MINUTES OF A SCHEDULED REGULAR MEETING

CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 6: 12 p.m. by
Chairman Kracha. City Staff Environmental Review Coordinator Doug Reid called roll.
Present: Commissioners Hall, Kracha, Ghougassian, Myers. Absent: Johnson, McNair. New
member: Cindy Burrascano.
APPROVAL OF MINUTES: It was MSUC (Hall/Myers) to approve the minutes of the meeting
of March 22, 1993 with one correction: McNair should be listed as absent.
NEW BUSINESS:
Community Development presentation - Juan Arroyo, Housing Coordinator, reviewed the
advantages of forming the Chula Vista Housing Authority for low/moderate income housing.
This program would have access to federal and state resources to serve local residents directly.
[Johnson arrived at 6:16 p.m.; new member Cindy Burrascano arrived 6:20 p.m.]
Concerns were raised on the concentration of low income housing in a localized area.
Discussion was held on the certificates to be issued and the HUD or rental assistance program.
Johnson handed out an article referring to qualifiers of Section 8 for housing. As plans are
developed, it was requested that a rough draft of the CVHA policy statements be submitted to
RCC for criticism and review.
New Commissioner: Cindy Burrascano was welcomed as a new member to the Commission.
Indwellers - Presentation by Teresa Aland on the Resource Recovery Park for small independent
recyclables and recoverable resources. The concept is to support the Otay Landfill and be in
conjunction with the city's general plan in its recycling efforts.
Notice from City Clerk - Regarding Commissioners voting on excused or unexcused absences
of its members, it was decided that an unexcused absence is a failure to contact Staff. No
further action would be taken during a meeting. It is also noted that Kracha and Ghougassian
will be out of town for the April 26th meeting.
STAFF REPORT:
A tentative date of May 19th, 6:00 p.m. is planned for a joint meeting with the Planning
Commission, RCC, and City Council.
Rancho San Miguel has received tentative approval and is now out for final approval.

CHAIRMAN'S COMMENTS:
Kracha - Liquefied natural gas is being used in Len Moore's vehicle. Chula Vista Earth Day
had a very low attendance.
COMMISSIONER'S COMMENTS:
Burrascano - Introduced herself as a student at SDSU and lab biologist interested in plants. She
has also reviewed the Otay Ranch Project.
Reid informed Johnson that the Planning Commission minutes have not been received because
meetings have not been held.
City clerk will contact Johnson and Hall as their terms expire in June.
ADJOURNMENT: The meeting was adjourned by Chairman Kracha at 7:58 p.m.
