMENDATION
1. Find that this project will have no significant environmental impacts
and adopt the Negative Declaration issued on IS-84-20.
2. Based on the findings contained in Section "E" of this report, adopt
a motion to approve the tentative subdivision map for Telegraph
Village, Chula Vista Tract 85-4, subject to the following conditions:
a. The developer shall grant to the City sewer easements at least
l0 feet wide as required by the City Engineer.
b. The developer shall grant to the City storm drain easements.
The minimum width of said easements shall be equal to the pipe
diameter plus 6 feet or l0 feet, whichever is greater.
c. The developer shall be responsible for the construction of
street improvements in Melrose Avenue from the centerline to the
right of way line. Said improvements shall include but not be
limited to A.C. pavement, curb, gutter and sidewalk, street
lights and drainage facilities.
d. The developer shall dedicate to the City 40 feet of right of way
for Melrose Avenue from the S/E corner of the property to the
northerly point of the northerly curb return of the proposed
driveway to Melrose Avenue to accommodate a transition meeting
the existing improvements as shown on Chula Vista Drawing No.
58-96L. From said point northerly, the street dedication shall
be 30 feet as shown on the Tentative Map.

e. The developer shall include in the CC&R's provisions for
maintenance of the private streets and parking areas.
f. All streets within the subdivision shall be private. Said
private streets shall meet the requirements of the Chula Vista
Subdivision Manual. The structural section of the private
streets shall be designed based on "R" values and a minimum
traffic index of 4. All onsite paving including parking areas
will be inspected by the Engineering Department.
The design of the structural section shall be reviewed and
approved by the Director of Public Works/City Engineer. Plans
for private streets and parking areas shall be reviewed and
approved by the City Engineer under the City's Full Cost
Recovery Program.
g. The developer shall be responsible for the construction of
improvements on E1 Capitan Drive subject to the approval of the
City Engineer. Said construction shall include a provision for
new curbs within the existing right-of-way.
h. The developer shall be responsible for the construction of
cul-de-sacs on Maria Way and Myra Avenue subject to the approval
of the City Engineer.
i. The developer shall be responsible for the improvement of
Telegraph Canyon Road. Said improvement shall include but not
be limited to A.C. pavement, monolithic curb, gutter and
sidewalk, drainage facilities and street lights.
j. The developer shall provide a transition in curb (approximately
405') on Telegraph Canyon Road to the west of the westerly
driveway to allow for a left turn lane into both driveways.
Another transition shall be constructed on the median island
east of Melrove Avenue on the south side of Telegraph Canyon
Road. Said transition shall include removing the northerly 2'
of island to a minimum distance of 50' easterly and then
transition to the original 4' wide island in a minimum distance
of 40'.
C. DISCUSSION
Proposed project
The proposed condominium project consists of 48 two-bedroom units housed
in 8 two-story structures. A total of 98 parking spaces will be provided
on-site, 48 of which will be located in garages (there are four separate
garage structures and 3 buildings with garages located underneath). ~menities
include a swimming pool, spa, an exercise equipment area and a
restroom/laundry/maintenance building. Access is provided by two driveways on
Telegraph Canyon Road and one on Melrose Avenue.

Each unit will have either a private patio or balcony as well as storage
adjacent to the private open space area. Additional storage will be located
in assigned garages. The project meets the condominium requirements of the
Code regarding parking, storage and open space.
The project will complete the street improvements in Telegraph Canyon Road
and Melrose Avenue. Myra Avenue and Maria Way will be completed with a
cul-de-sac, whereas, E1 Capitan will have certain improvements made wi th the
existing right-of-way; all three streets will have a decorative wall installed
at the property line. The project was approved by the Design Review Committee
on May 22, 1984.
D. ANALYSIS
As indicated earlier, the proposed project meets the requirements of the
Code relating to condominiums. It is, therefore, appropriate to recommend
approval of the tentative map. It should be noted that this tentative map
only requires Planning Commisson action, since the amendment to the
Subdivision Ordinance allowing for Commission approval only is now in effect.
E. FINDINGS
Pursuant to Section 66473.5 of the Subdivision Map Act, the tentative
subdivision map for Telegraph Village, Chula Vista Tract 85-4, is found to be
in conformance with the various elements of the City's General Plan based on
the following:
1. The site is physically suitable for the residential development and
the proposal conforms to all standards established by the City for
such projects.
2. The design of the subdivision will not affect the existing
improvements -- streets, sewers, etc. -- which have been designed to
avoid any serious problems.
3. The project is in substantial conformance with the Chula Vista
General Plan Elements as follows:
a. Land Use - The proposed development at 14 units per acre is
consistent with the land use density of medium density
resi denti al.
b. Circulation - The project will complete all street improvements
and it has been determined that the existing stub streets need
not be extended through the property.
c. Housing - The project will provide additional home ownership
opportunity for the residents of the community.

d. Conservation o The site is located within an urbanized area of
the City and there are no significant animal or plant species on
the property.
e. Park and Recreation, Open Space - The developer is required to
pay Park Acquisition and Development fees of $250.00 per unit, a
total of $12,000.00 in lieu of dedicating and improving parkland.
f. Seismic Safety - The property is not near any known earthquake
faults.
g. Safety - The site is well within the response time of the fire
station located on East "J" Street and three fire hydrants are
required on-site.
h. Noise - The units meet the requirements of the U.B.C.
i. Scenic Highway - The site is not adjacent to a designated scenic
route.
j. Bicycle Routes - The Telegraph Canyon Road has been designed to
carry bicycle traffic as required by the General Plan.
k. Public Buildings No public buildings are proposed on the
subject property.
4. Pursuant to Section 66412.2 of the Subdivision Map Act, the
Commission certifies that it has considered the effect of this
approval on the housing needs of the region and has balanced those
needs against the public service needs of the residents of the City
and the available fiscal and environmental resources.

A. Project Settin~
The proposed project site consists of approximately 3.75 acres of vacant
property located at the southwest corner of Melrose Avenue and Telegraph
Canyon Road and is characterized by a change in elevation of approximately 25
feet from Telegraph Canyon Road to the north up to the southerly boundary of
the Site.
There are no rare or endangered plant or animal species known to exist on
or near the project site, which has been used for uncontrolled fill through
the past years.
The nearest suspected earthquake faults to the project are located one
quarter of a mile to the east and one quarter of a mile to the west
Adjacent land uses consist of single-family homes to the south and west,
single family and apartment units to the east, across Melrose Avenue (a half
street adjacent to the site) and Telegraph Canyon Road to the north.
B. Project Description
The project consists of the rezoning of 3.75 acres from R-l (single family
residential) to R-3-P-14 (multiple family subject to a maximum of 14 dwelling
units per acre and precise plan approval) and the construction of 48
residential condominium units to be contained in eight two-story structures.
C. Compatibility with Zoning and Plans
The proposed rezoning will allow the development of a total of 48
residential condominium units, or 14 dwelling units per gross acre. The
project is compatible with the General Plan designation of "Medium Density
Residential," which a]]ows a maximum of 12 dwelling units per net acre. The
applicant proposes to dedicate approximately 0.21 acres of street right of way
along Melrose Avenue.

D. Identification of Environmental Effects
I. Soils
The Engineering Department has indicated that the project site may
contain expansive soils and that a soils report will be necessary prior to any
grading of the property.
2. Land Form Alteration
The proposed project will involve the excavation of approximately
8,000 cubic yards of soil and will alter the existing vacant hillside
appearance of the property. The project site, which appears to have been
previously graded, will remain sloping down to Telegraph Canyon Road. 'No
significant adverse impacts are anticipated to occur due to the proposed
grading of the site.
3. Schools
The local elementary and junior high schools are presently operating
above capacity, The developer will be 'required to assure that adequate
classroom space is available for students generated by this project.
4. Parks
The proposed project is located within Park District No. 5.04 which
currently does not have developed parkland, although the 10.9 acre
Hilltop/Telegraph Canyon Park is located within 1/2 mile to the west, at
Hilltop Drive and Telegraph Canyon Road. The developer will be required to
pay in-lieu park acquisition and development fees in conjunction with approval
of a final subdivision map.
5. Transportation/Access
The City's Traffic Engineer has estimated that approximately 384
trips would bt generated by the project and in assigning these trips to
streets in the project vicinity, it was found that no street would be
significantly impacted by the proposed project. Current levels of service on
Melrose Avenue (700 existing trips) and Telegraph Canyon Road {2,960 existing
trips) are "A" and this will not change after implementation of the project as
proposed, The design capacities of these two collector roads is 5,000 trips.
6. Aesthetics
Development of the project, as proposed, will result in the potential
elimination of some ground floor views enjoyed by some residents south and
east of the project. These views (of Point Loma) are not considered extensive
at the ground floor and would be affected by either condominium development,
as proposeU, or single-family development, as presently zoned.
lhe proposed driveway location at Melrose Avenue will result in
vehicle headlights impacting single-family dwellings along the easterly side
of Melrose Avenue, approximately 100 feet east of the driveway entrance.
Wh~le considered a nuisance impact, it is not anticipated as a significance
adverse environmental impact, therefore, no mitigation is propose6.
£o Mitigation necessary to avoid si?ificant effects
The following mitigation measures are considered standard development
reouirements:
1. A soils report shall be prepared and recommendations included in the
project prior to any grading of the property.
2. The developer shall assure that adequate classroom space will be
available for students generated from this project.
3. The developer shall pay in-lieu park acquisition and development fees
in conjunction with the final subdivision map approval.
F. Findings of Insignificant Impact
1. There are no significant natural or manmade resources within the
project area which could be adversely affected by project
implementation.
2. The proposed rezoning and condominium project is in conformance with
the General Plan and will not achieve short-term to the disadvantage
· of long-term environmental goals.
3. All potential impacts can be mitigated through standard development
regulations. No impacts are anticipated to interact and cause a
cumulative effect on the environment.
4. The project will not create any source of significant noise or odors,
nor will any hazards to human beings result.

4. PUBLIC HEARING: Consideration of PCC-82-3 for extension of temporary
classrooms at 470 "L" Street - Church of Christ
A. BACKGROUND
In August 1984, the Planning Commisson granted the Church of Christ
located at 470 "L" Street permission to continue to use two previously
approved temporary cla. ssroom structures until December 12, 1984. As a
condition for the Planning Commission to consider any further extensions, the
applicant was required to submit a noise study to determine the amount of
noise generated by the school and its activities and provide recommendations
for possible mitigation on any adverse impacts. The study was to be submitted
three weeks prior to the scheduled December 12, 1984, Planning Commission
meeting.
Last month the Planning Commission determined that the December meeting
dates should be changed to the 5th and 19th of December from the regular
scheduled dates of December 12 and 26 because of the Christmas holidays.
Since the December 19 meeting would be one v~ek past the December 12 date, the
conditional use permit would be expired, thus making it necessary to schedule
the hearing for December 5. Because the December 5 date represents a
shortened time frame by one week, the staff has not had time to evaluate the
noise study for this meeting and requests that this item be continued to the
December 19, 1984 meeting.
B. RECOMMENDATION
Adopt a motion to extend the conditional use permit until December 19,
1984, and continue the consideration for any further extensions until that
same date.
